West Coast Highway Landscape Improvements Phase I — <br />Award of Contract No. 7189-1 (18L11) <br />April 24, 2018 <br />Page 3 <br />completed other projects for the City. AAA completed the CdM Entry Improvements in 2016, <br />and the Irvine Avenue Pavement and Median Rehabilitation in 2017. <br />Work necessary to complete this contract consists of clearing and grubbing, grading, landscape <br />establishment and maintenance, irrigation improvements and all other incidental items of work <br />to complete work in place. All American Asphalt will have 60 consecutive working days to <br />complete the work once given the notice to proceed. Work is expected to begin in May and <br />will continue through to mid -summer. Traffic control has been designed to minimize traffic <br />impacts by using a phased directional approach based on the morning and afternoon peak <br />traffic patterns. <br />ENVIRONMENTAL REVIEW: <br />Staff recommends the City Council find this project exempt from the California Environmental <br />Quality Act (CEQA) pursuant to Class 2 Section 15301 (c) (minor alterations of existing public <br />facilities involving negligible expansion of capacity) of the CEQA Guidelines, California Code <br />of Regulations, Title 14, Chapter 3, because it will not have an adverse effect on the <br />environment; <br />NOTICING: <br />The agenda item has been noticed according to the Brown Act (72 hours in advance of the <br />meeting at which the City Council considers the item). <br />ATTACHMENTS: <br />Attachment A — Concept Exhibit for West Coast Highway Improvements — Phase I <br />Attachment B — Location Map <br />5-3 <br />
