CITY MANAGER NO: 58 -59 -25 T0: MAYOR AND CITY COMM FI;OM: Robert Shelton, City !tanager SUBJECT: BALBOA RESTROOMS RECOMMENDATION: Msy 19, 1959 � 1 It is recommended that repairs and improvements ct a cost of pproximately $600 be made to the public restrooms at Washington and East Bay Ave. DISCUSSION: A committee, chaired by Councilman Somers and including repre•- sentatives of the City and of the Balboa Improvement Association, bn> reviewed alternatives ranging from demolition of the present structure through repairs to complete replacement, The committee has concluded that the building should receive minimum repairs and improvements which, in the op.nion of the Euilding Department, are necessary for safety, sanitation and appearance. Such work involvas repair of interior plaster.l.ng, repainting of entire interior, sand blasting and repainting of exterior, and other wieao; repairs. This work can be done promptly and will make the building su A:- able for the summer season. The committee believes that alternatives proposed for the uce of the property on which the restrooms are located and for meezIn room needs in the area are such that the City should not at this t.We :rake a major expenditure for reconstruction of the existing build ".ng. Mr. Grimes expressed the view, that the Association would like to have temporary repairs mado to this structure to last through September of this year. After this sur;.mer season, the Association will then make a study of this lo- cation to dctcrLAno its future use. CORONA DEL MAR LIDO ISLE, MARINER'S MILE Me, NEWPORT Newport Beach City Council City of Newport Beach Newport Beach, California Honorable Sirs: March 26, 1959 C C� i E\1x- o ` D fY Pursuant to our conversations with Mr. Robert Shelton, City Manager, regarding the demolishing of the restrooms >>. on the corner of Washington Street and Bay Avenue in Balboa, the Balboa Improvement Association held an emergency meeting this morning with all members of the Board of Directors present. �} t f We fully realize that the restrooms are in a deplorable condition. However, these restrooms should have been maintained and kept up to code by the City of Newport Beach. We further realize that the city should not condemn other properties in town when city -owned property is in such a run -down condition. What alarms the merchants and Apartment House Owners of Balboa is that this matter should be brought up now at the beginning of the summer season and when thousands of vaoationers are coming into the Balboa area. The restrooms by the Pier are fine, but the Association wants to make it clear that these were paid for out of the Balboa Parking Lot fund. If this Pier restroom building is the only public restroom left in the area it would be inadequate for the needs of this community. The Balboa Improvement Association respectfully request that the present restrooms in question be repaired and maintained through this summer season. Then, in the fall, an equitable plan be worked out whereby, if the present building is torn down, a modern restroom built to code be constructed on this property or some other suitable location in a parking district to be established at that time. l Respectfully, / CC to Councilman Somers Monte R.
