A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF NEWPORT BEACH AUTHORIZING THE CITY TO
APPLY FOR A GRANT FROM THE FEDERAL ENVIRONMENTAL
PROTECTION AGENCY FOR THE INSTALLATION OF FOUR
RESTROOMS ON THE PACIFIC ELECTRIC RIGHT -OF -WAY

IN WEST NEWPORT
WHEREAS, National Environmental Systems, Inc. has
approached the City, proposing to install a new type of restroom
facility in the Pacific Electric right -of -way in West Newport
which uses a disposal process by combustion rather than elimina-
tion through a sewer system or pump -out procedure; and
WHEREAS, National Environmental Systems, Inc. has
agreed to seek a grant from the Environmental Protection Agency
which would pay for the installation of the facilities, observa-
tion of the facilities for a year to determine their efficiency
and potential use in mountains, lakes, national parks, beaches and
so forth; and
WHEREAS, the amount of the grant application is $81,967.00,
which will be funded by the Federal Government and an additional
$17,000.00 will be used by National Environmental Systems, Inc. for
the installation and maintenance of said restroom facilities for
a year; and
WHEREAS, the City desires to apply to the Federal Environ-
mental Protection Agency for said grant.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Newport Beach that the City apply for a grant from the
Environmental Protection Agency for the installation of four rest -
rooms on the Pacific Electric right of way in West Newport, and
• the preparation and execution of all necessary instruments and
documents is hereby authorized.
