PROFESSIONAL SERVICES AGREEMENT WITH
Griffin Structures, Inc.
FOR Citywide Assessment for Economic Development Services
Exhibit A— Scope of Services and Schedule of Billing Rates
This scope assumes up to 20 interviews with key stakeholders (list provided by the City); review of all
documents, programs and services; assessment of strengths and weaknesses of such programs and
services; draft recommendations and meetings to review such with Assistant City Manager; and
preparation of a final report and recommendations. The tasks include:
A. CDBG Program: Evaluate current process and identify how best to manage the program given the
staff changes recently implemented. If other city department resources are not available to absorb the
additional work required, an increase in the contract requirements of the outside consultant may be
appropriate to manage this modest program.
B. Business Organization Relationships: Review the working relationships and existing contracts and
grants between the City, Newport Beach Chamber of Commerce, Corona Del Mar Chamber of
Commerce, OCBC, and the Newport Beach Conference and Visitors Bureau. Identify areas of overlap
and make recommendations on how best to manage the ongoing relations with these organizations,
including the roles of other city departments in light of staff reductions.
C. Economic Development Strategic Plan (EDC): Review the work initiatives in the Strategic Plan for
Economic Sustainability and assess the need and stakeholder expectations to continue with some those
initiatives. Recommendations for such oversight will be included in this assessment.
D. Special Events: These activities tend to fall under the various Business Improvement Districts (BIDS),
however with the recent change in the City Special events process, a separate analysis of the City's role
in these activities to determine what rules and procedures need to be modified to better serve the City's
interests in the future and the level of required staff or consultant services.
E. Business Improvement Districts (BID): There are several factors that will require review and
assessment, including: 1) general management and oversight of the four BIDs; 2) revenue collection and
relationship with City business license division; 3) project priorities and implementation which may
result in other City department staff being assigned project management responsibility; 4) evaluation of
Scott Palmer's contract, including assignment of duties, effectiveness of performance to date,
opportunities to expand his role with the BIDS in light of staff reductions, etc.; 5) review of the financial
reporting requirements of each BID and identification of areas of improvement to ensure sound fiscal
policies and practices for each; and 6) review the 1994 BID and suggest options to remove the annual re-
establishment provision .
Visit Newport Beach & Tourism Business Improvement District (TBID): Visit Newport Beach is a Non -
Profit organization, organized under IRC 501(c)6, intended to promote tourism in Newport Beach but is
wholly dependent on tax revenues contributed by the City of Newport Beach. The TBID is organized in a
similar manner as other Business Improvement Districts (BIDS) in the city but is largely administered by
the Visit Newport and the TBID board. Six hoteliers participate in the TBID which is supported with a
self- assessed TBID tax on transient occupancy rents. City staff members have recently audited the
activities of the Visit Newport Beach and made several observations and findings that are concerning to
the City. In conjunction with the review of the staff findings and observations, the City desires the
consultant to review the overall organizational relationship between the City, Visit Newport Beach and
the TBID and commenting on the governing structure, economic benefits and risks associated with the
Griffin Structures Page 14
existing relationship.
F. Business Retention and Attraction: There are a number of ongoing business attraction and retention
activities performed by staff persons that are no longer assigned to city staff. There is an expectation,
and most likely a need, that these services will continue, thus requiring an assessment of how best to
accomplish the work with recent staff reductions. An evaluation of Economic Development services
from the private or non - profit sectors should be provided.

Schedule of Billing Rates attached hereto as Exhibit B
Time to Complete Work
Based on the above scope of work, it is estimated that the time to complete this assessment with
recommendations will be approximately 45 to 60 days from date of notice to proceed. Much of this will
depend on the availability of individuals for meetings in order to gain a better understanding of the
issues.
Rates
The fee for services is $165.00 per hour, with a contract amount not to exceed $25,000. This fee
assumes up to 20 interviews with key stakeholders (list provided by the City); review of all documents,
programs and services; assessment of strengths and weaknesses of such programs and services; draft
recommendations and meetings to review such with Assistant City Manager; and preparation of a final
report and recommendations.
