ACTION: Grant permission to staff to enter into a professional services contract with the former City employee. Analysis City Council Policy F -20 requires City Council approval of all professional services contracts with former City employees or temporary contracts with retiring or former City employees. Robert Kain is currently an Assistant Planner specializing in the City's Geographic Information System and related database applications. Among his other duties, Mr. Kain is currently updating the database for the City's traffic model and is compiling land use data for the Local Coastal Program (LCP) certification project. In order to accept a position with the City of Dana Point, Mr. Kain has submitted his resignation to the City, effective June 28, 2002. The traffic model will provide information that is essential for the General Plan update and is scheduled for review by the General Plan Update Committee in August 2002. The Land Use Plan section of the LCP is currently being drafted and is scheduled for submission to the Coastal Commission for initial review in November 2002. The Human Resources Department has already circulated a job announcement for a replacement, which closes on June 28, 2002. However, due to the technical nature of this position and the fact that it is an entry-level professional position, it may take some time to fill this position and familiarize the new employee with these assignments. In the mean time, this vacancy compromises staff's ability to meet these deadlines. Therefore, staff would prefer to have the option of contracting with Mr. Kain in order to continue work on these assignments without delay. Staff estimates that Mr. Kain will require approximately 80 hours to complete the two projects. The total not- to-exceed cost for this,task is $4,000.00.
