SUBJECT: MARINE AVENUE STREETSCAPE IMPROVEMENTS —
PRE- PURCHASE OF STREET LIGHT POLES AND FIXTURES,
BENCHES AND LITTER RECEPTACLES
RECOMMENDATIONS:
Determine that the project is exempt from environmental review pursuant to
Section 15302 of the California Environmental Quality Act Implementing
Guidelines.
Authorize staff to proceed with the Marine Avenue Street Light Pole and Fixture
Replacement Order for total not -to- exceed price of $34,154.
Authorize staff to proceed with the Marine Avenue Bench and Litter Receptacle
order with D.M. Braun & Company for a not -to- exceed price of $74,688.
DISCUSSION:
The Council approved the Marine Avenue Streetscape Improvement Project in the
Fiscal Year 04/05 CIP for a total budget of $191,000.00. The project includes the
replacement of the existing benches, trash receptacles and street lights along with new
tree well treatment. The project schedule calls for the award of the streetlight
replacement portion of the project in August, with construction in September /October -
on a time frame for completion in advance of the fall holiday season. In addition, the
installation of the street furniture (benches and litter receptacles) is planned in the same
time frame.
To meet the planned construction schedule, it is required to pre - purchase the street
light poles and fixtures which have an eight to twelve -week delivery timeframe. The
new poles are planned to be custom black concrete with anti - graffiti coating that has a
gloss finish. The replacement pole recommended is a single globe style street light, but
with the same texture and color as the double arm street lights recently placed on the

Marine Avenue Bridge during a separate beautification project. The required Ameron
poles are supplied by'Pacific Lighting Sales in Lake Forest.
In addition to the street light poles, staff is also recommending the purchase of custom
benches and trash receptacles. With the assistance of the General Services
Department, five different street furniture companies have given quotes for the
replacement of 38 benches and 25 litter receptacles. The benches and litter
receptacles meet the. specifications approved by the community in public outreach
efforts. The benches are to be jatoba wood mounted on black concrete bases similar to
the existing concrete bench bases on Marine Avenue. The litter receptacles are metal
framed with jatoba wood to match the benches. A prototype bench was placed on
Marine Avenue last month and the general response has been very positive. The D.M.
Braun & Company, of Brea, will manufacture and deliver the benches and litter
receptacles for a total not -to- exceed price of $74,688. The General Services
Department will be on -site to supervise the placement of the street furniture and will
apply the required epoxy to secure the benches to the sidewalk.
Funding Availability:
The total cost of the street light pole and fixture order is $34,154 and the cost for the
purchase of the benches and litter receptacles from Q.M. Braun is $74,688. Funds for
this project are available in the following account:

Environmental Review:
The project is exempt from the California Environmental Quality Act (CEQA) pursuant to
Section 15302 of the CEQA Implementing Guidelines. This exemption covers the
maintenance and alteration of existing public facilities with negligible expansion of the
facilities in areas that are not environmentally sensitive.
