Brown Act. Among other things, the Brown Act requires that the City Arts Commission agenda be posted at least seventy-two (72) hours in advance of each regular meeting and that the public be allowed to comment on agenda items before the Commission and items not on the agenda but are within the subject matter jurisdiction of the City Arts Commission. The Chair may limit public comments to a reasonable amount of time, generally three (3) minutes per person. The public can submit questions and comments in writing for the City Arts Commission to consider. Please send them by email to the Library Services Department at ArtsCommission@newportbeachca.gov by Wednesday, April 10, 2024, at 4:00 p.m. to give the City Arts Commissioners time to consider your comments. There will be no separate discussion of these items prior to the time the City Arts Commission votes on the motion unless members of the City Arts Commission request specific items to be discussed and/or removed from the Consent Calendar for separate action. Members of the public who wish to discuss a Consent Calendar item should come forward to the lectern upon invitation by the Chair. CONSENT CALENDAR 5 City Arts Commission Meeting March 14, 2024 Page 2 A. Approval of Minutes of the January 11, 2024, City Arts Commission Meeting 1. Draft of 2/8/24 Minutes Chair Flanagan requested edits, changes or deletions of the minutes. Commissioner Melissa Kandel referenced Agenda Packet pg. 9, paragraph 2 and noted “Newport Beach elementary schools” should be “Newport Beach schools”. Motion made by Secretary Barbara George, seconded by Commissioner Marie Little, and carried 6-0-0-1 (with Commissioner Wayan Kaufman absent) to approve the minutes of the 2/8/24 City Arts Commission meeting as amended. B. Consent Calendar Items 2. Financial Report Review of financial information. Library Services Director Melissa Hartson reported there hadn’t been much movement in the budget. They have confirmation from the City’s Finance Department that the movement of funds from the Professional Services and Programming budgets to cover the Sculpture Exhibition have been processed, those updates will be reflected on next month’s financials. 3. Cultural Arts Activities Monthly review of cultural arts activities from the Library Administrative Office for upcoming Library and City arts events and services. Library Services Director Hartson reported Arts Orange County (Arts OC) did their routine maintenance of walking through Civic Center Park in February. Two pieces needed maintenance, Pluma Sculptura (a.k.a. The Feather) received new panels and Prey had work done on its talons as part of their project management agreement. Lucie Galvin’s art is still up in the Central Library lobby gallery, she graciously agreed to extend her exhibition through the beginning of April to fill the gap from the artist who had to withdraw. The gallery exhibit schedule is now full through the beginning of 2025. Chair Flanagan opened the floor to public comments, but there were none. Motion made by Vice Chair Leonard Simon, seconded by Secretary George, and carried 6-0-0-1 (with Commissioner Kaufman absent) to approve Consent Calendar. VII. CURRENT BUSINESS A. Items for Review and Possible Action 4. Curatorial Panel Assessment of Submitted Works – Sculpture Exhibition in Civic Center Park, Phase IX 6 City Arts Commission Meeting March 14, 2024 Page 3 Arts OC Chief Executive Officer, Richard Stein, and Arts OC Program Coordinator Nicholas Thurkettle presented the public online poll results for the Phase IX Sculpture Exhibition and responded to Commissioner questions along with Joseph S. Lewis, a professor of Art at University of California at Irvine and an art inspector. Arts OC Chief Operating Officer and Vice President Patrick Brien was also in attendance. Ms. Tram Le, an Arts & Culture Specialist, joined the Commission as a guest judge. After lengthy discussion regarding poll results, durability of pieces, use of pedestals and anchors, public safety, installations, and potential alternates, the Commission determined the following sculptures for recommendation to City Council to approve for Phase IX of the Sculpture Exhibition in Civic Center Park: 1. Gecko by Doug Snider 2. Interplay by Peter Ambrosio 3. Growing Wings by Hilde DeBruyne 4. Big Puffa (The Generator) by Missy Douglass and Kim Rask (a.k.a. uckiood) 5. Heavy Landing by Vojtech Blazejovsky 6. Natural Wonders by Michele Moushey Dale 7. Glee by Cindy Debold 8. Trillium Bus Stop Bench by Matt Cartwright 9. Duality by Giuseppe Palumbo 10. Reaching Man by Ron Whitacre The following sculptures were determined as recommended alternates: 1. Depth of Form by Jacob Burmood 2. Millefolium by Catherine Daley 3. Cycles 3: Frogs, Bees, Birds by Peter Hassen 4. Time and Awareness by D. Yoshikawa Wright Chair Flanagan opened the item for Public Comment. Jim Mosher, Newport Beach resident, provided comment regarding the description of the base for the piece by Ron Whitacre, and mentioned it would be nice to see more participants in the public poll. His understanding was the previous meeting was to determine which of all the pieces would not be viable for the exhibition. If there is a durability question regarding pieces, they should not have been included in the public poll, which would have given the public more selections to consider as favorites. Mr. Mosher provided a graph and explained the correlation between the ranks of the jury and the public, and believed the vast differences weren’t due to durability but rather a difference in personal taste in art. It’s a complex process. Motion made by Secretary George, seconded by Commissioner Little, and carried 6-0-0-1 (with Commissioner Kaufman absent) to approve the above selections of ten sculptures as recommendation to City Council for Phase IX of the Sculpture Exhibition in Civic Center Park. Motion made by Vice Chair Simon, seconded by Commissioner John Blom, and carried 6-0-0-1 (with Commissioner Kaufman absent) to approve the recommendation to City Council for four Phase IX Alternates as listed above in the Sculpture Exhibition in Civic Center Park. 7 City Arts Commission Meeting March 14, 2024 Page 4 Mr. Stein noted that the poll had been open to the general public in the past and a few years back it was closed to only the residents of Newport Beach. He suggested it might be worth the Commission’s consideration of reopening the poll to the general public if they were looking for more participation. Chair Flanagan asked the number of participants from the general public polls in past phases, Mr. Stein answered Phase V had 2,343 votes and at that time voters were allowed to cast three votes. Noting a considerate drop in the number of voters, Chair Flanagan suggested future vote processes should be a discussion rather than relying on an online public poll. She also mentioned potential revisions to marketing efforts. 5. Sculpture Exhibition Ad Hoc Subcommittee Staff recommends that the City Arts Commission form an ad hoc subcommittee for the purpose of reviewing the current structure of the Sculpture Exhibition program in Civic Center Park and developing proposed Sculpture Exhibition program options that align with the current $135,000 General Fund budget allocation for the program. Chair Flanagan appointed herself, Secretary George and Commissioner Blom to the Sculpture Exhibition Ad Hoc Subcommittee. Chair Flanagan opened the item to Public Comment. Mr. Jim Mosher, Newport Beach resident, referenced the last page of the staff report that states the Subcommittee will develop program options to present to City Council for their review and consideration and suggested it should read that the Subcommittee will be presenting options to the Arts Commission for their review and consideration before making a recommendation to City Council. Chair Flanagan thanked Mr. Mosher for the correction. 6. Public Relations and Marketing Ad Hoc Subcommittee Chair Flanagan will appoint a Public Relations and Marketing Ad Hoc Subcommittee to review the current marketing strategies and budget and to make recommendations to improve current communication and public awareness of the cultural arts events and programs. Chair Flanagan appointed herself, Commissioner Kandel and Commissioner Blom to the Public Relations and Marketing Ad Hoc Subcommittee. Chair Flanagan opened the item to Public Comment. Mr. Jim Mosher, Newport Beach resident, commented this ad hoc description states that it will make recommendations to improve current communications and public awareness of programs and assumed it means to staff, and again pointed out that the by-laws state that ad hoc committees report to the Arts Commission who then vote as a commission at a noticed meeting. The intent of the ad hoc committee as it is written is confusing. 8 City Arts Commission Meeting March 14, 2024 Page 5 B. Monthly Reports 7. Newport Beach Art Exhibition Ad Hoc Subcommittee Chair Flanagan , Vice Chair Simon, Commissioner Little Chair Flanagan reported the subcommittee convened and began reviewing the applications that have been coming in. Call lists will be distributed to each Commissioner with a request to call all the artists on their list as they want to ensure everyone has been contacted. Cultural Arts Assistant Camille Escareal-Garcia noted she will be forwarding a basic script of general information about the exhibition to each of the Commissioners that they may find helpful, and requested they in turn share any potential outdated information with her so the list can remain current. 8. Newport Beach Arts Foundation Liaison Secretary Barbara George, Chair Maureen Flanagan, Vice Chair Leonard Simon Chair Flanagan reported she attended the Arts Foundation meeting, there was not a quorum in attendance, so the meeting adjourned after twenty minutes. VIII. CITY ARTS COMMISSION ANNOUNCEMENTS OR MATTERS WHICH MEMBERS WOULD LIKE PLACED ON A FUTURE AGENDA FOR DISCUSSION, ACTION OR REPORT (NON-DISCUSSION ITEM) Vice Chair Simon requested staff do a Request for Proposal for future management of the Sculpture Exhibition, which would be great information for the ad hoc committee. Library Services Director Hartson responded they would first need to get Council direction to maintain compliance with the City’s process for Request for Proposal. The purpose of the Ad Hoc Subcommittee is to come up with options that can be presented to City Council to better align the cost of the Sculpture Exhibition with current funding. Those options could include many ideas, seeking the Request for Proposal would fall in that list of options. Vice Chair Simon felt getting a baseline cost for each of the management tasks that Arts OC is doing under their contract would assist the ad hoc subcommittee with determining which of those options would be viable, rather than throwing out ideas with no knowledge of how it might better impact the use of funding. Chair Flanagan agreed that would be useful. Commissioner Blom mentioned it would also be helpful to the ad hoc subcommittee to find out about the possibility of sponsorships. Director Hartson responded staff are currently working on that. Commissioner Little requested that the next agenda include an Art in Public Spaces Ad Hoc Subcommittee report to help prepare the recommendation for Council regarding the donation applications that have been received. 9 City Arts Commission Meeting March 14, 2024 Page 6 IX. 12 CITY OF NEWPORT BEACH CITY ARTS COMMISSION STAFF REPORT April 11, 2024 Agenda Item No. 3 CENTRAL LIBRARY GALLERY EXHIBITS Lucie Galvin grew up in Newport Beach attending Eastbluff Elementary and Corona del Mar Middle and High Schools. She learned to sail the harbor, worked at Fashion Island and volunteered at the Newport Beach Library and Hoag Hospital. After studying Art History at The University of Michigan, Education at St. Mary’s College, Garden Design at The English Gardening School London, and Craftsman Gardening with The National Trust for Scotland, she returned with her husband to Newport Beach to raise their family. Lucie teaches and practices gardening and crafts. During the pandemic, she digitally sketched portraits of missed family and friends on her iPad, walked town and took photos of plants vernacular for the social media platform Instagram, and began making illustrative paper collages. She has recently returned from studying traditional and modern papermaking in South Korea and Japan. The pictures’ paper plant materials include Bamboo, banana, cotton, daphne, Ficus, flax, gampi, hemp/jute, mango, mitsumata, mulberry, nettle, onion, papyrus, rice, silk, snake plant, and anonymous hard and softwoods in upcycled modern card stock, cellophane, construction paper, greeting cards, grocery bags, parchment, pastry boxes, souvenirs, wrapping paper, and vellum. DISCUSSION: Cross Section, by Tim DeShong, is a sculpture selected by the City Arts Commission as part of Phase VII of the Sculpture Exhibition in Civic Center Park. The piece was installed in June 2022 and is scheduled for de- installation commencing June 10, 2024. At the end of February 2024, Mr. DeShong contacted Sculpture Exhibition in Civic Center Park Project Manager, Richard Stein of Arts Orange County (Arts OC), and requested permission to de-install Cross Section prior to the June Phase VII de-installation schedule. Mr. Stein explains that Arts OC received correspondence from Mr. DeShong to indicate that Cross Section has been accepted in a show in Colorado. Mr. DeShong wrote, “the de-installation date in Newport Beach and the installation date in Colorado are not coinciding as [he] would have hoped.” Mr. Stein recommends the early de-installation “as it’s always a challenge to ensure perfect synchronization of the install/de- install dates.” Staff recommends the City Arts Commission approve the early de-installation of the piece. Early de- installation will not result in additional fees for the City, and the piece’s exhibition in the park will only be truncated by 10 days or less. One of the many responsibilities of the City Arts Commission is to act in an advisory capacity to the City Council on aesthetic and artistic aspects of the community. For the rotational sculpture exhibition in Civic Center Park, art maintenance is the responsibility of the sculpture artists, with communication overseen by Arts Orange County, who manages the Sculpture Exhibition project. SCULPTURE IN CIVIC CENTER PARK The Sculpture in Civic Center Park Exhibition is the City's largest display of public art. The public art and urban beautification project, which has been constructed at the base of Newport Pier, includes granite benches surrounding a bronze sculpture and a circular walking path marked with significant events from throughout the city’s history. The sculpture, created by artist Hank Kaminsky of Fayetteville, Arkansas, is a bronze sphere, five feet in diameter, with words and images illustrating significant events in the history of the 100-year history of the City of Newport Beach. The project was inspired by the Centennial Anniversary celebration held in 2006 and funded with $500,000 of private donations from over 650 individuals, organizations, and companies. Donors’ names are engraved on the granite surfaces throughout the project. Location: Newport Pier, 72 McFadden Place, Newport Beach BEN CARLSON MEMORIAL The sculpture honoring lifeguard Ben Carlson, who died in the line of duty on July 6, 2014, was installed in McFadden Square at Newport Pier in July 2016. The 9-foot statue, erected near the lifeguard headquarters, depicts Carlson gazing towards the ocean prepared for a rescue. The lifeguard building was renamed the Benjamin M. Carlson Lifeguard Headquarters and a foundation, the Ben Carlson Memorial & Scholarship Foundation, was created by lifeguards, friends and family to raise awareness about ocean safety, to help under-served children and to raise money for college scholarships. The memorial was part of the Foundation’s mission. Carlson’s brother- in-law, artist Jake Janz, spearheaded the project. Location: Newport Pier, 72 McFadden Place, Newport Beach 38 Public Art in the City of Newport Beach 04/11/2024 Page 3 NAKAYOSHI – ‘GOOD FRIENDS’ This sculpture was presented as a gift from Okazaki, Japan in 1994 to commemorate the tenth anniversary of the two cities’ "Sister City" relationship. Location: Central Library, 1000 Avocado Avenue, Newport Beach DAWN TO DUSK IN THE ESTUARY This butterfly sculpture was created as part of the Butterfly Initiative Project in 2005 by artists Kathleen Harrison and Arlene Cartozian. The piece is located outside of the Butterfly House at the Environmental Nature Center. Location: Environmental Nature Center, 1601 16th Street, Newport Beach MARINE 1/1 MEMORIAL SCULPTURE In 2003 the citizens of Newport Beach adopted the First Battalion First Marines, First Marine Division. In 2008, this memorial sculpture was "created in honor of the men and women of the 1/1 who paid the ultimate price in defending our nation and our freedom." It stands overlooking the Back Bay and Newport Harbor in Castaways Park. Location: Castaways Park, 700 Dover Drive, Newport Beach CORONA DEL MAR CLOCK TOWER AND TILE WALL This clock tower and surrounding wall was created by the Corona del Mar Centennial Committee in honor of Corona del Mar's Centennial Anniversary. The green and bronze edifice was installed in August 2005. Location: Centennial Park, Marguerite Avenue/ E Coast Highway, Newport Beach . 39 Public Art in the City of Newport Beach 04/11/2024 Page 4 RONALD REAGAN STATUE This sculpture, created by artist Miriam Baker was created in 2011 in honor of President Ronald Reagan’s Centennial Birthday. Originally installed in Bonita Canyon Sports Park, the sculpture was moved to the Civic Center Park in 2017. Location: Civic Center Park, near the corner of San Miguel and Avocado Avenue, Newport Beach SEAGULLS IN FLIGHT The sculpture was commissioned by the Friends of the Library in memory of Molly McClintock, a local teen who was tragically killed in a car accident in 1960. In 2015, the sculpture was restored by Lanzini Art Restorers and stands in front of the Corona del Mar Branch Library. Location: Corona del Mar, CdM Branch Library, Newport Beach SUNSET YEARS In celebration of the Balboa Island Centennial in 2016, sculptors Miriam Baker and Rhonda Jones - with support from the Balboa Island Improvement Association - donated the sculpture to the City of Newport Beach. The piece, created by Ms. Baker and fellow artist Rhonda Jones, is a representational life-size bronze of an elderly couple seated on a bench enjoying the sunset. The piece is meant to serve as an appreciation and celebration of Balboa Island life. Location: Balboa Island, South Bay Front at Turquoise Avenue, Newport Beach METALFOR In 1986, Warren Hancock, a Newport Beach art collector, donated the sculpture Metalfor to the City of Newport Beach. Created by Bret Price, Metalfor was originally installed outside the Newport Beach City Hall for part of 1986 and 1987, until it was moved to the front of the Newport Center Library. When the Library closed in 1994, the City relocated Metalfor to Pacific Coast Highway and Superior Avenue. The piece was moved to storage when the City began constructing the Superior Avenue Pedestrian and Bicycle Bridge. The royal blue painted steel abstract work, which weighs 1,400 pounds and is 9 feet high, was the centerpiece of the 22nd annual Newport Beach City Art Festival in 1986. Intense heating of the metal to make it malleable 40 Public Art in the City of Newport Beach 04/11/2024 Page 5 created its curvilinear form. The steel was repeatedly bent and rolled during this period of elasticity to give it "a sense of softness (and an) illusion of flexibility," sculptor Price explained. Location: Corporate Yard, Newport Beach SPHERE 112 A public favorite first installed as part of Phase I of Sculpture in Civic Center Park Exhibition, Sphere 112 was crafted by artist Ivan McLane of Portland, Oregon. In 2017, the sculpture was purchased by the Newport Beach Arts Foundation and donated to the City of Newport Beach. The piece is crafted out of thousands of welded stainless-steel rods of varying lengths and shapes. Fun Fact: The Sphere was name for the size of its diameter, 112 inches, which means it stands at slightly over 9 feet high. CITY OF NEWPORT BEACH CITY ARTS COMMISSION STAFF REPORT April 11, 2024 Agenda Item No. 8 RECOMMENDATION: Staff requests approval for the return of the Sculpture Photography Contest for Phase VIII and IX of the Sculpture Exhibition, with the purpose of creating further interest in the Sculpture Exhibition in Civic Center Park. DISCUSSION: In 2018 and 2021, the City Arts Commission held a photography contest to generate public interest in the Sculpture Exhibition in Civic Center Park. With the upcoming installation of Phase IX, City Arts Commission Secretary Barbara George has proposed that the City Arts Commission support another photography contest. Visitors to the Sculpture Exhibition in Civic Center Park will be encouraged to submit photographs of the works on display, and/or photographs depicting interaction with the sculptures. If approved, at a future City Arts Commission meeting, City Arts Commission Chair Maureen Flanagan will appoint a Sculpture Photography Contest Ad Hoc Subcommittee for the purpose of reviewing and editing previous entry guidelines. This Ad Hoc Subcommittee will also recommend winning entries to the City Arts Commission for approval after the contest submission deadline closes.
