Leung, City Manager - 949-644-3001, <br /> <br />PREPARED BY: Tara Finnigan, Deputy City Manager, <br />tfinnigan <br />PHONE: 949-644-3035 <br />TITLE: Amendment No. One to Professional Services Agreement with Harris <br />Miller Miller & Hanson, Inc. for John Wayne Aircraft Noise Abatement <br />Departure Procedure (NADP) Analysis <br />ABSTRACT: <br />In February of this year, the City of Newport Beach retained Harris Miller Miller & Hanson, <br />Inc. (HMMH) to conduct an analysis of the aircraft noise abatement departure procedures <br />at John Wayne Airport. Among other things, the project was designed to determine if <br />specific air carriers are using a quieter departure procedure than other carriers with the <br />same aircraft type and similar takeoff average maximum takeoff weight. Once the project <br />was underway, the City asked HMMH to supplement this phase of the project with <br />additional analytical work. The deliverable for this amendment is complete and was <br />authorized due to the time -sensitive nature of this work. <br />RECOMMENDATION: <br />a) Determine this action is exempt from the California Environmental Quality Act (CEQA) <br />pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines because <br />this action will not result in a physical change to the environment, directly or indirectly; <br />and <br />b) Approve Amendment No. One to the current Professional Services Agreement with <br />Harris Miller Miller & Hanson, Inc. for John Wayne Aircraft Noise Abatement Departure <br />Procedure (NADP) Analysis for the additional analytical work requested, add $30,000 <br />to the contract for a new total not -to -exceed value of $140,000, and authorize the <br />Mayor and City Clerk to execute Amendment No. 1 to the agreement. <br />FUNDING REQUIREMENTS: <br />The current adopted budget includes sufficient funding for this project. It will be expensed <br />to the Airport Issues account in the City Council's budget, 01005001-811008. <br />16-1 <br />
