A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF NEWPORT BEACH RECOMMENDING ADOPTION OF
THE REVISED BALBOA VILLAGE DESIGN GUIDELINES TO
THE CITY COUNCIL (PA2014-141)
THE PLANNING COMMISSION OF THE CITY OF NEWPORT BEACH HEREBY FINDS AS
FOLLOWS:
SECTION 1. STATEMENT OF FACTS.
1. The seven-member Balboa Village Advisory Committee (BVAC) was established by the
City Council to oversee the implementation of the Balboa Village Master Plan adopted in
September 2012.
2. The Balboa Village is located in the Balboa Peninsula. The mixed-use Village area is
generally between Adams Street and A Street.
3. The Balboa Village Design Guidelines (Guidelines) were first adopted in 2002 and are
used by property owners and designers to help unify the Village and create a dynamic
sense of place. They are also used by the City to design future capital improvement
projects.
4. Revisions to the Guidelines are justified to address architectural styles and pedestrian
experiences in a manner which will preserve and enhance the Village's character and
scale.
5. The BVAC reviewed the Guidelines at several public meetings which included a
workshop type of discussion and opportunities for public comment.
6. The Planning Commission conducted a study session on September 18, 2014 to review
and provide comment on the proposed revisions to Balboa Village Design Guidelines.
7. A public hearing was held on October 2, 2014, in the City Hall Council Chambers, 100
Civic Center Drive, Newport Beach, California. A notice of time, place and purpose of
the meeting was given in accordance with the Newport Beach Municipal Code.
Evidence, both written and oral, was presented to, and considered by, the Planning
Commission at this meeting.
SECTION 2. CALIFORNIA ENVIRONMENTAL QUALITY ACT DETERMINATION.
This action is not defined as a project and does not require environmental review under the
California Environmental Quality Act (CEQA) because it involves general policy and
procedure making activities not associated with a project and does not have the potential for
resulting in a direct physical change in the environment or a reasonably foreseeable indirect
physical change in the environment (Section 15378 of the CEQA Guidelines). The adoption

of design guidelines does not authorize any specific development or project and would only
provide non-regulatory design guidance for future projects that would be subject to CEQA.
NOW, THEREFORE, BE IT RESOLVED:
The Planning Commission of the City of Newport Beach hereby recommends adoption of the
update to the Balboa Village Design Guidelines to the City Council, set forth in Exhibit A, which
is attached hereto and incorporated by reference.
PASSED, APPROVED AND ADOPTED THIS 2ND DAY OF OCTOBER, 2014.
