Schmidt Environmental August 5, 1997 Mr. Mike Sinacori, Utilities Engineer City of Newport Beach Public Works Dcp4rtmcrit P.O. Box 1768 Newport Beach, CA 92653-8915 Subject Cost Estimate for Completion of Newport Beach Water Main Project, Reach No. 3 Punch List Items, C.K. Construction Dear Mr. Sinacori: I Per our discussion last week, attached is AESE's cost estimate for completion of the punch list items for C.K. Construction's Reach No. 3 project. This is the same estimate I sent to the surety, TIC, back in May. I have based the pricing on the attached punch lists and on the meeting and site inspection we had with you on Wednesday, April 30'h. As we discussed at that meeting, the bulk of the reau-tiring work involves re-grading of the west levee road and placement and compaction of AC grindings on the road, along with some street repairs per the Fountain Valley b. punch list. As you can see by the cost estimate, I have included an allowance for some minor block wall repair, gate and fmcu repair- disposal of excess soil. etc. In our discussions during the job walk, you indicated that CNA may be perthrming most, if not all, of die wall repair. Obviously, this item could be removed from our estimate if CNA or others have completed this work. The placement of the AC grindings; will include regrading and cutting the levee road using a mono- grader and loader, loading and hauling of the grindings; from the Fountain Valley y. in yard rising I 0-wheal dump trucks, spreading of the grindings using a loader and moto-grader, and compacting the grindings using a smooth- wheel roller. We will have a water truck on-site at all times To provide dust control and moisture conditioning. We will also provide a loader at the Fountain Valley yard to load the grindings from the stockpile. We will use subcontractors to complete the street repairs, fence repairs, and block wall repairs, as necessary. . Aftcr our phone conversation today, we have located a copy of the Reach No, 3 contract. I would suggest that we take the relevant portions of Section 1, Scope and Control of the Work, and modify them appropriately to reflect the remaining punch list items. We will need to agree on acceptable language for payments, liquidatod damagag, and warranty. We are prepared to provide performance and payment bonds and proof of the required insurance coverage prior to commencing the work. I suggest that we schedule a meeting at your earliest convenience to discuss the completion of the work iron and out any contractual details. From a scheduling standpoint, I estimate that the grading and placement of the AC grindings will require approximately 3 weeks to complete (I week per section All0- 05 -97. 14:26 From: T -766 P 03/09 Job -III • Mr. Mike Simeon August 5, 1997 between the main east -west streets). The other minor repair work to the fences, gates, and block walls will be performed once the grindings have been placed in each section. The street repairs can be performed concurrently with the placement of grindings. Therefore, I estimate that the total duration of the field work should be 4 -5 weeks, depending on the amount of miscellaneous repairs (walls, etc.) which may be necessary in each section. As we discussed, we will plan on completing all of the punch list work within one section before moving on to the next section. we can sequence the work for each section in whatever manner you feel is appropriate. On the frontend, we will need approximately one week from NTP for mobilization. The cost estimate assumes that we will be able to obtain the asphalt grinding material from the City of Fountain Valley's maintenanco yard. I have included two months of storage L $1.500 /month in my cost estimate. I have included three separate mobilizations in the estimate because, at the time it was originally prepared, the grindings were not going to be available at one time. However, it may be that sufficient grinding have now been accumulated so that we can perform. die work during a single period. If this is the case, you will realize some savings in terns of the mobilization costs. I have also included a cost for completing ac -built drawings for both Reach 2 and Reach 3. The price assumes that we will be able to obtain all of the necessary information from C.K. and that our CAD staff will take the information provided and generate a set of drawings. If we cannot obtain adequate information from C.K., the cost could be substantially higher. If we are able to get a contract in place and begin the work by mid- August, we should be able to complete the work by the end of September at the latest, provided the asphalt grindings are available.
