Webb, Public Works Director - 949-644-3311, dawebb@newportbeachca.gov PREPARED BY: Patrick Arciniega, Senior Civil Engineer, parciniega@newportbeachca.gov PHONE: 949-644-3347 TITLE: MacArthur Boulevard Slope Landscaping Project — Award of Construction Contract No. 8176-1 (151_01) ABSTRACT: Staff has received construction bids for the MacArthur Boulevard Slope Landscaping project and is requesting City Council approval to award the construction contract to Kasa Construction, Inc. of Chino, CA. RECOMMENDATION: a) Find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15332 (in -fill development projects ), of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential to have a significant effect on the environment; b) Approve the project drawings and specifications; c) Award Contract No. 8176-1 for the total bid price of $228,450.00, and authorize the Mayor and City Clerk to execute the contract; and d) Establish approximately $22,850 (approximately 10 percent), contingency amount to cover the cost of unforeseen work not included in the original contract. FUNDING REQUIREMENTS: The current adopted budget includes sufficient funding for this project as follows: Account Description General Fund Account Number Fire fi ew: 01201927-980000-15L01 $ 251,300.00 Total: $ 251,300.00 7-1 MacArthur Boulevard Slope Landscaping Project - Award of Construction Contract No. 8176-1 (151_01) October 10, 2017 Page 2 Proposed uses of funds are as follows: Vendor Purpose Amount Kasa Construction Construction Contract $ 228,450.00 Kasa Construction Construction Contingency $ 22,850.00 Total: $ 251,300.00 DISCUSSION: At 10 a.m. on September 28, 2017, the City Clerk opened and read the following bids for this project: BIDDER TOTAL BID AMOUNT Low Kasa Construction $ 228,450.00 2nd STL Landscape $ 249,250.00 3rd Green Giant $ 259,500.00 4th Access Pacific Inc. $ 260,163.32 5th Marina Landscape $ 269,738.00 6th YAKAR $ 279,540.00 7th Aramexx Construction $ 298,478.00 The low bidder, Kasa Construction, possesses a valid and current California State Contractor's License Classification "A" as required by the Project specifications. A check of the Contractor's references indicates satisfactory completion of similar projects for the City and other public municipalities including the cities of Newport Beach, Orange, and Mission Viejo. Kasa's total bid amount is just under the Engineer's Estimate of $230,000. This project will landscape and irrigate a slope area behind Big Canyon Golf Course along MacArthur between San Joaquin Hills Road and Ford Road and will convert the irrigation of the MacArthur landscaped median to reclaimed (recycled) water. This is a part of the Landscape Enhancement Program CIP which installs or rehabilitates various landscaping throughout the City. Originally started in 2015, the project was put on hold during the drought. During that time, Public Works and Municipal Operations staff came up with a creative solution to find a reclaimed water source for the slope area and adjacent median to make the project feasible and conserve potable water. The work necessary for the completion of this contract consists clearing and grubbing; grading, landscape establishment and maintenance, irrigation improvements, providing as -built drawings and other incidental items to complete the work in places required by the contract documents. Pursuant to the Contract Specifications, the Contractor will have 90 consecutive working days to complete the work. Liquidated damages are set to $500.00 per calendar day in case of tardy completion. 7-2 MacArthur Boulevard Slope Landscaping Project - Award of Construction Contract No. 8176-1 (151-01) October 10, 2017 Page 3 ENVIRONMENTAL REVIEW: Staff recommends the City Council find this Project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15332 (in -fill development projects), of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential to have a significant effect on the environment; on the basis that the project consists of the in -fill development of less than five acres substantially surrounded by urban uses. NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
