The Library Literacy program is funded by the City's general fund and through grants, donations and the fundraising efforts of Newport Mesa ProLiteracy. One of the major funding resources is through the California State Library Literacy Services annual grant program. The $18,000 represents the California Library Literacy Services first award for FY 2017/18 to support the high quality Literacy program at the Newport Beach Public Library. RECOMMENDATION: a) Determine that the action is exempt from the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines because it will not result in a physical change to the environment, directly or indirectly; and b) Accept a check in the amount of $18,000 from the California State Library for Literacy Services (CLLS) and approve Budget Amendment No. 18BA-008 to increase expenditure by the same amount in Division 01060604-711003 (Literacy Services). FUNDING REQUIREMENTS: The Budget Amendment records and appropriates $18,000 in increased expenditure appropriations. 13-1 Budget Amendment to Accept a Check in the Amount of $18,000 from the California State Library for Literacy Services (CLLS) and Appropriate Funds to the Library's Fiscal Year 2017/2018 Maintenance and Operation Budget September 26, 2017 Page 2 DISCUSSION: The Library Literacy program has been offering one-on-one tutoring and small group classes to customers with low literacy skills for more than 25 years. These services are currently supporting over one hundred learner/tutor pairs and are making a significant difference in the lives of the participants, both learners and volunteers. One of the goals of the program is to assist the participants in becoming more engaged citizens and active participants in their community. The Library Literacy program is partially funded by the California State Library Literacy Services annual grant program. The grant funds will be used towards staffing to ensure the continued high quality program that the community has come to expect. ENVIRONMENTAL REVIEW: Staff recommends the City Council find this action is not subject to the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly. NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
