TITLE: Newport Elementary Playfield Reconstruction — Notice of Completion
for Contract No. 8150-2 (17P15)
ABSTRACT:
On February 27, 2018, City Council awarded Contract No. 8150-2 for Newport Elementary
Playfield Reconstruction, to GMC Engineering, Inc. The required work is now complete and
staff requests City Council acceptance and close out of the contract.
RECOMMENDATION:
a) Accept the completed work and authorize the City Clerk to file a Notice of Completion for
the project. On February 27, 2018, the project was found to be exempt from the California
Environmental Quality Act (CEQA) pursuant to Section 15332;
b) Authorize the City Clerk to release the Labor & Materials Bond 65 days after the Notice of
Completion has been recorded in accordance with applicable portions of the Civil Code;
and
c) Release Faithful Performance Bond one (1) year after acceptance by the City Council.
FUNDING REQUIREMENTS:
Funds for the construction contract were expensed from the following account:

DISCUSSION:
This project regraded and re -turfed the existing grass playfield located between the
Oceanfront Boardwalk and existing blacktop next to the beach sand. It also removed and
replaced the existing CMU (concrete masonry unit) sand/seat walls surrounding the playfield
and adjacent concrete sidewalk. Small areas of both concrete sidewalk and asphalt concrete
pavement were extended.

The work necessary for the completion of this contract consisted of removing and replacing
an existing block wall; grading; removing and replacing turf; widening a portion of the
boardwalk; providing as -built drawings and other incidental items to complete the work in
places required by the contract documents.
The Contractor had 85 consecutive working days to complete the work. Construction began
on April 16, 2018 and was substantially complete by July 25, 2018.

ENVIRONMENTAL REVIEW:
On February 27, 2018, City Council found this action exempt from the CEQA pursuant to
Class 4 Section 15332 (in -fill development projects) of the CEQA Guidelines, California Code
of Regulations, Title 14, Chapter 3, because it has no potential to have a significant effect on
the environment.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of the
meeting at which the City Council considers the item).
