RESOLUTION NO. 2018-7 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF NEWPORT BEACH, CALIFORNIA, REGARDING <br />STRATEGIES FROM THE 2018 PLANNING SESSION <br />WHEREAS, the City Council of the City of Newport Beach ("City") annually holds <br />a planning session to assist in clarifying and prioritizing specific efforts for the coming <br />calendar year; <br />WHEREAS, on Monday, January 29, 2018, the City Council convened for a <br />planning session to discuss a series of key topics including: a fiscal update; improving <br />customer service and code enforcement on Newport Harbor; whether and when to update <br />the City's current General Plan; and a review of public safety operations and facilities; <br />WHEREAS, following presentations by City staff, the City Council took public input <br />and discussed strategies to address each topic; and <br />WHEREAS, City staff was authorized to return to the City Council at a future <br />meeting to memorialize City Council's 2018 strategies. <br />NOW, THEREFORE, the City Council of the City of Newport Beach resolves as <br />follows: <br />Section 1: City staff shall bring forward actions to formalize recent City actions <br />regarding providing for a better customer service experience on Newport Harbor, <br />including but not limited to mooring administration, more active code enforcement, better <br />harbor clean-up and maintenance, and more. This may include revisions of Title 17 of <br />the Newport Beach Municipal Code to reflect these changes and the City's new role. A <br />management review will be conducted to advise staff and the Council on optimal <br />organizational structures. <br />Section 2: City staff shall interface with members of the California State <br />Legislature to encourage the introduction and support of legislation that would permit the <br />creation of a Port Master Plan (or similar device) and allow the City to manage Newport <br />Harbor's infrastructure and activities under the California Coastal Act. <br />Section 3: City staff shall conduct a series of community meetings in 2019 to <br />provide a platform for strong community input as well as education and information <br />gathering about a possible future General Plan Update. City staff shall not begin working <br />on a General Plan Update before this series of community meetings is complete. <br />Section 4: The recitals provided in this resolution are true and correct and are <br />incorporated into the operative part of this resolution. Any previously adopted resolution, <br />or portion thereof, in conflict with the provisions of this resolution is hereby repealed tc <br />the extent it conflicts. <br />
