Local Coastal Program Clean-up Amendment (LC2017-002) <br />July 11, 2017 <br />Page 2 <br />On April 11, 2017, the City Council referred the proposed LCP amendment to the Planning <br />Commission. <br />On May 4, 2017, the Planning Commission conducted a public hearing and adopted <br />Planning Commission Resolution No. 2055 (Attachment C), recommending City Council <br />approval of the LCP amendment (5 ayes, 0 noes, 2 absent). The minutes of the Planning <br />Commission hearing are provided in Attachment D, and the public comments received <br />are provided in Attachment E. <br />Analysis <br />When the City Council approved the Coastal Commission's suggested LCP modifications <br />in November 2016, the City recognized that certain issues would be addressed through <br />a follow-up LCP amendment. In addition, the City has adopted new land use and property <br />regulations since the LCP was submitted to the Coastal Commission or after the LCP was <br />certified that need to be incorporated into the LCP. Finally, in the early administration of <br />the LCP, staff has identified some ambiguities that need clarification. These revisions are <br />summarized in Table 1 below. It should be noted that with the exception of one proposed <br />change to the Coastal Land Use Plan, all of the amendments are to the IP <br />(Implementation Plan) component of the LCP. <br />Table 1 <br />LCP Clean-up Amendment Summary <br />No. <br />IP Section/CLUP <br />Description <br />Policy <br />Lido Villas PC — Adds land use and property development <br />regulations for the Lido Villas Planned Community.
