Adopt a resolution finding it more economical to accomplish needed repair work to the West Oceanfront Groin Field with the services of the contractor currently constructing the Corps of Engineers Santa Ana River Project jettys, than by advertising for bids. 2. Authorizing the repair work to the groins at 44th, 48th and 52nd Streets at a daily rate of $9,800 per day per letter of proposal from the Kasler Corporation. DISCUSSION: •The West Newport Beach groin field was constructed in the late 1960's and early 1970's by the United States Army Corps of Engineers under the terms of the Cooperative Surfside to Newport Beach Federal Beach Erosion Control Project. Eight groins were constructed from 28th Street to 56th Street. The groins have functioned well, and there has been no serious episode of beach erosion. However, rock has rolled off the groins at 44th Street, 48th Street, and 52nd Street during large storms associated with E1 Nino events during the 1980'x. Terms of the Cooperative Erosion Control Project provide that maintenance of the groins is a local responsibility. The condition of the groins has been reviewed with engineers from the Los Angeles District Army Corps of Engineers, and with several contractors experienced in oceanfront rock structure construction. The recommended maintenance is to place and key the larger rock back into the groins and to remove the smaller rock from the surf zone. The Kasler Corporation is the contractor currently constructing the new Santa Ana River jettys and has experienced personnel and equipment available to perform the needed repairs. A proposal to accomplish the work has been received from the Kasler Corporation at a daily rate of $9,800. This rate is consistent with rental rates for equipment in Southern California as published by Caltrans, and because the equipment is currently working at the mouth of the Santa Ana River, the cost of mobilization is saved. In anticipation of the Army Corps of Engineers Santa Ana River project, $50,000 for this work was provided in the current budget. WHEREAS, rock groins in West Newport Beach at 44th Street, 48th Street and 52nd Street are in need of repair; and WHEREAS, the specialized heavy equipment that City staff needs to perform the repair work is available at the Santa Ana River mouth adjacent to the West Newport Beach Groin Field; and WHEREAS, the Kasler Corporation owns the equipment and is willing to rent it to the City at a price consistent with rental rates for similar equipment in the Southern California area; and WHEREAS, the City can perform the repair work more economically than by advertising for bids in that City staff is qualified to direct repairs and will save the costs of mobilization of the required equipment; and WHEREAS, Section 1110 of the City Charter authorizes the City Council to waive the requirement for bidding Public Works projects when, based upon estimates approved by the City Manager, it is more economical to obtain necessary supplies and equipment on the open market than by advertising for bids; and WHEREAS, the City Manager has determined that the City will save a substantial amount of money if it proceeds with the repair of the West Newport Beach Groin Field by using City engineers to supervise the work and special equipment already on site to assist in the repairs. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Newport Beach as follows: i 0 SECTION 1: The City Council finds and determines that: A. The rock groins at 44th Street, 48th Street, 52nd Street in West Newport are in need of repair. B. City staff is capable of directing and supervising the repair of the rock groins. C. Specialized heavy equipment necessary to perform the repair work is located at the Santa Ana River mouth close to the Groin Field and the owner of the equipment is willing to rent it to the City at a price consistent with rental rates charged for similar equipment in the Southern California area. D. The repair work can be performed more economically by City staff directing and supervising the repair and the equipment necessary to perform the work can be obtained more inexpensively on the open market than by the normal bidding process because the City will save the costs of mobilization. BE IT FURTHER RESOLVED by the City Council of the City of Newport Beach hereby authorizes staff to supervise and direct the repair of the rock groins at 44th Street, 48th Street and 52nd Street, and to obtain the necessary equipment for the repairs by the issuance of a purchase order to the Kasler Corporation. SECTION 2: The Mayor and City Clerk are hereby authorized to sign the Agreement on behalf of the City of Newport Beach. ADOPTED, this 23rd day of March 1992. Ref: Groin Repairs Dear Mr. Wolter: r After reviewing the site and discussing the possible methods of repairing the groins at 44th, 48th and 52nd Streets, we propose the following: We will salvage and replace and /or stockpile the toe rock now outside the toe line of the groins with backhoes and loaders. We will reconstruct the end of the groins by using the same backhoes and loaders used to remove the toe rock. This will require the scheduling of the repair work at low tide and is totally dependent on the surf conditions. We will provide the following equipment to preform the above work along with an experienced superintendent at the following rental rates: 2 988B Loaders Operated and Maintained $3,880 /shift 2 5 yd Backhoes Operated and Maintained 5,000 /shift 1 Supervisor with pickup truck 920 1shift Total for crew $9,800 /shift Conditions: 1. The equipment will be walked to the repair area from our work on the Santa Ana River. This will be part of the first shift. 2. The equipment will be walked back to our work on the Santa Ana River and washed with fresh water at the completion of the repair work. This will be part of the last shift.
