Whitley, Director Staff Present: Jack Brooks, Park and Street Tree Supt. Nancy Beard, Acting Recreation Supt. L. PROCEDURAL MATTERS Item #1 Call to Order The meeting of the Parks., Beaches and'Recreation Commissi -on was called to order at 7:03 P.M. Item #2- Roll CaTI Roll call was taken. Commissioners Brenner, de Boom, Hopkins and Wolfe were present.'-' I'Sftinger was absent and deemed excused. Item #3 Approval of Minutes Commissioner Brenner asked that her name be added to the roll call as being present at the last meeting. Motion was made by Brenner and seconded by de Boom to approve the minutes of the September 3, 1985 meeting as corrected. Unanimous. Item #4, Adoption of Agenda The agenda was adopted as presented with the addition of Bicycle Trails and the-Theatre Arts Center. II. JOINT MEETING WITH FRIENDS OF OASIS The following items were discussed with the Commission by members of the Board of Directors of Friends of Oasis: 1. Traffic signal at 5th and Marguerite. 2. "Hold Harmless" form for trips from Oasis. 3. Bingo. I 4. List of,proposed Recreation classes. 5. Senior Centers Bond Act Application. 6. Senior Housing East of Oasis. 7. ACTION ITEMS x Item #5 - Review and Amend City Council Policies Review and x Amend City x x x x Ron Whitley explained that historically each October.there Council is a review of Series I of the Council Policies and that Policies staff is recommending only one change which is to Policy I -9, Retention or Removal of Park and Parkway Trees. Following questions and discussion, motion was made by Brenner to adopt the proposed amendmeht to Policy I -9 as written. Seconded by Hopkins. Unanimous. Item #6 - Request From Ruby's for Storage Request From Ruby' Ron Whitley reviewed the request from Ruby's Diner to.rent For Storag the Balboa Pier Restroom which_is for demolition. ;scheduled Following discussion, it was decided to table this item until the November 5, 1985 meeting and to request the owner of Ruby's be present to answer any questions. The Commission would also like to see the restaurant's proposed plans and get public input on this matter. IV. PUBLIC COMMENTS None. V. DISCUSSION ITEMS Item #7 - Management Plan for 16th to 19th Street Bay, Front Management Plan for Ron Whitley reviewed the proposed plans concerning use of 16th to 19 sailboarding, sailing and storage between 16th and 19th Street Bay Streets and noted this is an information item. Front Item #8 - Friends of Oasis Leadership Friends of Oasis X Ron Whitley reported he received an unfortunate letter from Leadershir I x Ed Williams submitting his resignation as President of the X x x x Friends of Oasis. Following discussion, Hopkins motioned a letter be sent to Mr. Williams asking him to reconsider his decision. Seconded by Brenner. Unanimous. Concern was expressed by the Commission as to the negative atmosphere new members may encounter at Oasis. Ron Whitley suggested the Recreation Committee meet with Commissioner Springer, liaison to Oasis, to help with Amanda items at quarterly meetings. CITY OF NEWPORT BEACH Parks, Beaches •& Recreation Commission Page 3 \ City Council Chambers 7 p.m. INDEX Item #9 - Communications Received Communica- tions Letters of appreciation for Dan Iwata and Jack Brooks were Received included in the agenda packet and the Commission indicated they like to see staff recognition. Item #10 - Park Facilities Evaluation Park Facilities The Capital Improvements Committee will meet in December Evaluation and Ron- Whitley will provide staff's suggested priorities for park improvements at that time. Item #11 - ,Recreation Division Recreation Division None. Item #12 - Park and Street.Tree Division Park and " Street Tre Jack Brooks reported he would review the City Hall landscape Division plans at the next meeting. The problems at Cliff Drive Park will soon be stabilized and curbs are forthcoming. Mr. Brooks also reported, the diseased Palms on Marguerite have been sprayed. VI. SPECIAL, URGENT OR LAST MINUTE ITEMS Item #13 - Bicycle Trails Bicycle Trails Chair Wolfe announced he attended the Bicycle Trails Committee and that in three•months the first public hearing will come before this Commission. Item #94 - Theatre Arts Center Theatre Ar Center Nancy Beard will attend the Theatre Arts Center Board meeting on October 2 in lieu of Commissioner de Boom. VII. ADJOURNMENT There being no further business, the Parks; Beaches and Recreation Commission adjourned at 9:20 P.M.
