City of Newport Beach
Solid Waste Division — Teambuilding
April 2 ®12
Proiect Description
The City of Newport Beach has requested consultant services to provide organizational
assessment /teambuilding and interpersonal skills coaching services to the Solid Waste Division of the
Municipal Operations Department.
Scope of Services
Consultant services for this project will be provided by Centre Consultant, Steve Albrecht, Ph.D. See
brief bio below. The consultant will provide the following:
o April 2012 -30- minute interviews with select supervisory and other levels of staff of Solid
Waste Division (not to exceed a total of 25 interviews).
Note: Emphasis in interviews will be to identify strengths /weaknesses of supervisors and co-
workers in their interactions with each other. Several complaints regarding a hostile workplace
have been investigated and although no legal violations have been found, it remains
uncomfortable for several employees. Through this process, it is important to restore the
perception that credibility and fairness are being used in the administration of rules and
assignments.
o April - September 2012 — coaching and interpersonal skills training for the mid -level supervisors
(Deputy Director, Superintendent, Supervisor) and Director for teambuilding and consistency in
messaging to the Division. Sessions could be scheduled involving employee groups if it would
result in improved communication and productivity. Objective standards and measures might
be better established through joint input and discussion as a result of this process. This is a
necessary deliverable as several complaints are based on supervisors using subjective and
changing criteria to assign routes, evaluate employee performance, whether factual or not.
May - June 2012- 2- hourteambuildingwith Solid Waste Division. Follow up session(s) could be
scheduled as dictated by conversations and assessments occurring in the groups listed above.
Establishment of a sense of support and cooperation among employees /supervisors would be a
completely successful outcome.
