B8 -65 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH OPPOSING WORK ON THE COAST SUPPLY LINE WITHIN THE BOUNDARIES OF NEWPORT BEACH PRIOR TO THE COMPLETION OF PELICAN HILL ROAD. • WHEREAS, the Coast Supply Line, which is generally located on the north side of Pacific Coast Highway between Newport Beach and Laguna Beach, is a source of water for residents of the City of Newport Beach; and WHEREAS, the Coast Supply Line will serve as a major source of water for future development of the down coast; and WHEREAS, the Coast Supply Line is in need of replacement due to corrosion and those agencies owning capacity in the line have proposed to replace portions of the facility in conjunction with the planned widening of Pacific Coast Highway between the Newport Beach and Laguna City limits; and WHEREAS, the City Council of the City of Newport Beach supports the replacement of the Coast Supply Line, including that portion of the line within the City of Newport Beach, but is concerned about the impact on traffic if replacement of the line requires traffic controls along Pacific Coast Highway; and WHEREAS, the City Council is opposed to commencement of any construction preliminary to the installation of the new Coast Supply Line within the corporate limits of Newport Beach prior to the completion of at least four (4) travel lanes of Pelican Hill Road between Pacific Coast Highway and Bonita Canyon Road. 0 NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Newport Beach is opposed to any construction on Pacific Coast Highway within the corporate limits of Newport Beach in conjunction with the installation of the new Coast Supply Line unless and until four (4) lanes of Pelican Hill Road have been constructed from Pacific Coast Highway to Bonita Canyon Road.
