The Board of Trustees of the City of Newport Beach met in adjourned session 230P.M. Oct 13th, 1913. President Hermes called the meeting to order and roll call showed there present Trustees, Albert Hermes. W.K.Parkinson. R.E.Stauss.& C.H.Way. Absent; Trustee S.L.Collins. Who arrived after roll call. New Business was at once taken up. This being the first Monday after the 7th day of October, 1913, on which day there was held a special election in the City of Newport - Beach, for the purpose of submitting to the qualified voters thereof the question of voting the bonds of said City in the sum of $ 25000.00 for the purpose of the completion of the municipal water works of said city and it appearing that all the returns of said special election have been made and are in the hands of the Clerk thereof, it was moved by Trustee C.H.Way seconded by Trustee R.J.Stauss and duly carried that the returns of said special election be opened and canvassed by the Board of Trustees. Thereturns were opened and duly canvassed and from said canvass the Board of Trustees finds and orders established of record that at said special election the total number of votes cast was 143: that the total number of votes cast in favor of the proposition was Bonds xes 138: that the totalnumber of votes cast against the proposition was Bonds No 5. And it appearing that said special election was fairly and lawfully conductedand that more than two thirds of the votes cast at said special election were cast in favorof the issuance of said bonds, the Board of Trustees ordered to be established of record that the proposition of the issuance of the bonds of the City of Newport Beach in the sum of 25000.00 for the completion of the municipal water works of said city was carried. Various communications were read and referred to proper order of business. Representative of the Decarie Incinerator Co, located at 328 East 3rd Street Los Angeles, was given the floor and by maps and lecture told of the good points of-their furnace. There was read for the first time Ordinance No91. being an ordinance of the City of Newport Beach providing for the issuance and sale of the bonds of said city in the sum of $ 25000.u0 for the completion of the municipal water works thereof: prescribimg the form of such bonds , fixing the rate of interest to be paid thereon, the place and date for the payment of such bonds and interest, and further providing a sinking fund for the payment and redemption of said bonds,principal and interest. Moved by Trustee W.K.Parkinson seconded by TrusteeC.H.Way that ordinance number 91, be passed to second reading. Carried. Clerk was instructed to correspond with the Industrial Accident Board of the State securing information as to employees insurance, said instructions being given on motion of Trustee W.K.Parkinson,seconded by Trustee S.L.Collins and carried. The petition of property owners at East Newport that certain bulk1heading be done at East Newport along Bay front was referred to the Superintendt of streets for report. City Engineer Webber reported „that the sewering of that part of the City lying between the River and Canals at West Newport could be done in such a manner that sewer cou18 later be connected with a main sewer when it should be established. Moved by Trustee W.K.Parkinsonthat matter of sewering the tract in,ques- tion be taBled. No second.Moved by Trustee W.K.Parkinson that the matter of severing tract in question be held up until such time as there was some evidence given in the way of building to justify the proposed work. Seconded by Trustee S.L.Collins and carried. Mr Engstrom asked that alley cross walk near his place at East Newport be put in. Reffered to Supt Streets. On motion of Trustee W.K.Parkinson,seconded by Trustee C.H.Way and on carried, the clerk was instructed to write the P.E.Ry.Co and secure data concerning the placing of a public toilet at 30th,Street . 'N.A.Cornelius asked that the improvment of Lindo Ave and Second Street at East Newport be ordered. Request reffered to Supt of Streets J.E.Barker on motion of trustee C.H.Way seconded bt trustee W.K.Parkinson and carried City Attorney Bishop reported that it was not permissable for a deputy to act as tax asseoor and tax collector also. Moved by trustee W.K.Parkinson seconded by trustee R.J.Stauss. that the position of Policeman be established, salary to be $ 75.00 per month, duties to be such as might be assigned by the heads of the various departments of the city government. Motion withdrawn with consent of Second. Moved by trustee W.K.Parkinson seconded by trustee R.J.Stauss and duly carried that attorney be instructed to draft an ordinance creating a position the incumbent of which shall,be a general utility man to help in the various departments of the City Government and wait on the Public at the City Hall. Moved by trustee W.K.Parkinson, seconded by trustee C.H.Way that adjournment be taken to 2.30 P.M. Tuesday October 14th,1913. Carried. Clerk. i
