TITLE: Accept Tsunami Hazard Mitigation Program Grant Funds for
Education Kiosks
ABSTRACT:
The Newport Beach Fire Department applied for and received a grant from the
California Emergency Management Agency (Cal EMA) to purchase four tsunami
education kiosks. The kiosks will be placed near the three Outdoor Warning Sirens and
one on the boardwalk near Newport Elementary School. The purpose of the kiosks is to
educate residents and visitors about the inherent risks of tsunamis.
RECOMMENDATION:
1. Accept the National Tsunami Hazard Mitigation Program Grant in accordance with
Council Policy F -25, Grant Administration.
2. Authorize the City Manager and the Emergency Services Coordinator to act as
"Authorized Agents" to execute for, and on behalf of, the City any actions necessary
to implement the grant and obtain state financial assistance provided by the State of
California Emergency Management Agency.
3. Approve a Budget Amendment BA -003 increasing revenue estimates in account
2355 -4893, CalEMA revenue, by $14,880 and increasing expenditure appropriations
in account 2355 -8013, CaIEMA Expenses, by $14,880.
FUNDING REQUIREMENTS:
The Budget Amendment records and appropriates $14,880 in additional revenue from
Cal EMA and $14,880 in increased expenditure appropriations. The revenue will be
posted to the 2355 -4893 account in the Fire Department, and the purchase will be
expensed to the 2355 -8013 account in the Fire Department.

DISCUSSION:
The Newport Beach Fire Department has been working closely with Cal EMA on
tsunami preparedness, response, and recovery planning for the past six years. Since
the 2004 Sumatra tsunami that claimed more than 300,000 lives, large earthquake
events off coastal regions have been occurring more frequently, with the most recent
earthquake and tsunami in Japan on March 11, 2011. The City of Newport Beach has
approximately 40,000 residents living in the Pre - identified Tsunami Inundation Area,
which includes the oceanfront, the bay and on the eight man -made islands. During the
summer months, the population grows to more than 100,000 with 20,000 to 100,000
tourists daily. Additionally, the city is surrounded by the Newport Bay where more than
10,000 boats of all types are docked within the 21- square -mile harbor area.
The city is also unique because Newport Elementary School is located on the Balboa
Peninsula. There are approximately 440 kindergarten through sixth grade students at
the school. It is one of the two schools in the United States that is located directly on
the beach. The student's playground is 100 yards from the Pacific Ocean. Because of
the location and tsunami threat Newport Elementary, Newport -Mesa School District and
the city have formed a partnership to plan and prepare for all natural disasters.
In January of 2007, the city earned the distinction of being TsunamiReady° and
StormReadye by the Federal National Oceanic and Atmospheric Administration (NOAA)
for our planning and preparedness efforts. Our public outreach and education efforts,
includes tsunami hazard signs placed on our beaches, roadways, and recently added
Outdoor Warning Sirens to alert residents during a coastal disaster. Educating
residents and visitors remains our largest challenge in preparing for a tsunami and any
other coastal disaster. Cal EMA has established a grant fund program to help local
jurisdictions educate the public. In March of 2011, a grant application was submitted to
Cal EMA on behalf of the City and Newport Mesa School District to purchase 4 two -
sided kiosks. The kiosks will be placed at the following locations: West Jetty View Park,
Veterans Memorial Park at 15th Street & Bay Avenue, West Newport Park, and on the
boardwalk outside Newport Elementary School. All the sites selected, with the
exception of Newport Elementary School, are the near the Outdoor Warning Sirens.
Installation of all four kiosks will be performed by city maintenance staff. It is anticipated
that the grant funding will cover all costs associated with the purchase and installation of
the kiosks.

The applicant must complete a Certification of Assurance of Compliance (CaIEMA 2-104) (formerly
OES 656), which includes details regarding Equal Employment Opportunity Program (ESOP), Drug

Section One: Sub -grant Overview
Purpose of Sub- The City of Newport Beach in Orange County proposes to erect four kiosks:
grant each a two - sided, KVO Industries. Inc. National Park Service exhibit base,
Double Leg Upright Model (3646 NPS DUPR -AL). Installation of all four kiosks
will be performed by City maintenance staff and environmental review for their
installation will have oversight by City staff. Kiosk sites were determined by
City staff at the following locations: West Jetty View Park/Wedge, within
Veterans Memorial Park at 15th Street & Bay Avenue, West Newport Park, and
Newport Elementary. All the sites selected with the exception of Newport
Elementary are near the Outdoor Warning Sirens. It is anticipated that the
requested funding will coverall costs associated with the four educational
kiosks proposed.

Accessibility The federal National Oceanographic and Aunospheric Agency , the

authorized representatives, shall have the right of access to any books,
documents, papers, or other records which are pertinent to the sub - grant, in
order to make audits, monitoring review, examinations, excerpts, and
transcripts. The right of access is not limited to the required retention

PROJECT SUMMARY
INTRODUCTION
The City of Newport Beach is located in the coastal center of Orange County with Los
Angeles County to the north and San Diego County to the south. As of January 1, 2009, the
population was 86,252, but during the summer months, the population grows to more than
100,000 with 20,000 to 100,000 tourists daily. Newport Beach is known for its fine residential
areas, modem shopping facilities, strong business community and quality school system. It
surrounds Newport Bay where more than 10,000 boats of all types are docked within the 21-
square -mile harbor area. About 40,000 people live along the oceanfront, the bay and on the
eight man -made islands. The bay area and the City's eight miles of ocean beach offer
outstanding fishing, swimming, surfing, and aquatic sports activities..
The City also has an elementary school that is sits right on the beachfront. Newport
Elementary School is located on the Balboa Peninsula. There are approximately 440
kindergarten through sixth grade students at Newport Elementary School. It is one of the two
schools in the United States that is located directly on the beach. The student's playground is
100 yards from the Pacific Ocean. Due to the unique location of Newport Elementary,
Newport -Aiesa School District and the City have formed a partnership to plan and prepare for
natural disasters.
THREAT
The Newport- Inglewood fault lies on the Pacific Plate extending roughly 47 miles from Culver
City to Newport Bay. The fault runs from Culver City to Signal Hill, then parallels the coastline
until just south of Newport Bay, where it heads offshore, and becomes the Newport- Inglewood

— Rose Canyon fault zone. The Neviport- Inglewood fault sits below the following southern
California communities: Costa Mesa, Newport Beach, Huntington Beach, Sea! Beach, Long
Beach, Signal Hill, Compton, Gardena, Inglewood and Culver City.
On May 17; 2009, a magnitude 4.7 earthquake occurred in southern California
(http:/ /earthquake usgs gov/ earthqua kesleginthenek,isi2009 /ci104l G337n. The epicenter was
near Los Angeles International Airport, approximately 1 mile east of Lennox, CA. Scientists
and the United States Geological Survey (USGS) concluded the earthquake was consistent
with movement on the Newport- Inglewood fault. Moreover, the only major recorded rupture
on the Newport - Inglewood fault occurred on March 10, 1933, with a magnitude 6,4. The 1933
earthquake resulted in 120 deaths and more than $50 million in property damage.

The Newport- Inglewood fault is considered a right - lateral strike slip fault zone. The Southern
California Earthquake Center reports probable earthquake magnitudes for the Newport -
Inglewood fault to be in the range of 6.0 to 7.4

researchers have concluded that the Newport- Inglewood fault is capable of producing a70-
magnitude earthquake. Their *study estimated such a quake could result in 3,000 to 8,000
deaths and cause $175 billion to $220 billion in losses

"With a number of close calls from distant tsunamis, and a branch of the Newport- Inglewood
fault about one mile offshore, the City of Newport Beach has spent the last several years
preparing for tsunamis. Officials have created an evacuation plan for low -lying areas,
installed three sirens along the coast and coordinated with Newport Elementary School on the
Balboa Peninsula, in case waves come during school hours. To teach residents about the
dangers, they've tried posting information online and on signs, by printing brochures and
offering courses through its Community Emergency Response Team

Based on predictions from USC engineers, Newport Beach areas near the water that are less
than 32 feet high would be susceptible to a tsunami "run up." "Newport Beach is extremely
vulnerable because its extremely flat," said Costas Synolakis, a professor at, the USC
Tsunami Research Center. The areas at risk include the Balboa Peninsula, the harbor's
islands and' bayfront locales, West Newport Beach, some parts of Corona del Mar and parts
of the Back Bay shoreline. Many (residents) tried to flee the Balboa Peninsula in 2005 when
a 7.2 earthquake struck off the coast of Northern California. Officials issued a Tsunami
Warning, more serious than the Tsunami Advisory sent out March 11, 2011. Today, based in
part on the 2005 event, officials anticipate congestion on the Peninsula, with people trying to
leave in cars. The City has modified its evacuation procedure and would now keep all the
lights green for outbound lanes_ If there's a warning issued by the West Coast and Alaska
Tsunami Warning Center, Newport Beach police officials would sound the city's three new
Outdoor Emergency Warning Sirens along the coast. The goal of the sirens, aiong with other
emergency notification systems, is to get people to turn on their televisions or radio for more
information.

Nevdport is also part of AlertOC, an automated countywide emergency notification system that
calls residents and businesses. All city landiines were called about 4 a.m. March 11 to warn of
the tsunami (emanating from the offshore earthquake in Japan). Officials can also activate
the Emergency Alert System (EAS), which streams information across television screens and
makes announcements on the radio. Residents would be instructed to move inland tahigher
ground in the case of an extremely strong earthquake near the coast or if a Tsunami Warning
was issued.
Newport sits directly atop the North Branch'of the Newport - Inglewood fault, while the South
Branch runs parallel to the coast abort one mile offshore. A local quake poses less of a
tsunami risk than one in Alaska; said Jose Borrero, an associate at the USC Tsunami
Research Center. Nevdport- Inglewood is a "strike- slip" fault, ,vhich means that its plates move
laterally, while some it Alaska move vertically — a motion more likeiy to produce tsunami
waves. One risk (for the public) is from an underwater landslide causing a tsunami. The
Newport Submarine Canyon extends seaward from around the Newport Pier, and officials say
they have found evidence of slides there. But they don't have enough data to be •able to
predict any of those scenarios, Borrero said.
If a Local Tsunami were to strike, students at Newport Elementary School would have only
minutes to evacuate the one -story building. The school has an agreement with Our Lady of
Mount Carmel Church, which is nearby, so the students would evacuate to the church and
wait on the second.floor. If there is enough time, school bus drivers would shuttle them to

With what could be considered a moderate tsunami hazard, combined with a dense coastal
population and high public use of City beaches and marinas (possibly by visitors unfamiliar
with tsunami hazards) the City of Newport Beach is presented with a significant educational
challenge to help maintain public safety. The lessons learned from the recent earthquake and
tsunami in Chile and Japan, where some of the fatalities occurred in similar settings, speak to
the value of tsunami educational signage for densely populated coastal locales. Although the
City is already TsunamiReady certified, they continue to work wish the Newport Mesa Unified
School District, Cal EMA, California Department of Conservation, NOAA and the Orange
County Sheriffs Department to increase earthquake and tsunami preparedness.
City stair' has performed an initial study of kiosk needs, and has desicned a similar kiosk
theme to coincide with existing City signage. This proposal addresses the City's request for
funding to purchase materials. The City will provide the labor and installation supplies. All
funded kiosks will. have tsunami signage to inform the public about the hazard.
KIOSK DESIGN AND LOCATION
The City proposes four kiosks: a two- sided, KVO Industries Inc. National Park Service exhibit
base, Double Leg Upright Model (3648 NPS DUPR -AL). Installation of all four kiosks will be
performed by City maintenance staff and environmental review for their installation wi!I have
oversight by City staff. Kiosk sites were determined by City staff at the following locations:
West Jetty View Park/Wedge, within Veterans Memorial Park at 15th Street & Bay Avenue,
West Newport Park, and Newport Elementary. All the sites selected with the exception of

Newport Elementary are near the Outdoor Warning Sirens. It is anticipated that the requested
