Mr. Chris Miller
City of Newport Beach

Newport Beach, CA 92660
Subject: Proposal for China Cove Erosion Study
Dear Mr. Miller
On behalf of Everest International Consultants, Inc. (Everest), I am pleased to submit this
proposal to evaluate the erosion issues at China Cove, Lower Newport Bay. It is our
understanding that the beach at China Cove has been experiencing sediment erosion such that
the City of Newport Beach (City) has to regularly replenish the beach with suitable sand. The
City planned to hire a consultant to evaluate the conditions at China Cove that may be causing
sediment erosion. Per your request, we have prepared two scopes of work. The first scope is
to prepare an opinion letter on the potential cause of erosion at China Cove based on
professional judgment and limited analyses and the second scope will provide a more in -depth
analyses and modeling of the wave and hydrodynamic conditions at China Cove.
SCOPE OF WORK FOR OPINION LETTER
The following tasks were developed for the preparation of an opinion letter to address erosion
issues at China Cove.
1. Site visit
Everest will conduct a site visit to observe existi ng beach condition at China Cove. The focus of
the site visit will be on the wave conditions (wind waves, swells penetration through the harbor
inlet, and ship wakes) and the interaction of the waves with shoreline structures (e.g. bulkheads)
in the vicinity, as well as existing beach conditions.
2. Obtain and Review Available Data/ln formation
Everest will obtain and review prior studies, data, and other information related to the project
site, vicinity, and coastalloceanograph is processes. Public agencies (e.g., U.S. Army Corps of
Engineers, National Oceanic and Atmospheric Administration) will be contacted to obtain
environmental data. Everest has worked on many projects in Lower Newport Bay and is familiar
with recent bathymetric, current and other wave data useful for the project. It is assumed that
the City of Newport Beach will provide information on past sand replenishments at China Cove.

EVEREST
3. Evaluate Wave Conditions and Erosion Issues
Based on available data, we will evaluate the waves and their interaction with existing shoreline
structures at China Cove. The evaluation will be based on simple analytical methods to
examine wind and ship generated waves, as well as swells penetrating through the Harbor inlet.
We will also review available historical aerial photographs, bathymetry survey data and sand
placement records for China Cove and its vicinity to evaluate sediment transport condition and
potential cause(s) of erosion. Results of the wave analyses results and our knowledge of the
tidal current conditions at the site (based on our previous studies for the City of Newport Beach)
will be used to assess the role of waves and currents in local sedim ant transport at China Cove.
4. Prepare Letter Report
Prepare an opinion letter summarizing the purpose, methods, results and conclusions on the
erosion issues at China Cove based on the analysis presented above. The letter report will
provide a qualitative analysis on the potential cause of erosion at China Cove. A draft letter will
be provided for review and comment. A final letter report will be prepared considering
comments and edits provided on the draft letter report.
SCOPE OF WORK FOR DETAIL ANALYSIS
In addition to the site visit and data review described above, a detail analy sis of the potential
cause of sediment erosion at China C ove will start with an in -depth analysis of the wave
condition at China Cove. This will include the use of an appropriate wave model to provide a
detail spatial distribution of the wave conditions at China Cove, as well as the interaction of the
waves with existing shoreline structures. In addition, we will modify an existing two- dimensional
(2 -D) hydrodynamic model that has been previously developed and calibrated for Newport Bay
and Harbor by Everest to provide better spatial resolution of tidal currents at China Cove. The
wave and tidal current modeling results will then be used to quantify sediment transport at China
Cove.
For this detail analysis, a technical report instead of a letter report will be prepared.
SCHEDULE
Based on our current workload, Everest proposes to complete the scope of work for preparing
an opinion letter w ithin four (4) weeks from receiving a written notice to proceed. The additional
scope of work for a detail wave and sediment transport analyses will add another eight (8)
weeks for a total of twelve (12) weeks.
