Alford, Planning Program Manager, <br /> <br />PHONE: 949-644-3235 <br />TITLE: Local Coastal Program Clean-up Amendment (LC2017-002) <br />ABSTRACT: <br />The California Coastal Commission (Coastal Commission) certified the City's Local <br />Coastal Program (LCP) in January 2017. This LCP amendment addresses several issues <br />that have arisen since the LCP was certified. These include recently adopted City land <br />use and property regulations that occurred while the LCP was under Coastal Commission <br />review, as well City staff's recommended clarification of certain LCP administrative <br />procedures. <br />RECOMMENDATION: <br />a) Conduct a public hearing; <br />b) Determine the action to adopt LCP Amendment No. LC2017-002 is statutorily exempt <br />from California Environmental Quality Act (CEQA) pursuant to Section 15265(a) (1) of <br />the California Code of Regulations, Title 14, and Chapter 3 of the Coastal Act; and <br />c) Adopt Resolution No. 2017-45, A Resolution of the City Council of the City of Newport <br />Beach, California, Authorizing the Submittal of Local Coastal Program Amendment <br />No. LC2017-002 to the California Coastal Commission (PA2017-047). <br />FUNDING REQUIREMENTS: <br />There is no fiscal impact related to this item. <br />DISCUSSION: <br />Background <br />On January 13, 2017, the Coastal Commission certified the City's LCP and the City <br />assumed coastal development permit -issuing authority on January 30, 2017. <br />10-1 <br />
