This Ordinance is declared by the City Council to be necessary as an emergency measure for preserving the public peace, health and safety and shall take effect and be in force upon its adoption. The reasons for the urgency of this ordinance are: The specific provisions of the Newport Beach Municipal Code relating to billboards, which by definition include signs and oth- er structures erected for adver- tising purposes, are obsolete and have proved to be unsatisfactory in their application with the in- creased commercial activity in the City. The provisions are sub- ject to the interpretation that a permit is not required for the construction of some signs on PAGE I — ORD. 870 vi\ • 0 some premises. If signs are con- structed in the City without a permit first being obtained, haz- ardous conditions will result from the construction of struc- tures that are unsafe because of improper design, erection and construction and from the use of unsatisfactory materials.
