DISCUSSION: Background: In early February Council Member Daigle requested that staff explore ways to provide the public with access to council meetings through the world wide web. Providing this service would provide flexibility on time and location and include residents that don't currently subscribe to cable but have intemet connectivity to have full access to Council meetings both live and archived. After researching this request and looking at the solutions used by other cities in California, staff contacted the firm of Granicus, Inc. to provide a demonstration of what • *Video Streaming Solution April 26, 2005 Page 2 they could offer as a streaming media solution provider, as well as a price quote for their services. The solution offered by Granicus was developed specifically for local government with the primary focus on City Clerk functions. Further research by city staff indicates there are no other vendors currently offering a solution that has been designed specifically to meet the needs of city clerk's workflow as it relates to their role in the legislative meeting process. California cities currently using Granicus to provide an internet webcast solution to their residents are: Apple Valley, Baldwin Park, Berkeley, Brentwood, Calabasas, Cerritos, Chino, El Segundo, Gilroy, Irvine, Long Beach, Manhattan Beach, Milpitas, Pasadena, Petaluma, Pinole, Richmond, Roseville, Sacramento, San Carlos, San Diego, Santa Monica, Stockton, and Torrance. After receiving their proposal and demo of their services, staff scheduled a meeting with the Web Site Review Committee (Council Members Daigle, Ridgeway and Nichols) on March 29 to meet with Granicus for a demonstration of their solutions and to provide further direction to staff. It was the consensus of the committee that this item should be presented to the full Council for review and discussion, as well as a short demonstration by Granicus, at the April 26, 2005 Council meeting. It was the consensus of the committee to recommend implementation of the system in the current fiscal year, which would also require the approval of a budget amendment since this item was not budgeted for in the current fiscal year. By selecting Granicus as our streaming media solution provider, we will greatly improve external and internal access to our public meetings. The meetings will be available live over the Internet, and searchable archives can be used for efficient long -term record keeping. Streaming with Granicus improves public access beyond what can be provided through cable broadcast. The availability of searchable archives allows a section of any meeting to be retrieved at anytime using a simple keyword search. In addition, documents like staff reports, agendas and minutes can be synchronized and linked to the audio and video archive all of which will be available through the City's web site. In addition, Granicus will be able to provide us with detailed usage reports concerning streaming requests (citizens visiting the site), average user bandwidth (bandwidth being used), outbound bandwidth (bandwidth being streamed — quality of the broadcast), content popularity (which items users are viewing), and media storage usage. While public meeting broadcasts are a popular use of the Granicus solution, the system can be used by all city departments to present video content internally or externally over the web. Other cities use the Granicus solution to deliver public education content, public service announcements, and video on demand training. Staff envisions that this system will be used to greatly enhance our ability to provide public outreach to the residents on important community projects, topics and issues. The Granicus solution delivers the functionality desired by the City, and does it in a way that minimizes the overall cost. The proposed solution integrates with our current infrastructure and audio video equipment instead of replacing or duplicating it. Additionally, the storage and distribution of the streaming content is offloaded to the Granicus Media Center eliminating the need to invest in additional dedicated bandwidth and servers, which are necessary to support video streaming. Agenda items can be indexed in real time, and archives are published to the City's web site through an automated process minimizing the involvement of our MIS staff. Because meeting archives are readily available on the internet, the need for the Clerk's office to retrieve and prepare extensive meeting records will also diminish over time. Using this system the Clerk's office will actually be preparing the minutes through an automated system that time codes the items for video streaming and the minutes will be prepared as the meeting occurs. Since the minutes will be linked to the video, the format of the minutes will change from a nearly verbatim format to an action format, which will save hundreds of hours in staff time in the Clerk's office. The cost for the solution, which includes all of the MediaManager software licenses and the internal /external storage and distribution is $49,367.13. This cost includes $7,000 for additional hardware (two PC's for the Media Manager and Media Vault) that is required for the system and will be purchased separately. This enterprise level of service grants all departments within the City access to the tool and will allow other departments to use the service for any of their video streaming needs, access to the MinutesMaker application, live streaming of all meetings and cable channel 24/7, archiving of meetings for on- demand playback, archiving that links minutes with support documentation and video, search feature for the archives, installation and configuration of all software, three (3) days of on -site training, integration of the Granicus software with our website and other customizations, and the first month of managed service. In addition to the start-up costs, the ongoing monthly maintenance cost for the service is $1400, which provides access to an unlimited 24/7 help desk, management of all hardware that is on our site, unlimited storage of our public meetings (12 month retention schedule), unlimited bandwidth for streaming live and on- demand content and lifetime updates to the software.
