PROCEDURAL MATTERS Item #1 The meeting of the Parks, Beaches & Recreation Commis- Call to Ord sion was called to order at 7:07 P.M. Item #2 Roll call was taken., Ammerman, Capretz, Cohen, Cole, Roll Call Hopkins, Morin and Stuart were present. Item #3 X Motion was made by Cohen and seconded by Ammerman'to Approval of x approve the minutes of the February 1, 1983 meeting. Minutes x x x x x Item #4 X x The agenda was adopted as presented. ACTION ITEMS Item #5 - Special Recognition Awards - Boys Basketball Special Recognition Chairman Stuart gave the Pledge of Allegiance preceding Awards the Special Recognition Awards for Youth Basketball. He explained the qualities upon which this award is based and the purpose of encouraging continuous partici, pation by youngsters in the City Recreation Program, Ammerman then presented the awards as Jeff Kolin took pictures of each boy which will subsequently be mailed to them. Item #6 —General Plan Amendment 81 -2 General Plan Amend - x Hopkins distributed and summarized his report on the ment 81 -2 General Plan Amendment 81 -2 for the Fifth Avenue Parcels. x x He said the committee met with staff, The Irvine X x x Company, interested residents, and representatives from OASIS. Pat Temple explained that'Tf the recommenda- tions are approved by the Commissioners, they would be CITY OF NEWPORT BEACH )tion !conded ies arks, Beaches & Recreation Commission Page 3 i City Council Chambers 7 p.m. INDEX r Item #7 - Body Surfing Area Between.40th and 44th Body Streets Surfing Area x x Ron Whitley addressed the Commission and gave a brief review of the 1978 City Council Resolution which X x x, x x designated the area between 40th and 44th Streets for body surfing only. The City Council asked that after an evaluation period,, a recommendation be' reported back to them. Since there was no public'discussion nor questions, Capretz motioned this area be designated for body surfing only. Ammerman seconded. Unanimous. IIL. DISCUSSION ITEMS Item #8 - Marinapark Study Marinapark Study Ron Whitley expressed his appreciation for the work don by the Marinapark Committee in compiling the Preliminar Marinapark Study - Alternate Uses document. He asked for any. corrections, additions or deletions to the report and, if none, to approve the report with the intent of mailing it to interested homeowner associations. Capretz, Chairman of the Committee„ thanked staff for their input to the report. He also emphasized the fact that in the report they have not made a concerted effort to involve the Marinapark tenants; hence, the report is directed exclusively to the best alternative uses from a park and recreation standpoint. Discussion followed and Morin recommended a cover letter be attached to the report stating that our concern is with the alternate uses only, and not the matter of . relocation of the tenants. Ron Whitley will write a cover letter for.Capretz' signature and, due to.cost, only one report will be sent to each homeowner associa- tion. Mention will be made in the cover letter as to how to receive additional copies. Ron'Whitley will also ask the Planning Department to summarize existing legislation regarding relocating tenants, etc., and this information will be forwarded to the Commissioners. The Marinapark Study- Alternate Uses will be a public discussion item at the April 5 meeting and an action item on the May 3 agenda. Stuart then opened the meeting for public discussion. Mr. Dick Nichols, President of the Corona del Mar Civic Association, addressed the Commission and read a memo dated November 2, 1982 from the Planning Commission to the Parks, Beaches and Recreation Commis- sion regarding the park and open space study. His primary concerns were centered on a usable active park on Site A and that there are no active park sites in Corona del Mar. He also suggested locating an elderly housing site adjacent to OASIS. Mr. Grant Howald, 243 Heliotrope,-addressed the Commis- sion. He stated that the Friends of OASIS, Inc. are still working with The Irvine Company to negotiate a larger site for the future expansion of OASIS. Mr. Bernard'Maniscalco - of The Irvine Company addressed the - Commission and expressed The Irvine Company's concerns and recommendations concerning each of the parcels. Mr. Brad Olson of The Irvine Company also addressed the Commission. He stated that the area south of Cameo Shores to Laguna Beach will be a state park with land available for public recreation. Discussion by the Commission followed the close of public discussion. Ron Whitley reported that we are working with the Planning Department to do an overall review.of the Open Space and Recreation,element and that a Request for Proposal'will be circulated shortly. Stuart indicated his concerns regarding the limited resources and the,faci that there is not enough current data upon which to base a decision. However, due to time constraints, the Commission must make a decision. It should be noted that this is not a final' decision, as this will come back to the Commission at the time the Tentative Map is filed. Ammerman motioned the recommendation of the subcommitte be adopted in its entirety. Cohen seconded. INFORMATION REPORTS Item #9 - Recreation Division Jeff Kolin explained the registration procedures and reported that Spring Registration commences March 4. Jeff also mentioned that the "Pride of Baltimore" had a good arrival. Volunteers are needed on March 26 for the All City /Rotary Club Track Meet at Harbor High School. Item #1'0 - Park and Street Tree Division Jack Brooks reported we lost ten trees during the storm and that our tree trimming policy has been a huge help in keeping our losses down. Item #11 - City Council Actions on'Parks, Beaches and Recreation• otters Ron Whitley reported that the City Council approved the Bike and Foot Race Policy as recommended by.the Commission. Since a few races by outside groups have already been scheduled, there will be a phasing in period which will be accomplished by.July, 1983. V. SPECIAL, URGENT OR LAST MINUTE ITEMS Stuart reported that the subcommittee working on the utilization of the Riverside Scout House met with representatives of the community. Brian Jeannette's report was read by Stuart regarding his review of the site, Recommendations for alternate storage sites for the Friends of the Theatre Arts Center should be received by staff before the next Commission meeting on April 5. After a site has been selected for storage, the subcommittee will make recommendations for various uses of the Scout House. We will,not, however, take any action until we have heard from the home - owners-association. Ammerman regretfully submitted his.resignation due to hies move back East. Both, Stuart and Ron Whitley -ex- pressed their appreciation for the outstanding job he has done and'how•much he will be missed. VI. ADJOURNMENT There being no further business, the Parks, Beaches and Recreation Commission adjourned at 9•:32 p.m.
