HomeMy WebLinkAbout1642 - Councilmanic Districts• • • ORDINANCE NO. 1642 AN ORDINANCE OF THE CITY OF NEWPORT BEACH CHANGING AND REDEFINING THE BOUNDARIES OF THE COUNCILMANIC DISTRICTS OF THE CITY WHEREAS, Section 1005 of the City Charter provides that at any time deemed necessary or desirable in order that the district boundaries be fair and logical, the City Council may by ordinance change and redefine the boundaries of any or all of the seven districts; and WHEREAS, the City Council has determined that the redefinition and change of the councilmanic districts is appro- priate at this time; and WHEREAS, the City Council has determined that the changes in the boundaries and numbering of the districts incorpo- rated in this ordinance should be made in order that each district shall, as nearly as practicable, constitute natural areas of contiguous and compact territory and provide fair and equal representation on the City Council; NOW, THEREFORE, the City Council of the City of Newport Beach DOES ORDAIN as follows: SECTION 1. The First District shall include all that portion of the City included within the following described boundary line, to wit: Beginning at the intersection of the mean high tide line of the Pacific Ocean and the southwesterly prolonga- tion of 32nd Street; thence northeasterly along said prolongation and 32nd Street to the Rivo Alto; thence northwesterly along the Rivo Alto to The Rialto; thence northeasterly along The Rialto to the Channel; thence easterly along the Channel to the centerline of Lido Channel; thence southeasterly along the centerline of the Lido Channel to the Main Channel; thence southeasterly along the center- line of the Main Channel to the Harbor entrance; thence southerly along the centerline of the Harbor entrance to the mean high tide line of the Pacific Ocean; thence north- westerly along the mean high tide line to the point of beginning. SECTION 2. The Second District shall include all that portion of the City included within the following described boundary line, to wit: -1- S Beginning at the intersection of the mean high tide line of the Pacific Ocean and the southwesterly prolongation of Summit Street, being the westerly boundary line of the City of Newport Beach; thence in a northerly and easterly direction along the most westerly boundary line of the City of Newport Beach . to Superior Avenue; thence southwesterly along Superior Avenue to Placentia Avenue; thence southeasterly along Placentia Avenue to Hospital Road; thence easterly along Hospital Road to Newport Boulevard; thence southerly along Newport Boulevard to the center of the bridge over the Channel; thence westerly along the Channel to The Rialto; thence southwesterly along The Rialto to the Rivo Alto; thence southeasterly along the Rivo Alto to 32nd Street; thence southwesterly along 32nd Street and its prolongation to the intersection of the mean high tide line of the Pacific Ocean; thence northwesterly along the mean high tide line to the point of beginning. SECTION 3. The Third District shall include all that portion of the City included within the following described boundary line, to wit: Beginning at the intersection of Newport Boulevard and the center of the bridge over the Channel; thence northerly along Newport Boulevard to Hospital Road; thence westerly along Hospital Road to Placentia Avenue; thence northwesterly along Placentia Avenue to Superior Avenue; thence northeasterly along Superior Avenue to the north- westerly prolongation of 15th Street and the boundary line • of the City of Newport Beach; thence southeasterly and northeasterly along said boundary line to Dover Drive; thence southerly along Dover Drive to Westcliff Drive; thence southeasterly along Westcliff Drive and its south- easterly prolongation to Upper Newport Bay; thence southwest- erly along the west shoreline of Upper Newport Bay to the northerly line of Bayshore Trailer Park; thence southerly along the Bayshore Trailer Park shoreline to the Pacific Coast Highway and the Upper Bay Bridge; thence southeasterly along Pacific Coast Highway to Bayside Drive; thence south- easterly along Bayside Drive and southeasterly along Harbor Island Road to the centerline of Balboa Island Channel; thence westerly along the prolongation of the centerline of Balboa Island Channel to intersect with the Main Channel; thence northwesterly along the Main Channel to the center of the Newport Boulevard Bridge over the channel and the point of beginning. SECTION 4. The Fourth District shall include all that portion of the City included within the following described boundary line, to wit: Beginning at the Pacific Coast Highway and Upper Newport Bay Bridge; thence northeasterly along the shoreline of • Bayshore Trailer Park and the west shoreline of Upper Newport Bay to the southeasterly prolongation of Westcliff Drive; thence northwesterly along Westcliff Drive to Dover Drive; thence northwesterly along Dover Drive to Irvine Avenue; thence northeasterly along Irvine Avenue and the westerly -2- boundary of Newport Beach; thence along the west and northerly boundary of Newport Beach to Jamboree Boulevard; thence southerly along Jamboree Boulevard to Eastbluff Drive; thence southwesterly along Eastbluff Drive to the southerly entrance to Vista del Oro; thence southwesterly along Vista del Oro to Mar Vista Drive; thence in a southwesterly direction over a recorded 30' drainage easement between Avenida Campo and Vista Bonita to intersect with Backbay Drive; thence northwesterly across Upper Newport Bay to the southeasterly - prolongation of Holiday Road and the west shoreline of Upper Newport Bay; thence southerly along the west shoreline of Upper Newport Bay to a point next to the Morning Star Lane cul -de -sac; thence in a southwesterly direction across Upper Newport Bay to the northerly end of Bayside Drive; thence along the northeasterly boundary of Bayside Village (Trailer Court) to its south- easterly corner and Pacific Coast Highway; thence northwesterly along Pacific Coast Highway to the Upper Newport Bay Bridge and the point of beginning. SECTION 5. The Fifth District shall include all that portion of the City included within the following described boundary line, to wit: Beginning at the intersection of MacArthur Boulevard. and Jamboree Road; thence southerly along MacArthur Boulevard and the easterly boundary line of the City of Newport Beach to Ford Road; thence westerly along Ford Road to Jamboree Road; thence southwesterly along Jamboree Road to the Marine Avenue bridge; thence easterly and southeasterly along the • centerline of Balboa Island Channel to intersect the centerline of the Main Channel; thence northwesterly along the centerline of the Main Channel to intersect with the westerly prolongation of the centerline of the Balboa Island Channel; thence easterly along the centerline prolongation of the Balboa Island Channel to intersect the southerly prolongation of Harbor Island Road; thence northerly along the Harbor Island Road to Bayside Drive; thence northwesterly along Bayside Drive to Pacific Coast Highway; thence southeasterly along Pacific Coast Highway to the southeasterly corner of Bayside Village (trailer court); thence along the northeasterly boundary of Bayside Village (trailer court) to the northerly end of Bayside Drive; thence northeasterly across the Upper Newport Bay to the westerly shoreline of the Upper Newport Bay to a point next to the Morning Star Lane cul -de -sac; thence northerly along the westerly shoreline of Upper Newport Bay to intersect with the easterly prolongation of Holiday Road; thence southeasterly across Upper Bay to Backbay Drive and the intersection of a 30' drainage easement; thence northeasterly over a recorded 30' drainage easement between Avenida Campo and Vista Bonita to the intersection of Vista del Oro and Mar Vista; thence north- easterly along Vista del Oro to Eastbluff Drive; thence north- easterly along Eastbluff Drive to Jamboree Road; thence northerly along Jamboree Road to MacArthur Road and the point of beginning. SECTION 6. The Sixth District shall include all that portion of the City included within the following described boundary line, to wit: Beginning at the mean high tide line of the Pacific Ocean and the centerline of Harbor entrance; thence northwesterly along the centerline of Harbor entrance to intersect with the centerline of the Main Channel; thence northwesterly along the centerline of the Main Channel to the centerline of the -3- Balboa Island Channel; thence northerly along the Balboa Island Channel to the Marine Avenue bridge; thence north- easterly along Jamboree Road to Ford Road; thence easterly along Ford Road to MacArthur Boulevard (State Highway 55); thence southerly along MacArthur Boulevard (State Highway • 55) to intersect the northwesterly prolongation of Port Seabourne Way, thence southeasterly along said prolongation and Port Seabourne Way and its southeasterly prolongation to intersect MacArthur Boulevard; thence southwesterly along MacArthur Boulevard to a point of intersection with a line drawn southeasterly and more or less parallel and south- westerly of Newport Hills Drive; thence northwesterly along said drawn line to MacArthur Boulevard (State Highway 55); thence southwesterly along MacArthur Boulevard (State Highway 55) to 5th Avenue; thence southeasterly along 5th Avenue and its prolongation to the centerline of Buck Gully; thence southwesterly along the meandering centerline of Buck Gully and its prolongation to the mean high tide line of the Pacific Ocean; thence westerly along the mean high tide line to the centerline of Harbor entrance, the point of beginning. SECTION 7, The Seventh District shall include all that portion of the City included within the following described boundary line, to wit: Beginning at a point being the southerly prolongation of the meandering centerline of Buck Gully and the mean high tide of the Pacific Ocean; thence northerly along the meandering centerline of Buck Gully to intersect with the southeasterly prolongation of 5th Avenue; thence northwesterly • along 5th Avenue to MacArthur Boulevard (State Highway 55); thence northeasterly along MacArthur Boulevard (State Highway 55) to a point of intersection with a line drawn northwesterly and more or less parallel and southwesterly of Newport Hills Drive; thence southeasterly along said drawn line to MacArthur Boulevard (State Highway 55); thence northeasterly along MacArthur Boulevard (State Highway 55) to the southeasterly prolongation of Port Seabourne Way; thence northwesterly along said prolongation and Port Seabourne Way and its northwesterly prolongation to MacArthur Boulevard (State Highway 55); thence northwesterly along MacArthur Boulevard (State Highway 55) to Ford Road; thence northeasterly along Ford Road and the boundary line of the City of Newport Beach; thence easterly and southerly along the boundary line to the mean high tide line of the Pacific Ocean; thence westerly along the mean high tide line to the southerly prolongation of the meandering centerline of Buck Gully and the point of beginning. SECTION 8. Said Districts are depicted on a map marked Exhibit "A" which is incorporated herein by this reference. SECTION 9. By the enactment of this ordinance it is the intention of the City Council that the district numbers and • boundaries as set forth herein shall replace and supersede all . prior district numbers and boundaries as originally established by the City Charter and as subsequently modified by ordinance. -4- 9/23/75 R • • SECTION 10. By the enactment of this ordinance it is the intention of the City Council to follow a population standard, thereby providing equal representation for equal numbers of people residing in the City of Newport Beach. SECTION 11. This ordinance shall be published once in the official newspaper of the City, and the same shall be effective thirty (30) days after the date of its adoption. This ordinance was introduced at a regular meeting of the City Council of the City of Newport Beach held on the 22nd day of September, 1975 and was adopted on the 14th day of October, 1975.
