3 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
NEWPORT BEACH ENDORSING A PROPOSAL TO STIR
4 NATIONAL CELEBRATION.OF THE FOURTH OF JULY BY
RINGING.OF BELLS

6 WHEREAS, a little of the noble grandeur that John Adams
7 felt in 1776 has been dulled in our hearts by the passage of time;
8 and
9 WHEREAS, the Fourth of July has evolved into more of a
10 summer holiday than a patriotic festival; and
11 WHEREAS, the "illuminations" or fireworks were a dominant
12 Fourth of July sound for decades, but have largely disappeared;
13 and
14 WHEREAS, it would be fitting that the nation's birthday
15 be celebrated where it began, in front of the Liberty Bell at
16 Independence Hall in Philadelphia, Pennsylvania;
17 NOW, THEREFORE, BE IT RESOLVED that the City Council of
18 the City of Newport Beach, California, endorses the proposal to
19 stir a new wave of patriotic feeling and turn each Fourth of July
20 into a most inspiring celebration in our nation's history, by the
21 ringing of all church bells, all bells in government buildings, and
22 all carillon bells in colleges and universities for a period of
23 four (4) minutes; and
24 BE IT FURTHER RESOLVED that every radio and television
25 station, across the nation, 'broadcast the sound of bells for two
• 26 minutes, followed by a reading from the Declaration of Independence
27 and
28 BE IT FURTHER RESOLVED that the timing be established by
29 the geographic time zones across the continent, wherein 2:00 P.M.,
30 Eastern Daylight Time; 1:00 P.N., Central Daylight Time; 12:00
31 Noon, Mountain Daylight Time; and 11:00 A.N., Pacific Daylight

Time, would be the precise time to initiate the four minute period
of bell ringing.
