Alford, Zoning Administrator The Zoning Administrator meeting is subject to the Ralph M. Brown Act. Among other things, the Brown Act requires that the Zoning Administrator agenda be posted at least seventy-two (72) hours in advance of each regular meeting and that the public be allowed to comment on agenda items before the Zoning Administrator and items not on the agenda but are within the subject matter jurisdiction of the Zoning Administrator. The Chair may limit public comments to a reasonable amount of time, generally three (3) minutes per person. The City of Newport Beach's goal is to comply with the Americans with Disabilities Act (ADA) in all respects. If, as an attendee or a participant at this meeting, you will need special assistance beyond what is normally provided, we will attempt to accommodate you in every reasonable manner. NOTICE REGARDING PRESENTATIONS REQUIRING USE OF CITY EQUIPMENT Any presentation requiring the use of the City of Newport Beach's equipment must be submitted to the Community Development Department 24 hours prior to the scheduled meeting. If in the future, you wish to challenge in court any of the matters on this agenda for which a public hearing is to be conducted, you may be limited to raising only those issues which you (or someone else) raised orally at the public hearing or in written correspondence received by the City at or before the hearing. Corona del Mar Plaza Comprehensive Sign Program No. CS2017-011 and Modification Permit No. MD2017-006 (PA2017-163) Site Location: 810-984 Avocado Avenue Project Summary A comprehensive sign program modifying the signage regulations applicable to the Corona del Mar Plaza shopping center, and allowing the replacement of existing tenant and monument signs and the addition of four new tenant signs and one new Zoning Administrator Meeting October 26, 2017 Page 2 monument sign oriented towards East Coast Highway. A modification permit is also requested to allow an increase in sign height (greater than 20 percent) and sign area (greater than 30 percent) for certain signs. Recommended Action 1. Conduct a public hearing; 2. Find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15311 under Class 11 (Accessory Structures) of the CEQA Guidelines, because it has no potential to have a significant effect on the environment; and 3. Adopt Draft Zoning Administrator Resolution No. approving Comprehensive Sign Program No. CS2017-011 and Modification Permit No. MD2017-006. 2. II Barone Ristorante Minor Use Permit No. UP2017-009 (PA2017-082) Site Location: 900 N. Bristol Street Project Summary A request to allow the sale and service of beer, wine, and distilled spirits in an existing restaurant space. The applicant requests a Type 47 (On -Sale General) Alcoholic Beverage Control (ABC) license. There is no proposed increase in the net public area of the approved restaurant. No late hours (after 11:00 p.m.) are proposed as part of this application. If approved, this Minor Use Permit would supersede Use Permit No. 1789. Recommended Action 1. Conduct a public hearing; 2. Find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301 under Class 1 (Existing Facilities) of the CEQA Guidelines, because it has no potential to have a significant effect on the environment; and 3. Adopt Draft Zoning Administrator Resolution No. _ approving Minor Use Permit No. UP2017-009. 3. Collins Residence Coastal Development Permit No. CD2017-073 (PA2017-177) Site Location: 2148 East Ocean Front Project Summary A Coastal Development Permit (CDP) to allow the demolition of an existing single-family residence and attached garage and the construction of a new three-story, 4,692 -square -foot single-family residence with an attached garage. The project also includes hardscape, drainage, and landscaping. The proposed residence complies with all applicable development standards including height, setbacks, and floor area limits. No deviations are requested. Zoning Administrator Meeting October 26, 2017 Page 3 Recommended Action 1. Conduct a public hearing; 2. Find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15303 under Class 3 (New Construction or Conversion of Small Structures) of the CEQA Guidelines, because it has no potential to have a significant effect on the environment; and 3. Adopt Draft Zoning Administrator Resolution No. _ approving Coastal Development Permit No. CD2017-073. 4. 715 West Balboa Boulevard Coastal Development Permit No. CD2017-059 (PA2017-137) Site Location: 715 West Balboa Boulevard Project Summary A Coastal Development Permit (CDP) to demolish an existing single-family residence and detached garage and construct a new 3 -story single-family residence with attached garage totaling 2,839 square feet. The design includes hardscape, walls, drainage facilities, and approximately 73 square feet of landscaping. The project complies with all applicable development standards and no deviations are requested. Recommended Action 1. Conduct a public hearing; 2. Find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15303 Class 3 (New Construction or Conversion of Small Structures) of the CEQA Guidelines, because it has no potential to have a significant effect on the environment; and 3. Adopt Draft Zoning Administrator Resolution No. _ approving Coastal Development Permit No. CD2017-059. 5. 325 Orchid Tentative Parcel Map No. NP2017-017 and Coastal Development Permit No. CD2017-066 (PA2017-156) Site Location: 325 Orchid Avenue Project Summary A Tentative Parcel Map and associated Coastal Development Permit to create two parcels where there is currently one whole lot and two halves of a lot. This would allow two separate single-family residences to be constructed on separate lots. The Coastal Development Permit is for subdivision purposes; any future development on the two parcels would be required to comply with Title 21 Local Coastal Implementation Plan and Title 20 Zoning Code. Recommended Action Zoning Administrator Meeting October 26, 2017 Page 4 1. Conduct a public hearing; 2. Find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15315 under Class 15 (Minor Land Divisions), because it has no potential to have a significant effect on the environment; and 3. Adopt Draft Zoning Administrator Resolution No. _ approving Tentative Parcel Map No. NP2017-017 and Coastal Development Permit No. CD2017-066. V. PUBLIC COMMENTS ON NON -AGENDA ITEMS Public comments are invited on agenda and non -agenda items generally considered to be within the subject matter jurisdiction of the Zoning Administrator. Speakers must limit comments to three (3) minutes. Before speaking, we invite, but do not require, you to state your name for the record. The Zoning Administrator has the discretion to extend or shorten the speakers' time limit on agenda or non -agenda items, provided the time limit adjustment is applied equally to all speakers.
