' ` November 21, 1968 TO: MAYOR AND CITY COUNCIL FROM: City Manager SUBJECT: SALE OF OLD LIFEGUARD HEADQUARTERS PROPERTY RECOMMENDATION: It is recommended that the City Manager be authorized to negotiate a sale of the subject property to Mr. Theodore R. Barbee II and Leone Elizabeth Hilton Barbee for a net consideration of $23,500. DISCUSSION: Approximately three years ago the old Lifeguard Headquarters property located at 2817 Newport Blvd., was appraised by Joseph Mueller, MAI appraiser. In March 1966 this parcel, which measures approximately 25' x 1001, was offered for sale to the public at the appraised value. No bids were received at that time and the matter was tabled from further con- sideration. Since that date the City has received numerous inquiries on the property, but until now no firm offers to purchase have been forthcoming. Mr. and Mrs. Barben are interested in acquiring the property for some undetermined future use in conjunction with three other continguous parcels of property which they have recently acquired at 2811, 13, and 15 Newport Boulevard. Since Mr. Mueller has not performed any subsequent appraisals in the im- mediate vicinity during the last three year period, it was determined that the best approach would be to check with realtors who have had experience with property sales in the area to determine if there has been any probable increase in value of the City property since the formal appraisal was made. In the opinion of both Mr. Francis J. Horvath and Mr. Herman Zander of Callison Real Estate there has been no increase in value in the property and that it would be prudent for the City to accept the offer of $23,500 which is in line with the appraisal conducted approximately three years ago. A check for $1,000 has been received as a deposit toward the purchase of the subject property contingent upon escrow closing prior to the end of calendar- year 1968. This transaction is being handled through Mr. Richard S. Fay, Bay and Beach Realty, Inc., who will receive $25,000, which in- cludes a $1,500 fee for commission, escrow charges and Title Trust ex- penses. The City will receive a net price of $23,500 for the sale of this property which will be deposited in the Capital Improvement Fund. It is recommended that the Council authorize the City Manager to negotiate the sale of the property at this time. H RVEY L. HURLBURT By J ES P.
