Staff is requesting <br />City Council's approval to enter into a Professional Services Agreement (PSA) with LSA <br />to assist with public outreach, regulatory agency processing and permitting and assist <br />with various project management tasks. <br />RECOMMENDATION: <br />a) Determine this action is exempt from the California Environmental Quality Act (CEQA) <br />pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines because <br />this action will not result in a physical change to the environment, directly or indirectly; <br />and <br />b) Approve a Professional Services Agreement with LSA of Irvine, California, for the <br />Lower Sunset View Park Conceptual Design project at a not -to -exceed price of <br />$48,500, and authorize the Mayor and City Clerk to execute the Agreement. <br />FUNDING REQUIREMENTS: <br />The adopted Capital Improvement Program budget includes sufficient funding for this <br />service. It will be expensed to the Lower Sunset View Park project budget 56201-980000- <br />15T09. <br />DISCUSSION: <br />The Lower Sunset View Park project is included in the Fiscal Year 2018/19 Capital <br />Improvement Program (page 47) and is being developed in an effort to increase parking, <br />improve pedestrian access, and improve vehicular circulation at the intersection of West <br />Coast Highway and Superior Avenue/Balboa Boulevard. Due to the potential funding and <br />permitting complexity of this project, this will be a multi-year effort and completed in two <br />phases. Phase 1 includes a new pedestrian/bicycle bridge across Superior Avenue, a <br />larger parking lot and potentially, a small recreational area. <br />7-1 <br />
