Brown, City Clerk <br />TITLE: Selection of an Executive Search Firm to Assist in the Recruitment of <br />a New City Manager <br />ABSTRACT: <br />Due to the City Manager's recent retirement announcement, the City Council may hire an <br />executive search firm to assist in finding a new City Manager. At the City Council's <br />direction, the City Clerk conducted an RFQ process and solicited proposals from nine (9) <br />executive search firms and received three (3) responses. <br />RECOMMENDATION: <br />a) Determine this action is exempt from the California Environmental Quality Act (CEQA) <br />pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines because <br />this action will not result in a physical change to the environment, directly or indirectly; <br />and <br />b) Select an executive search firm to assist with the recruitment of a new City Manager. <br />If the City of Newport Beach does not already have an existing agreement with the <br />selected executive search firm, authorize the Mayor and City Clerk to sign an <br />agreement with the selected executive search firm. <br />FUNDING REQUIREMENTS: <br />The current adopted budget includes sufficient appropriation for the recommendation <br />included in this staff report. <br />DISCUSSION: <br />The City Manager position is provided pursuant to Newport Beach City Charter Article V. <br />The City Manager is the chief administrative officer in the City and serves at the pleasure <br />of the City Council. Historically, the search for a new City Manager has been conducted <br />by an executive search firm. The recruitment process generally takes 12-16 weeks to <br />complete. The executive search firm prepares a recruitment brochure, conducts a <br />nationwide marketing campaign through a variety of mediums, screens applications, <br />conducts preliminary interviews and reference checks, and recommends qualified <br />candidates to the City Council. <br />
