A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF NEWPORT BEACH PROTESTING A PROPOSED ZONING

REGULATION IN THE COUNTY.OF ORANGE TO.PERMIT
•
TRAILER COURTS AND TRAILER PARKS TO BE LOCATED

IN R -2 OR R -3 DISTRICTS,BY CLASSIFYING SAID
DISTRICTS AS R -2 -T OR R -3 -T

WHEREAS, the County of Orange is considering certain changes
7
in the county zoning ordinance which would have the effect of permitting
8
trailer parks and trailer courts to encroach into the residential districts,
9
and
10
WHEREAS, under the zoning ordinance of the City of Newport Beach,
11
trailer courts and trailer parks are permitted in commercial zones only, and
12
WHEREAS, it is the opinion of this Council that it is detrimental
13
to the welfare of any established city or community to permit trailer courts
14
and trailer parks to encroach into residential areas or areas which highest
15
and best use is residential, and that such encroachment would decrease values
16
of property and would substantially decrease needed tax revenue; and
17
IIHEREAS, if such encroachment is permitted in county areas adjacent
18
to or within the contemplated area of influence of the City of Newport Beach,
19
the City, in the future when annexations of such territory are being con -
20
sidered, would either be compelled to deny annexation or to accept zoning uses
21
not compatible to the zoning plan and policy of this City;
22
NOW, THEREFORE, in consideration of the foregoing, the CITY COUNCIL
23
OF THE CITY OF NEWPORT BEACH does hereby resolve, as follows:

Section 1: That the adoption of the proposed amendment to the
25
County zoning ordinance as hereinabbve mentioned would have a detrimental
26
effect on the growth and development of the City of Newport Beach in that it
27
will affect territory which the City may be called upon to annex in the
.

future with established zoning uses which would not be in conformity with
i
29
the City's zoning plans, policies and ordinances.

Section 2: That said proposed amendment to the County zoning
31
ordinance will also have a detrimental effect on the City of Newport Beach
32
in that such county territory, when annexed in the future with established

trailer courts and trailer parks in a residential area, will deprive the
City of necessary ad valorem tax revenue which would otherwise be received
on building improvements if the same property were properly developed to
permanent residences, two - family dwellings and multiple family dwellings.
Section 3: That the City Council, for the reasons above stated,
does therefore protest the proposed ordinance amendment now being con-
sidered by the County of Orange and does respectfully request the Board
of Supervisors of the County of Orange to reject the proposed zoning
ordinance amendment, and does respectfully request the Board of Supervisors
to restrict in County areas the establishment of trailer courts and trailer
parks to strictly commercial zones.
BE IT FURTHER RESOLVED, that a copy of this Resolution be
forwarded to the Board of Supervisors of Orange County.
This Resolution was adopted by the City Council of the City
of Newport Beach at a regular meeting on the 23rd day of November, 1959,
by the follooring vote, to wit:

Stoddard, Higbie, Atkinson, Kingsley

of the City of Newport Beach filed and maintained in my office,
the foregoing Resolution No, 5130 was duly and
regularly adopted, passed, and approved by the City Council of
the City of Newport Beach, California, at a regular meeting of
said City Council held at the regular meeting place thereof, on
the 23d day of November 19 59 by the following
vote, to wit:
