Mr. Joel Fick
Interim Community Development Director
City of Newport Beach
3300 Newport Boulevard
Newport Beach, California 92658 -8915
Dear Joel:
AEF Systems Consulting, Inc. has been asked to assist the City of Newport
Beach in assessing the business process and fees for the Building & Planning
divisions, under the newly developed Community Development Department. In
response to that request, this letter states our proposal to provide those
services.
Scope of Services Proposed
The City of Newport Beach recently combined the Planning and Building
Departments into a Community Development Department. This newly
established Community Development Department provides the full range of
programs and services previously provide as separate entities including current,
advance and environmental planning, building safety and inspection, plan
check /permit services and code enforcement. Given the realignment of the
services under this new umbrella organization, the City desires that some
Planning functions be reviewed to ensure the work being conducted is
appropriate and to determine if fees should be charged for these services or
recovered in some manner.
The focus of AEF's review will include focusing on the following key areas:
Direct Support.
• Nondiscretionary plan checks to determine if the $120 per hour charged is
full cost recovery
• Planning Counter support for Building, which involves the dissemination of
information, but currently does not collect a fee
• Code Enforcement follow up to Building items
Indirect Support related to the adoption and maintenance of.
• General Plan
• Zoning Code
• Local Coastal Program
• Title 19 Subdivision Code
Regional Planning Efforts:
■ OCCOG, SCAG, Census Participation, Regional Housing Needs Assessment,
Monitoring Planning mandates — determination of whether these should be
included in the administrative overhead calculation
Justification for Technological Automation Fees:
• Electronic Plan Check
• Permit System Maintenance/ Upgrade
• Online Permitting
• Hardware / Software upgrades to accommodate new technologies.
• Document Imaging / Archiving
• Inspector Field equipment
Our specific focus for these processes will be to conduct the following tasks:
1). Conduct interviews with key staff members to understand the structure of
the fees currently in use, the overall process followed, as well as understand
staff level of effort in supporting Planning and Building activities. We will
meet with Joel Fick, James Campbell and Faisal Jurdi to both interview
them individually, but also to identify the additional persons and /or groups
to be interviewed.
2). Review the Department Budgets including staffing support and detailed
line items for expenses.
3). Review the City's Overhead Allocation Plan to understand what is
included and excluded from general overhead and other cost allocations.
4). Develop a simple model to analyze cost recovery for Plan Check support.
5). Develop a report of findings and recommendations.
6). Present and discuss the report with Planning and Building Managers.
AEF Proposed Cost
AEF estimates the proposed work will require approximately 160 hours to
complete. We will bill for these hours on a time and materials basis up to a
not -to- exceed maximum of $24,900. The hourly rates of our consultants is
shown following.
CLASSIFICATION NAME HOURLY RATE
Project Director Annette Feliciani $ 175
Lead Consultant Megan Delaney $ 155
We will not exceed the $24,900 cost estimate unless otherwise authorized.
AEF will bill Newport Beach on a monthly basis for actual hours worked. Any
hours not utilized will not be billed to the City.
No expenses are anticipated in performing this work.
AEF Systems Consulting, Inc. is pleased about the opportunity to support the
City of Newport Beach with this project. If any additional information is
needed, I can be reached at (714) 974 -4377 or by email at
