• A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF NEWPORT BEACH SUPPORTING AB 881 TO AMEND
SECTION 22651 OF THE CALIFORNIA VEHICLE CODE
WHEREAS, AB 881 has been introduced in the California
Assembly to amend Vehicle Code Section 22651 permitting the re-
moval of vehicles from public streets and highways which do not
display current California registration when known to have been
issued five (5) or more parking violation notices over a period
of five (5) or more days and the owner or person in control has
not responded; and
WHEREAS, the Police Department of the City of Newport
Beach has determined that there are a large number of vehicles
within the City of Newport Beach which do not bear current
California registration and which have received five (5) or more
parking violation notices; and
WHEREAS, without the proposed amendment to Section
22651 of the California Vehicle Code, the Police Department is
left with no effective enforcement mechanism to require the
vehicles to both be registered with current California registra-
tion and respond to the parking violation notices; and
WHEREAS, AB 881 provides an appropriate amendment to
California Vehicle Code Section 22651 to permit effective
enforcement of parking laws by the Newport Beach Police
Department,
NOW, THEREFORE, BE IT RESOLVED by the City Council of
• the City of Newport Beach that it expresses its strong support in
favor of Assembly Bill 881.

BE IT FURTHER RESOLVED that the City Clerk is hereby
authorized and directed to send copies of this resolution to the
members of the State Legislature representing Newport Beach, to
all cities of Orange County, and to the Orange County Division of
the League of California Cities.
