Background: The refuse transfer station was built and equipped with a scale system in the Corporation Yard in 1989 -90. The purpose of the station is to consolidate the smaller refuse packer truckloads into large tractor - trailer loads for transport of the collected refuse to a recycling center in Stanton. One of the functions of the refuse transfer station is the weighing of each refuse load to insure not just the accuracy of the scales and billing at the recycling center, but to ensure maximum loads (40,400 pounds) are shipped consistently for maximum efficiency. The current scale system consists of dual computers with individual displays, a two -cable system to the trailers connecting the computer to the trailers, and weight- sensing equipment mounted on each of the four refuse transfer trailers. Empty trailers are staged under a refuse hopper at the station, the scale's computer cable is then connected to the trailer, and the refuse transfer station operator manages the precise filling of the trailer by monitoring the weight of the trailer at the computer display. Discussion: The current refuse transfer station scale system is 12 years old and has been subject to bad weather, contamination by dust and moisture, and heavy use as an average of 175 tons of refuse is processed daily through the station. The system design is prone to 0 frequent failure or inaccurate readings, particularly as the system has aged due to the exposure of the cables, displays and weight cells on each trailer. Individual trailers must be calibrated on a quarterly basis due to heavy use resulting in downtime and expense. Staff researched all scale options and is recommending the use of platform scales installed in the floor of the station to measure trailer weight. Such a design eliminates the use of cables, exposed electrical connections, and the weight cells on each refuse trailer thereby speeding the loading and transfer of each trailer Ioad. The attached sketch illustrates the proposed installation of a series of platform scales in the floor of the station. A trailer is parked on each platform series for individual loading. The contractor, Advanced On -Board Scales, who is also the local distributor, is the representative of the manufacturer of the original scale system. The contractor will be installing the system in coordination with the City concrete crew and electricians. The contractor has provided reliable service for the current scale system over the past 12 years. The attached proposal by Advanced On -Board Scales outlines the work to be accomplished and includes photos and data. The cost of the new system is $57,986 which includes installation and warranty. The bid is 17% below the engineer's estimate of $70,000. The proposal is a sole source bid due to the lack of availability of such a compact scale system and the necessity to continue daily use of a reliable system of components. The replacement scale system was included in the current capital improvement projects budget, but requires final authority of the Council as the project exceeds the $30,000 limit authorization of the City Manager. I have broken the bid into eight (8) sections reflecting the systems, process, responsi- bilities, and labor. 1.) Two sets of L3031 Aluminum, Box -End Tandem Axle Scales (2 each 7.5" x 30" platforms), to be installed in shallow pits in Both trailer loading bays (total of 4 sets). One set will weigh the tandem trailer axles, and the other will weigh the landing gear of the trailer in each of the loading bays. 2.) Stationary S.I. 910OGW Meters in NEMA watertight enclosures total of 2 and 4" Slave Score- board for each loading bay total of 2 mounted up above on the corner light stand. 3.) We'll furnish Pre - fabricated galvanized steel coping frames to reinforce the edges in each of the four (4) shallow pits that Newport will build for the axle scales. Four (4) frames total. 4.) Wood ( 2 "x 6" )pressure treated boards, acquire, cut & joined to fit between each of the two axle scales in each of 4 scale pits. 5.) 200' of T — Molding to fill the gaps between the scales and the pit edges to deflect debris from entering the pit under the scales. 6.) Four (4) each, 24" x 31" x 3/8" Galvanized steel plates to reinforce scale decks for landing gear positioning. We'll acquire sheared material, drill for mounting, deliver & p/u from galvanizing, install. Total of Equipment, Items #1,2,3,4,5,6 = $51,615.00 7.5% Sales tax on Equipment = $ 3,871.13 7.) The City of Newport Beach will provide the concrete removal and construct 4 shallow pits to fit scales with proper drainage, etc. Your electrician will run conduit inside & between the pits, route conduit up to the indicators and scoreboards, and assist in pulling wire. 8.) Advanced On -Board Scales will provide shallow pit scale guidelines and rough conduit routing drawings to your concrete foreman and electrician, install Scale Systems Hardware, Meter & Score- boards installation, activation, and operator orientation.
