CALL TO ORDER—The meeting was called to order at 3:30 p.m. Staff Present: Patrick J. Alford, Zoning Administrator Gregg Ramirez, Senior Planner David Lee, Planning Technician B. REQUEST FOR CONTINUANCES None. C. MINUTES of June 29, 2017 Action: Approved D. PUBLIC HEARING ITEMS ITEM NO. 1 Burnham Residence Coastal Development Permit No. CD2017-048 (PA2017-108) Site Location: 2502 Crestview Drive Council District 3 Gregg Ramirez, Senior Planner, provided a brief project description stating that the request is for a coastal development permit to allow the demolition of an existing single-family residence, and the construction of a new one-story single-family residence. Mr. Ramirez stated that the property was located in the Single-Unit Residential Zoning District and conforms to all applicable development standards of the Zoning Code and Local Coastal Program. He also included a recommendation to Finding B in the draft resolution and read the revised language. With the included language, he indicated that staff recommends approval of the Coastal Development Permit. Applicant Steven Yoon of Cynthia Childs Architects, on behalf of the property owner, Kirby Burnham, stated that he had reviewed the draft resolution and agrees with all of the required conditions. The Zoning Administrator opened the public hearing. Seeing that no one from the public wished to comment the public hearing was closed. Action: Approved ITEM NO.2 626 Seaward Road Lot Merger(PA2017-071) Site Location: 626 Seaward Road Council District 6 David Lee, Planning Technician, provided a brief project description stating that the request is for a lot merger to combine three parcels under common ownership into one single parcel at 626 Seaward Road. Mr. Lee stated that the applicant is proposing to make an addition across the existing interior property line. Mr. Lee described the legal description of each parcel and explained that the proposed lot area and lot width are not excessive compared to other lots in the surrounding neighborhood. Mr. Lee stated that since the current property is used as a single parcel with one single-family residence, the merger would not result in a visible change in character to the neighborhood since it will continue as a single-family residence. The Zoning Administrator opened the public hearing. Seeing that no one from the public wished to comment the public hearing was closed. Action: Approved ITEM NO. 3 Promontory Point Apartments Sign Program No. CS2017-005 and Modification Permit No. MD2017-002 (PA2017-028) Site Location: 200 Promontory Drive East Council District 5 Gregg Ramirez, Senior Planner, provided a brief project description stating that the request was for approval of a comprehensive sign program and modification permit that would amend the existing sign program. He indicated that the two notable changes were an increase in size for the two entry monument signs subject to the modification permit. He stated that the proposed increase in height and area of the signs exceeded that allowed through a comprehensive sign program. He recommended the length of the signs indicated in the staff report and resolution be revised to clarify that the dimension for sign length in both cases be identified as sign face and not include the architectural trim. With the requested changes he indicated staff recommends approval of the comprehensive sign program and modification permit. Applicant Shawna Schaffner of CAA Planning, on behalf of the Irvine Company, stated that she had reviewed the draft resolution and agrees with all of the required conditions. The Zoning Administrator opened the public hearing. Seeing that no one from the public wished to comment the public hearing was closed. Action: Approved E. PUBLIC COMMENTS ON NON-AGENDA ITEMS None. F. ADJOURNMENT The hearing was adjourned at 3:42 p.m. The agenda for the Zoning Administrator Hearing was posted on July 6, 2017, at 4 p.m. in the Chambers binder and on the digital display board located inside the vestibule of the Council Chambers at 100 Civic Center Drive and on the City's website on July 6, 2017, at 3:49 p.m. Patrick J.
