HomeMy WebLinkAbout88-76 - Circulation Element Master PlanRESOLUTION NO. 88- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH ADVISING THE ARTERIAL HIGHWAY FINANCING PROGRAM ADVISORY COMMITTEE THAT AN AMENDMENT TO THE CIRCULATION ELEMENT MASTER PLAN OF STREETS AND HIGHWAYS HAS BEEN ADOPTED AND REQUESTING THE COUNTY OF ORANGE TO MODIFY ITS MASTER PLAN OF ARTERIAL HIGHWAYS WITHIN THE CITY TO CONFORM TO THE CITY'S MASTER PLAN 0 WHEREAS, the City of Newport Beach is a participant in the Orange County Arterial Highway Financing program; and WHEREAS, the County of Orange Arterial Highway Financing Program Procedure Manual requires that each city which intends to participate in said program adopt a resolution by July 1 of each year, informing the Advisory Committee as to whether or not changes have been made to the Arterial Highway Master Plan within said city and to request that said changes, if any, be adopted into the County Arterial Highway Master Plan; and WHEREAS, Title 13, Streets, Sidewalks and Public Property, and Title 19 Subdivisions of the Newport Beach Municipal Code protects the ultimate arterial highway right of way; and WHEREAS, the Circulation Element of the City's General Plan provides for the limitation of access to the arterial highway system; and highways. WHEREAS, the County has recently reclassified the following arterial 1. Irvine Avenue, University Drive to Bristol Street -- Primary to Major (modified) 2. Campus Drive, Bristol Street to MacArthur Boulevard -- Secondary to Major (modified); and WHEREAS, the County has requested the City to take action to cause these changes to be made to the City's Circulation Element- Master Plan of Streets and Highways; and WHEREAS, the City is conducting a traffic study and holding public hearings to adequately evaluate impacts to the circulation system prior to making a determination regarding these changes to the City's Circulation Element- Master Plan of Streets and Highways; and WHEREAS, by General Plan Amendment 86 -2(A) adopted July 14, 1986 and General Plan Amendment 87 -1(E) adopted September 28, 1987, the City of Newport Beach adopted amendments to the Circulation Element of the City's General Plan which revised the Master Plan of Streets and Highways, thereby requiring changes to the County Master Plan of Arterial Highways; said changes are as follows: Page 1 of 2 GPA #86 -2(A) Reclassify the portion of MacArthur Boulevard between Ford Road and State Route 73 as a "Major- Modified" arterial; 8 -lanes divided. GPA #87 -1(E) . Delete the MacArthur Boulevard /Avocado Avenue one -way couplet, designate MacArthur Boulevard from Coast Highway to Ford Road as a Major arterial 6 -lanes divided and Avocado between Coast Highway and San Miguel Drive as a Secondary 4 -lanes divided. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Newport Beach hereby requests the Arterial Highway Financing Program Advisory Committee to take certain action to cause the inclusion of said changes in the Orange County Master Plan of Arterial Highways, in order that said changes may be included in the Orange County Arterial Highway Financing Program.
