PLEDGE OF ALLEGIANCE ROLL CALL: Chairman Duffield, Commissioners Seymour Beek, John Corrough, Tim Collins, Don Lawrenz and Karen Rhyne. Ralph Rodheim was excused. Staff: Lorrie Arcese, Chris Miller and Shannon Levin MINUTES: The minutes from the last meeting were approved. PUBLIC COMMENT Paul Julian asked if he should stay at the meeting for input on the Aerie Project, but was told we are just forming a subcommittee tonight, no need to stay. ACTION & APPEAL ITEMS ITEM #1 Subject: General Harbor Commission Orientation Issue: The new City Attorney, Mr. David Hunt was introduced to the Commission. He gave a brief background on himself and said he is looking forward to working with the Harbor Commission on harbor issues. He worked in Morro Bay so is familiar with some of the problems and solutions in that area. Action: Receive and file. ITEM #2 Subject: Harbor Area Management Plan — Final Draft Issue: The Harbor Area Management Plan (HAMP) is in its final draft form and ready for approval. The harbor Commission was asked for their comments. Discussion: Commissioner Collins stated that this has been 26 months in the making with lots of input. Its progress has been monitored and the committee has reacted making it more user friendly. It is a scientific document but has been balanced for residence, recreation and financial matters. Commission Corrough added that he is very positive about the document and the timing is right. He feels this is the most comprehensive in the U.S. Commission Lawrenz offered some suggestions for changes to it. Commission Beek said he is not happy with the document and the people on Balboa Island will not like it either. Commissioner Rhyne said that at some point we need to accept the document as is since we have worked on it for so long. Commissioner Corrough said that it will never be complete and will be reviewed and updated on an ongoing basis. Action: The motion was made to endorse the HAMP with changes discussed and advise Harbor Resources to forward the document to the City Council for final approval and adoption. The motion carried with 5 ayes and 1 nay from Commissioner Beek. ITEM #3 Subject: Lower Bay Dredging CAD Site Update Issue: The Commission heard a report from Anchor QEA on the current status of the Lower Bay dredging Confined Aquatic Disposal aspect of the project. Discussion: In July we will request an OK for funding for engineering and CEQA from the City Council. Harbor Resources is getting the word out to the public and conducting presentations so everyone in the City is kept updated. There are no on -land disposal sites large enough in the City. This is being proactive and we need to do all areas at once. Everyone needs to realize that this will be a major inconvenience for a while but must be done. The groin fields will be the first area to move the sand to. Settlement will continue to come from the Upper Bay, but not in area where we will dredge. Public Comments Chuck South thought that eelgrass was the reason why the Balboa Island didn't get sand replenishment, but Commissioner Beek said no. Action: Receive and file. SUB - COMMITTEE REPORTS: • A subcommittee for the Aerie Project was formed with Commissioners Corrough, Lawrenz and Duffield. HARBOR RESOURCES UPDATE — Chris gave an update on the harbor.
