DISCUSSION This equipment will provide for communications between the Traffic Signal Control System at City Hall and various traffic signals throughout the City. Equipment will be installed at the existing communication hubs at City Hall, the Corporation Yard, Police Department, and Central Library. A new hub will be installed at Mariners Library /Fire Station. Staff recommended a sole source purchase of this equipment to the City Council on July 11, 1994. Council expressed concern over the lack of competitive bids for this equipment and directed staff to solicit bids. The Notice Inviting Bids was published and listed with several contractor publications. Bids were opened on August 10, 1994 and only one bid was received. The bid from General DataComm is the same as was previously received. This purchase is part of the current City -wide Signal Project which is receiving 80% funding from OCTA funds. I "1 TO: CITY COUNCIL FROM: Public Works Dept.- Traffic Engineering In SUBJECT: TRAFFIC SIGNAL COMMUNICATIONS EQUIPMENT RECOMMENDATION Authorize staff to purchase traffic signal communication equipment from General DataComm, Inc. DISCUSSION The City began installing a high speed communication system several years ago as the backbone of its Wide Area Network (WAN). Additional equipment is needed to provide communications between the Traffic Signal Control System at City Hall and various traffic • signals throughout the City. Equipment will be installed at the existing communication hubs located at City Hall, the Corporation. Yard, Police Dept., and the new central library. The work also includes installing the hub to serve the Mariners branch library and the adjacent fire station. The cost of the equipment is $38,555 plus shipping. The installation will be performed by the vendor and Utilities Department staff. This work is part of the current Citywide Traffic Signal Project and will have eighty percent funding from OCTA and the remainder will come from currently budgeted Gas Tax funds. This equipment will save the City approixmately $15,000 each year by eliminating a large number of individual phone circuits. At the same time it will provide higher quality communications. General DataComm, Inc. is the vendor that has been used for the communication system and their's is the only equipment which is fully compatible with the existing WAN.
