Contract No. 3016 was approved by Council on 8/22/94 to award the purchase of equipment to Intersection Development Corporation in the amount of $222,303.03 with regard to monitoring of Caltrans signals and coordination with certain signals controlled by Costa Mesa and Irvine. RECOMMENDATION Award the purchase of this equipment to Intersection Development Corporation in the amount of $222,303.03 DISCUSSION • This equipment will be used to expand the capacity of the master monitoring and coordinating systems; allowing for monitoring of Caltrans signals, and coordination with certain signals controlled by Costa Mesa and Irvine. • Staff recommended a sole source purchase of this equipment to the City Council on July 11 , 1994. Council expressed concern over the lack of competitive bids for this equipment and directed staff to solicit bids. The Notice Inviting Bids was published and listed with several contractor publications. Bids were opened on August 10, 1994 and only one bid was received. The July 11, 1994 Council memo recommended a total expenditure of 8234,000. The current bid is 8222,303.03. This amount did not include sales tax or shipping for the majority of the equipment. Despite the Contractor's error in not including these items in his bid, he has indicated that he will stand by the bid as submitted. This purchase is part of the current City -wide Signal Project, which is receiving 80% funding from OCTA funds. The remainder is budgeted in the current Gas Tax account. F;(c Richard M. DISCUSSION An upgraded Traffic Signal Control System is required for the current expansion and enhancement of the City's Traffic Signal System. Additional intersections will be added that will allow staff to monitor signals and coordinate them where appropriate. The present system has a 32 intersection capacity and the new system will be able to handle up to 96 signals. The proposed system will allow staff to monitor Caltrans signals and will also provide for coordination between signals controlled by the Cities of Costa Mesa and Irvine. These are important capabilities for improved traffic flow and early detection of traffic signal malfunctions. This purchase is part of the current City -wide Signal Project which is receiving 80% funding from OCTA competitive funds. The remaining funds are programmed with current Gas Tax revenues. The Traffic Signal Control System Upgrade will cost $139,000 and the new traffic signal cabinets will cost $95,000. The Control System will be installed by the vendor and the new cabinets will be installed by a contractor as part of the work, the Council authorized staff to seek bids for on June 27, 1994. All work is expected to be completed by February 1995. 0 0 Section 1110 of the City Charter provides that the City Council, with five affirmative votes, may purchase materials without a competitive bid. IDC Traconex /Multisonics is the only company which manufactures equipment which is fully compatible with our existing signal equipment.
