The Board of Trustees of the City of Newport Beach, met in adjourned session 7 :30 P.M. date and place above shown. President `% K. Parkinson called the meeti. :g'to order and the roll was called showing there were present Trustees, !. X. Parkinson,. S. R. Jumper, H. A. Robinson, and G. P. '.7ilson. Absent Trustee C. H. [lay, who however arrived later. The minutes of __pril 3d, 1916 fare read and approved. The Clerk offered a report covering the finincial transactions of City from July lst, 1915, to date and the same was accepted and fi on motion of Trustee H. <i. Robinson seconded by Trustee C. H. .fay and carried. Various communications were read and were reffered to proper order of business. Unfinished Business; H. Clay Kellogg presented bill covering service rendered in matter of preparing man of sewer system, which was refe- rred to City ^ttorney Bishop on Elotion of Trustee H. 1. Robinson seconded by Trustee C. H. :lay and carried. This being a regular meeting of the Board of Trustees and thel,londay next succeeding the date of the general municipal election held in and for'the City of Newport Beach on the 10th day of .,.-)ril, 1916,and it appearing that full and complete returns of said election has been made and now in the possession_ of the Clerk: On motion of Trustee S.R. Jumper seconded by Trustee H. A. Robinson it was ordered that the returns be opened and the Board of Trustees proceeded to canvas the same. The returns .-.,ere opened by the Clerk and officially canvassed by the Board of Trustees, and from the canvass of said returns the Board of Trustees find and it ordered to be esta_ulished of record on the minutes of said meeting: That said election was in all respects legally and fairly conducted and carried or and the returns thereof made as provided by law and the ordinance of t]le City of i;ewport Beach. That the total number of votes cast at said election was 425 votes. That at said election there were c.st for the office of Trustee votes as follows: Glenn Helms-------- - - - - -- -261 Votes John C. I.Ic Cain---- - - - - -- -178 Votes John Stuckenbruck--- - - - - -- 44 Votes Charles H. ',Hay----- - - - - -- -157 Votes Laurence S.'.ilkinson ------ 135 Votes From the votes found to have been cast for the respective candidz.tes for the office-of Trustee the Board of Trustees find that Glenn Helm: received the highest number of all votes cast and a Plurality of all votes cast for that office. That Jc:hn C. l?cCain received the second and next highest number of all votes cast and a plurality of all votes cast for that office. There being but two Trustees to elect the Board declared Glenn Helms and John C. ] >IcCain elected to the office of Trustee of the City of Newport Beach to hold office for the period of four (4) veers from and after the ,Ionda.y next succeeding the day of such election. and until their successors are elected and qualified_, and ordered that certificates of election be issued to Glenn Helms and John C.- I.IcCain for that office. That at said election there was voted unon the question "Shall the sale of alcoholic liquors'be licensed in this city." That at said election there were cast a total of 409 votes that 176 votes were cas, "Yes" That 233 votes were cast I'llo ". The following resolution was then presented and on motion of Trustee u. P. -.7ilson seconded by Trustee C. That 176 votes were cast "Yes "' That 233 votes were cast "No" That at said election a majority of the votes cast on the question wrere not cast in favor of license. Therefore, it is resolved that all that certain territory embraced within the exterior boundaries of the city of Newport Beach, as fixe.' and estcblished, be and the same is, pursuant to said petition, elect ion, =..nd vote, and the results and canvass of said election ind Tote DECL;3ED TO BE Old iND .FTER NINETY (90) days from the 10th day of Lrril, 1916, the date of said election, no license territory as that ' term is used and set forth in section 10 of an act of the Legislature of the State of California, approved the 4th day of .April, 1911, being'Chapter 351 Statutes of California passed at the 39th session of the Legislature thereof., The said resolution was passed and adopted by t he affirm^tive vote of the following named members of the Board of Trustees of the city of Newport Beach. BUMNESS: This beinn the Eonday next succeeding the date of the general municipal election held in the city of Newport Beach on the 10th day of April, 1916, and the term of office of Trustees-C.H.My and T. K. Parkinson having expired, and their successors Glenn Helms and John_ C. KcCnih having been electtd, the said Trustees C.H.'.:ay and W. K. Parkinson -retired from the Board of Trustees of the city o: Newport Beach, and Glenn Helms and John C. I:IcCain being present, too] subscribed and filed the constitutional oath of office, were admitte( to the Board of Trustees and entt red upon their duties as Trustees o: the city of Newport Beach. There being present Trustees S.R.Jumper, Geo P. '.ilson, H.A.Robinson Glenn Helms, and John C. ldcCain, all duly elected, and qualified Tru of the city of New ^ort Beach, the Board of Trustees proceeded to organize. The Board of Trustees by ballot chose S. R. Jumper President of the Board of Trustees; he thereupon took the oath of office and assu::ied the office of ?resident of the Board of Trustees and entered upon the duty thereof. Claude T.,'I. Crego presented a certificate of election as Clerk of the City of Newport Beach for the term of two (2) gears.together with his official bond, which was approved by the Board of Trustees and filed with the "resident of said Board, whereupon Claude I.I. Crego took, subscribed, and filed the constitutional oath of office, and entered upon the duties of Clerk, City of New-port Beach. Lew H. ;°allace, presented a certificate of election as Treasurer of the city of Iiewnort Beach for the term of two (2) years together with his official bond, which was approved by the Board of _Trustees and filed; ,; "hereul:on Lew H. Y•:IcCain and carried that the bond of city Clerk Claude I.I. Crego be approved and that the same be filed with the Chairman of -the Board of Trustees. Chairman S. H. Jumper then proceeded to appoint the following committies; Fin_.nce; Trustee G. P. ;,ilson and. Trustee,H. A. Robinson Street Committie; Trustee Glenn Helms and Trustee G. P..:,'ilson Police Committie; Trustee Glenn Helms and Trustee J. C. McCain Fire Committie; Trustee H.A.Robinson and Trustee J.C.LIcCain :'rater Committie; Trustee Glenn Helms and Trustee J. C. IcCain Applications for the following; positions weye read, Street Sun't City Recorder, City Engineer,Tater Sup't,•dity Electrician, Plumling Inspector and City I.Iarshal all of which were ordered laid on the tab] for one week, with the exception of the application of J;. Chairman S.R.Jumper declared Clyde Bishop appoin- Koved by Trustee G.P.,ilson seconded by Trustee, H.A.Robinson and carried that the heads of each department furnish the board of Trust( the names of the men employed in each dep,.rtment of the City and the ual< =ries Laid.
