Dottie,Flohr, Secretary Prior to the Parks, Beaches and Recreation Commission meeting Jeff Kolin gave a slide presentation showing the City's recreational programs, i.e., youth and adult sports, aquatics special activities, special events and senior citizens activities at OASIS. Jeff explained that this is a basic framework from which more slides can be added, substituted, etc. He also gave special thanks to Dan Iwata for his work on the project. Ron Whitley will notify the Commission when the slide presentation is scheduled for the City Council agenda. I. PROCEDURAL MATTERS Item #1_ Call to Order The meeting of the Parks, Beaches and Recreation Commission was called to order at 7:03 P.M. Item #2 Roll Cali Roll call was taken. Cohen, Cole, Hopkins and Stuart were present. Capretz was absent. Item #3 Approval of x Minutes x Motion was made by Cohen and seconded by Cole to approve the minutes of the May 3, 1983 meeting. x x Item #4 Adoption of x Agenda x The agenda was adopted as presented.' x x II. ACTION ITEMS x Item #5 - Dedicated Tree Request - Spiritual Assembly of the Dedicated x Tree Request Baha'is x x Ron Whitley ,gave an update on the Baha'is dedicated tree request which was given a negative response from OASIS. A study was made by staff concerning various locations for the tree. The City Hall site was recommended. 'Jack Brooks state staff will work with the Baha'is to choose an appropriate tree after the location is approved. ,? CITY OF NEWPORT BEACH arks, Beaches & Recreation Commission Page 2 City Council Chambers 7 p.m. INDEX Howard Tangler, 506 Marguerite, addressed the Commission on behalf of the Baha'is. He said the City Hall site is accept- able to them and suggested the plaque read "Dedicated to religious freedom in the world." Ron Whitley reported that any donation must be approved by the City Council, including location, wording on the plaque and cost. He added that the plaque must be flush with the ground. Cole motioned the Commission recommend to the City Council that we accept the tree and the plaque with the wording "Dedicated to religious freedom in the world." Cohen seconded. Motion unanimous. Motion x Item #6 - Cliff Drive Park Cliff Drive Seconded x Park Ayes x x Ron Whitley reviewed Cliff Drive Park /Riverside Drive Scout House and reported that.this matter is now before the Commission for a final recommendation. The recommendation is to direct staff to work with Friends of the Theatre Arts • Center in relocating their costumes, props, sets, etc., now being stored at the Riverside Drive Scout House; establish a phased refurbishment of Cliff Drive Park landscaping; provide sufficient funds to work with community volunteers to remodel building; work with community leaders to deVelop a recreation program on a volunteer low cost basis. Chairman Stuart then opened the meeting for public discussion Dick Brady, President of the Friends of the Theatre Arts Center, addressed the Commission. He said they are confident they can work with staff towards relocating their appurten- ances with little difficulty. He also thanked both the Commission and staff for all their consideration on this matter. Gail Demmer; 2812 Cliff Drive, addressed the Commission. She reported they have 20 volunteers ready to help with the Scout House and she thanked the Theatre Arts people, the Commission and staff for all their help. Bonnie Jeannette, 400 Santa Ana Avenue, addressed the Commission. She reported that the plan to refurbish the Scout House was presented to their Homeowners Association who are very enthusiastic and want to get started quickly so that the Scout House can be utilized this summer. Cole motioned to accept the recommendation. Cohen • seconded. Big Canyon x Ron Whitley gave a review of the Mouth of Big Canyon issue and pointed out that the City-Council at their last meeting asked the Commission to determine the exact acreage for dedication. Questions by the Commission followed-. Ron indicated we are reluctant to give park credits that may not serve the community or serve the best recreational needs of the community, i.e., flood zone, steep slopes, salty soil conditions, etc. Chairman Stuart opened the meeting to'public testimony. DaV Dmohowski from The.Irvine Company addressed the Commission. He said he was present to listen and answer any questions from the Commission and staff. After a lengthly discussion and questions which were clarified by Mr. Dmohowski, Hopkins moved that 3 acres of park credits be granted with The Irvine Company dedicating all of Big Canyon to the City exclusive of the north slopes and-approximately 2.5 acres of land adjacent to Jamboree Road. The park credits of 3 acres would be applied to Block 800, PCH frontage, Newport Village, Big Canyon Area 10 and Big Canyon Area 16. Additional discussion followed and Hopkins substituted his motion to read that 2.5 acres, rather than 3 acres, of park credits be granted and that the City be indemnified for 3 years against any possible slope failures related to the Big Canyon site. Cole seconded. Motion unanimous. Item #8.- Park Dedication Ordinance Park x Dedication x x Ron Whitley reviewed the history of the Park Dedication Ordinance Ordinance which was rewritten by the City Attorney after the State law was revised limiting the number of acres for park dedication purposes. Cohen moved we support the Park Dedication Ordinance as written. Hopkins seconded. Unanimou . III. DISCUSSION ITEMS Item #9 - OASIS Long Range Planning OASIS Long Range Ron- llhitley'gave a brief report on the physical site at'OASIS Planning and the growing demands there due to more seniors attending the facility. Chairman Stuart opened the meeting to public testimony. Dr. Brenda Ross, past Commissioner and present Chair of the Long Range Planning Committee, addressed the Commission. She mentioned The Irvine Company has offered to draw-up a site plan based on their future needs. The six items listed for their long range plan represent a projection only. Dr. Ross also explained the Day Care Center concept 5 S- CITY OF NEWPORT BEACH Parks, Beaches & Recreation Commission Page 4 City Council Chambers 7 p.m. INDEX which would include both a Social Department and a Health Department. They plan to change Room 3 to a Drop In Center where seniors can relax and talk with one another. Dr. Ross requested that the new Commission appoint a liaison person to attend their Board meetings and Long Range Planning Committee meetings so that the Commission is more actively involved and can give them guidance when needed. Dr. Ross added that the Friends felt they should definitely be involve in the sel:ection of employees at their facility. Item #10 -- Joint Meeting with City Council Joint Meeting with City After a brief discussion, it was decided that the Marinapark Council Study should be the primary item on the agenda for the joint meeting with the City Council on June 27. The secondary item will be the supervision of beach policies. IV. INFORMATION REPORTS Item #11 - Recreation Division Recreation Division No discussion. Item #12 - Park and Street Tree Division Park and -- Street Tree Cole gave recognition to the new park equipment•at Mariners. Division V. SPECIAL, URGENT OR LAST MINUTE ITEMS" The loss of Corona del Mar Elementary-School as a recreationa site was discussed. It was decided that the asking price for the property is too expensive and that it is also too costly to lease and-maintain. In conjunction with this matter, there followed a discussion concerning the formation of an assessment district which would then be purchased by the City. Hopkins requested this be put on the Commission's agenda at their next meeting on July 5. Ron Whitley gave an update on the Open Space and Recreation Element. The consultant has recommended an Ad Hoc Committee be appointed by the City Council comprised of two - members each from the Planning Department, City Council and Parks, Beaches and Recreation Commission. Stuart and Hopkins were appointed to•serve on the Ad Hoc Committee. Within 60 -90 days we will receive the consultant's report. Jeff Kolin showed slides of the different configurations of the sculpture by Ron Taybi. Hopkins seconded with the provision Ron Taybi change the sculpture often enough so that the lawn can be mowed. Motion carried. Dottie F1 r, Secretary 1� Item No. 7 CITY OF NEWPORT BEACH • Parks, Beaches & Recreation Department DATE: July 5, 1983 TO: Parks, Beaches & Recreation Commission FROM: Parks, Beaches & Recreation Director SUBJECT: Encroachment Request, 3631 Ocean Blvd. The area between Inspiration Point and Little Corona on the ocean side of Ocean Blvd: in Corona del Mar is a unique development area. The ocean side homesites are built almost on the lot lines with their front yards actually being public property. Because of this situation, any development as proposed by the property owner of the public right of way must be authorized by an approved encroachment permit. The attached request will provide specific plans for the residence at the subject address. I would encourage you to drive by and look at the situation at that site and also review similar requests in that area that have been approved. We have attempted to anticipate view problems that might occur and also maintain a path that remains accessible to the public in this area. BEVERLY CLARK TO CONSTRUCT RETAINING WALLS, PLANTERS, SIDEWALK, STEPS, A BENCH, A SAND PIT AND LANDSCAPING IN PUBLIC RIGHT - OF -WAY ADJACENT TO 3631 OCEAN BOULEVARD, CORONA DEL MAR. RECOMMENDATION: Refer to Parks, Beaches & Recreation Commission for report back and recommendation. DISCUSSION: Attached is a sketch showing improvements proposed to be constructed in the public right -of -way adjacent to 3631 Ocean Boulevard; and an area map showing the location of the property. The request is covered by City Council Policy L -6. Applicable sections of the policy are: • L -6 - -It is the general policy of the City that the public rights -of- way are to be reserved for public use or open space; and that the rights of the public, present and future, are not to be diminished by the installation of private improvements within the public rights -of way. Encroachments listed under Category A (Council approval required) will not be approved unless individual circumstances indicate that approval will be consistent with the public interest. A. Private encroachments requiring prior Council approval and a permit from the Public Works Department. 1. Structural encroachments not otherwise listed; including but not limited to fences, walls, patios, raised planters, etc. 8. Parkway surfacing other than standard PX. concrete or brick installed at grade. 9. Unusual architectural treatment, appendages, or fixtures. JUNE, 1983 PROGRESS REPORT Adult and Youth Sports Adult softball and basketball leagues are underway with 182 teams and 23 teams, respectively. Both programs are progressing smoothly. The girls softball program currently has six teams in the 5th and 6th grade league and three teams in a tri -city 7th and 8th grade league with Laguna Beach and Costa Mesa. Aquatics and Sailin Aquatic summer staff training was held on June 18 and 19. This summer's staff appears to be better than those from past years. Sign -ups appear to be slow and steady and we are looking forward to registration picking up. Sports Camps The high school summer sports camps began June 20. We experienced some difficulties getting into the facilities the first day of the program. Our staff has worked with school district personnel to work out the problems. involved. • Irrelevant Week Dan Iwata and six of our part time recreation leaders worked hard to make Irrelevant Week a smashing success. Andy Fitzgerald of the Sea Scout Base and Henry Hitchcock of the Balboa Bay Club also made extensive contributions to the program. Twenty two teams participated in the event - a week long salute to the last player picked in the NFL draft. Special Activity Classes Registration for special activity classes is strong. Many new classes for both children and adults were added this summer. Some of the most popular new classes are: Computer classes for kids, teens and adults; one -day cooking workshops; a one-day beauty makeover workshop; and water workout, a pool exercise class. Nancy Lerner was interviewed on the Junior League's Community Forum Program on'Sunday morning, June 26, on KOCM. We appreciate the Junior League's help in publicizing our summer recreation programs. The department sponsored two White Water- Rafting.Trips during June.. Participants had a thrilling time rafting the rapids of the Kings River about lz•hours outside of Fresno with Kings River Expeditions. • Camp Newport Beach began its second year of operation June 27. We are looking forward to a successful summer day camp program. Plant Stolons- Fertilize. Pick up and return tables, chairs, piano for picnic for blind at Eastbluff Park. Pick up and return chairs and 'tables for CdM Run. Repair and replant eroded areas at Spyglass Hills Reservoir Park. Repair basketball ring at Las Arenas. Replant various areas at City Hall. Repaint-six benches and fill and grade eroded areas at Peninsula Point. Install mower strip for planter at Westcliff and Dover. Move metal cabinet from City Hall to CdM High School. • Paint benches and repair eroded areas at Peninsula Point. Clear plant material from curbs for street repair contractor, at Cameo Shores. Move blocking sleds from Newport High School and CdM High School to Balboa Bay Club and return. Our Street Tree Division performed the following: Root pruned six trees. Trimmed 1023 trees.
