The agenda was adopted as presented with Item #13, Sidewalk
and /or Bicycle Trail on Ocean Front, following Item V,
Street Tree Retention.

Election of
Officers for
Ron Whitley reported that the Commission has two options with
1985 -86
regards to their election of officers at this meeting for
1985 -86. They can (1) Elect their new leadership, or
(2) Delay the election until their next regularly scheduled
meeting on August 6, 1985.
Commissioner King motioned to delay the election until the
August 6, 1985 meeting. After an informal vote, it was
determined that the majority of the Commission desired to
proceed with the election.
Commissioner. Hopkins nominated Capretz as the Chair for
1985 -86. Seconded by Springer. King motioned the nomination
be closed. Seconded by Hopkins
Following discussion, King and Hopkins withdrew their motions
to close the nominations for Chair.

adding Carol Brown, who is this year's Chair of the July 4th

Commissioner Wolfe motioned staff's recommendations and Carol
Brown be honored with the Special Recognition Award.

committee held a number of meetings which were attended by

members of the community, the Commission, and the General
Services and Public Works Departments. Staff agrees with
the recommendations as presented by the Street Tree Committee
Commissioner Wolfe said he felt this was an excellent
opportunity for the citizens and the Commissioners to work
together and formulate concrete guidelines such as a
standing Street Tree Committee. Commissioner Wolfe reviewed
the committee's recommendations for a firm tree policy and
said they would also be working towards improved communica-
tions with General Services, Public Works, and the Parks,
Beaches and Recreation Department.

Chair Cohen opened the meeting to public testimony. Kay
Mortenson, 1,530 Miramar, addressed the Commission. She
agreed with the recommendation concerning a standing Street
Tree Committee and said she felt citizens should serve in,
an on -going capacity with the meetings called on a regular
basis.
She pointed out the Peninsula Point Association was not
unanimous concerning the tree cutting project that was done
in their area. She recommended removal and replacement
over a five year period.
Mike Killbr.ide, 1536 Miramar, addressed the Commission and
said he is in favor of saving the trees.
Upon the close of public testimony and following discussion,
King motioned the recommendations as presented be adopted.
Seconded by Wolfe. de Boom suggested the statement, "for
•
a one year period to be evaluated," follow the words
"Street Tree Committee" in Recommendation #1. It was also
suggested that the words, "and /or neighborhood," be in-
cluded in Recommendation #1(a) and #5 following the word.,
"community."
King amended his motion to include these two recommendations

tentative approval by the School District.
King motioned the Commission approve the leasing of Lincoln
School as recommended by staff and transmit to Council.

words, "gymnasium and athletic field,," after the words,
"Lincoln School," in staff's recommendation. Seconded

Item #10 - Status of Bingo Request

first meeting in July. Council has suggested that a five
year plan be considered by the Commission for implementation
of capital improvements.

Public Works expects to have a proposal from an engineering
firm this week. In August the Bicycle Trails Committee
will have their first meeting with the engineer and the
public. Following this meeting, contact will be made with
all affected residents and public testimony will be heard
before this Commission'.
After Mr. Wolter reviewed the alternative concepts, Wolfe
requested the Commission be kept informed of the status
of the situation. Chair Cohen then appointed Springer to
be the liaison member to the Bicycle Trails Committee.

Springer reported she attended the Oasis Board meeting on
July 1 and the main item of discussion was the status of
Bingo. She also reported they are very satisfied with the
new relationship with the Commission. Chair Cohen directed
the Oasis report included in the agenda packet be transmitte
to the new Commission member.

Ron Whitley invited the Commissioners to the July 4th
celebration at Mariners Park. He also announced that Tom
Line has resigned as Recreation Superintendent effective
July 26, 1985. Springer recommended a letter of apprecia-
tion be sent to Mr. Line for his ability to work with the
Commission and direct the recreation programs.

SUBJECT: Development of West Newport Park
Recommendation:
Prepare preliminary plans for the development of West'Newport Park
to include basketball court(s), tot lot areas, picnic areas, bicycle
parking, and no parking.
Discussion:
Staff has had several meetings with the West Newport Beach Community
Association regarding the amenities that are desired for the development
of West Newport Park. As determined by the Association, in cooperation
with the Department, priorities have been identified as follows:
• 1. Landscaping along Coast Highway to provide a view and
sound barrier.
2. Restrooms to be located in the vicinity of Orange Avenue.
3. Chil'dren's play areas.
4. Basketball court(s).
5. Picnic areas.
6. Bicycle parking with racks.
It has further been determined that the entire development should not provide
parking lots. With this concept in mind it is desired to obtain approval from
the Commission and subsequently from City Council to facilitate preliminary
design work.

SUBJECT: Naming of Park, 4th and Carnation
As a result of residential development of the former Corona del Mar
Elementary School site, a publicly owned park was developed and
dedicated to the City by the.Geffler Development Company.
It is the Commission's responsibility to recommend to the City Council
a name for this new park site. Historically parks have not been named
after people and have been referred to by streets that surround the
park site or by identifying with a residential development or unique
location in a community.
Staff has no recommendation as to what this new mini park should be
named. Alternatives would be:
1. 4th Street Park
2. Carnation Park
3. Summerwind Park
We look forward to discussing with the Commission a possible naming of
this new small park site.

name of the park currently referred to as North Ford Park. We are
now in a preliminary design phase for this 12 acre community park.
The residential development as being built by The Irvine Company will
be called Newport North.
Possible park name alternatives would be:
1. North Newport Park.
2. North Park.
• 3. North Ford Park.
4. MacArthur Park.

and philosophy of the Commission. For this reason staff is recommending
that three individuals be honored by the Commission for their involvement
with the recent Street Tree Retention program as adopted by the City Council.
Mr. and Mrs. Jim McDonald of Corona del Mar and Ms. Kay Mortenson from the
Balboa Peninsula spent many dedicated hours in assisting the staff and the
Commission in formulating new policies for Street Tree Retention. It is
recommended that the Commission present awards to these people at the
Commission meeting scheduled for September 3, 1985.

SUBJECT: Commission Subcommittees and Liaison Responsibilities
The Commission, over the past few years, has had a number of committees that have
been established to provide assistance to the Department and.Commission. In addi-
tion, there are liaison responsibilities to non - profit groups that are related to
our objectives that are assigned for direction and communication purposes. A
listing of these committees and liaison functions are provided for your information,
review and possible action.
Capital Improvement Committee - Works with staff to prepare proposals for the
upcoming fiscal year with regard to park development, land acquisition and park
refurbishment projects. Majority of the work occurs in November and December
with the Commission adopting a priority list and forwarding to the Public Works
Department in January.
. Budget Committee - Works with staff to prepare the maintenance and operation budget
as proposed for the upcoming fiscal year. Meets with the City Manager, usually
in March, in his review of the budget to be recommended to the City'Council.
Tree Committee - Reviews and works with the Park and Street Tree Superintendent
on a number of tree problems and requests that come before the Commission.
Recreation Committee - Works with the Recreation Superintendent to evaluate the
recreation program offered by the City.
Oceanfront and Beach Committee - Has done preliminary work on a variety of beach
use problems, i.e., volleyball and dogs on the beach.
Friends of Oasis - Liaison function from the Commission to the.Senior Citizens
facility and program cooperatively provided at Oasis.
Friends of the Theatre Arts Center - Liaison function to the support group providing
performing arts at the Theatre Arts Center.
These are the standing committees and responsibilities, and of course there could.be
others established on an Ad Hoc basis as the need arises.

SUBJECT: Community Youth Center
FOR IMMEDIATE RELEASE
The City of Newport Beach will begin construction of a new Community Youth
Center this year.
The Community Youth Center, located at 5th and Iris, in Corona del Mar,
has an interesting history. The idea of a "youth center" was conceived
• by Grant Howald while preparing for the International Scout Jamboree
held in Corona del Mar in 1953. The center became a reality with the
donation by Orange Coast College, of the Jamboree headquarters building.
The weather - beaten old Army barracks building was transformed into a
gleaming newly painted headquarters for the International Boy Scout
Jamboree by volunteers of the community. Following the Jamboree, this
building was moved to its present site. Inez Howald refers to this
building affectionately as "the building that wouldn't sit still ". The
park surrounding the building was named'ih honor of Grant Howald, former
Postmaster at the Corona del Mar Post Office, for his dedicated efforts
in leading the movement to establish the center. According to the Howalds,
the total project involved every civic organization and service club, as
well as hundreds of individuals who lived in Newport Beach. Due to Grant's
promotional efforts, most of the community pitched in, and the Community
Youth Center evolved with lighted ballpark; tennis courts, playground,
picnic areas; tot area; basketball court; fully equipped building, and
day camp area. This area holds fond memories for many who grew up in
• Corona del Mar.

Although saddened by the loss of this memorable building, excitement is
growing for the future. The City of Newport Beach will begin construction
of a new Community Youth Center.in September. A come - one - come -all Labor
Day Community Picnic is in the works, to celebrate the Center`s past and
future and to display the centers new plans. There will be games, dancing,
live entertainment, memorabilia, a ground breading ceremony and much more.
Bring your picnic and join the fun at the Community Youth Center (5th and
Iris) in Corona del Mar on September 2 from 11:00 a.m. to 4:00 p.m.

PROGRAMS - Classes & Activities and Human Services: The Pancake Breakfast and
Rummage Sale on June 8 were very successful and both were fun activities.
Lessons in Quilling began June 12, but now discontinued for the summer due to the
teacher's illness.
Assistance with insurance policies started June 14, June 25,�June.28. .These are
very helpful to our members,
• Renters and Homeowners assistance began June 17 & is held every Monday and
Thursday.
•
Coastline College Classes at OASIS started the week of June 17 and all are going
well.
June lectures were on "Diabetes" on June 14; "Contract Fraud & How to Protect
Yourself" June 20 and "Allergies" June 28. Attendance is still not up to par.
The Peer Counseling Graduation Party was held June 26 with all participants
receiving a diploma from VNA. This very Worthwhile counseling group will continue
to meet on Wednesday.
The Medical Library Committee met July 8. Joe Sahagen and Dr. Buzz Farwell will
alternate writing the "Medical Corner" for the newsletter.
Spanish Conversation will be held July 10 - August 28.
All classes taught by volunteers continue to- do- .we- la-.-- - -• - -•
FACILITIES: The air conditioning unit in the Multipurpose. Room stopped functioning.
Replacement of the compressor and other material will be made by Triangle Heating
and Air Conditioning Company for $1188. This will come out of the city's 7916 budget.

(SUPERVISOR'S REPORT - CONTINUED)
STAFF: The full -time Program Services Coordinator position was approved by the
• City Council. Applications are now being accepted..
My staff at OASIS did a marvelous job while I was on vacation. I'm really proud
of them and thank them for all their efforts.
Tom Line has resigned as Recreation Superintendent to pursue other endeavors.
We'll all miss his support, good humor, and humanity.
FRIENDS OF OASIS: The Friends officers, staff and volunteers under Ed Williams'
guidance continue to help with every aspect of OASIS.
The application for funds under the Senior Center Bond Act by the Friends of
OASIS and the City of Newport Beach is due on August 15, 1985. Ed had a doctor's
appointment, but Jim Delamater and I were able to meet with Ron Whitley on July 8.
Ron gave us Valuable suggestions.
OTHER: The City print shop duplicates 28,000— 32,000 pieces per month for-the
(ewsTetter plus all the. forms: that. OASIS uses. They do a very: good job.

RECREATION DIVISION
• JULY, 1985 PROGRESS REPORT
Activities and Classes
Summer classes are enjoying good enrollments. The many adult classes
offered are doing well, as usual, with excellent enrollment in volleyball,
drawing and painting and the many exercise classes. The children's
gymnastics, science games, storytime workshops and cheerleading courses
are also enjoying large enrollments.
Special Events
The Fourth of July was a super event, as usual. Chairperson Carol Brown
did an excellent job pulling all the events together. She was very honored
by the presentation of her Special Recognition Award given to her by
Barbara de Boom.
The date has been set for the First Annual 10K in the Back Bay which will be
co- sponsored for the first time by the Newport Harbor Chamber of Commerce.
The date for this event is Saturday, November 9, 1985.
Plans are now being made for the CYC community "groundbreaking" picnic on
September 2, 1985. This event is beginning to draw excellent 'community
• support. The recreation staff is looking forward to working with Commissioner
Brenner and her committee.
Aquatics
The swim meet sponsored by our Swim Team on July 6 and 7 at Harbor High
School drew 800 swimmers and spectators much to our delight. The parental
sport group for the team has much to be commended for. Approximately 30
of our swimmers have qualified for the SCMAF swim finals to be held at Belmont
Plaza. This is a first for our program.
Swim classes are going in a big way this summer. The 50 meter pool at Newport
Harbor High School is constantly in use Monday through Friday from 7:00 AM to
10:00 PM.
Tennis
Tennis classes are experiencing both excellent Weather and registration.
Work will soon be completed on refurbishing all the signs at the tennis courts.
Youth and Adult Sports
Girls softball has just compl-eted a super season. Approximately 95 girls
between the ages of 7 and 14 competed this summer. All the part -time staff
involved in the program are to.be commended.
• The summer adult softball leagues are progressing smoothly. Although only in
the 8th week of summer, fall registration is now being accepted. We will
begin earlier this year to avoid the rainy season and cancellations.

PARK AND STREET TREE DIVISION
• JULY, 1985 PROGRESS REPORT
Our Park crews performed the following tasks in addition to normal
maintenance during the month of July:
Picked up and returned tables and chairs for Mariners
4th of July picnic.
Reorganized parking area at the Parks, Beaches and
Recreation Department at City Hall.
Painted Gazebo.
Removed flags in Newport Center.
Removed sand in tot lot, repaired drains and replaced sand
at San Miguel Park.
Transplanted liquid amber in boxes.
Graded soil on Cliff Drive.
Installed concrete for BBQ and tables at Buffalo Hills Park.
• Repaired and painted fence and replaced basketball back stop
at Newport Island Park.
•
Started landscaping the second phase of Irvine Terrace Park
improvements.
Our Street Tree Division performed the following:
Trimmed 781 trees.
Removed 5 trees.
Root pruned 34 trees -
Completed 13 Work Requests.
Areas being trimmed are Spyglass Hills and Irvine Terrace along Pacific
Coast Highway.
