DIXON, Finance Committee Member TONY PETROS, Finance Committee Member BILL MCCULLOUGH, Finance Committee Member LARRY TUCKER, Finance Committee Member JOHN WARNER, Finance Committee Member JACK WU, Finance Committee Member "Early Look" at the CIP (Part 2) - Continued from the March 10, 2015 Meeting Public Works will pick up where it left off on a presentation from 2 weeks ago that outlines significant public construction projects underway, planned, or even an idea that residents had brought forth as addressing an important need. Many of the projects come from our multiple Master Plans, which tell us how to upgrade our infrastructure in a prudent way over time. Staff will ask the Council and community to weigh in on whether the going - forward CIP is appropriately prioritized. III. PUBLIC COMMENTS ON NON - AGENDA ITEMS Public comments are invited on non - agenda items generally considered to be within the subject matter jurisdiction of the City Council. Speakers must limit comments to three (3) minutes. Before speaking, please state your name for the record. IV. ADJOURNMENT Testimony given before the City Council is recorded. The timing light will turn yellow when the speaker has one minute left. The timing light will turn red when the speaker has 10 seconds left. PLEASE TURN CELL PHONES OFF OR SET IN SILENT MODE. NOTICE TO THE PUBLIC The City provides a yellow sign -in card to assist in the preparation of the minutes. The completion of the card is not required in order to address the City Council and Finance Committee. If the optional sign -in card has been completed, it should be placed in the box provided at the podium. The City Council and Finance Committee of Newport Beach welcomes and encourages community participation. Public comments are generally limited to three (3) minutes per person to allow everyone to speak. Written comments are encouraged as well. The City Council has the discretion to extend or shorten the time limit on agenda or non - agenda items. As a courtesy, please turn cell phones off or set them in the silent mode. This Special Meeting of the City Council and Finance Committee is subject to the Ralph M. Brown Act. Among other things, the Brown Act requires that the agenda be posted and distributed to Council Members and Finance Committee Members, and members of the media requesting notice, at least 24 hours in advance of each Special Meeting and that the public be allowed to comment on agenda items before the City Council and Finance Committee and items not on the agenda but are within the subject matter jurisdiction of the City Council and Finance Committee. It is the intention of the City of Newport Beach to comply with the Americans with Disabilities Act (ADA) in all respects. If, as an attendee or a participant at this meeting, you will need special assistance beyond what is normally provided, the City of Newport Beach will attempt to accommodate you in every reasonable manner.
