7:30 o'cloc'. p.n. on Yonday, January 7, 1924. '
The Clerk • .as instructed to advertise for bids for the
construction of a wooden stave pi,,e line together with the appurtenances
for the 1.1unicipal ':dater Department of the City of Fewport Beach, the
bids to be opened January 21, 1924.
On motion of Trustee L. S. '.7ilkinson seconded by Trustee Ti. C.
Sloan and carried., the Clerk was instructed to take care of the semi-
annual interest on the sewer bonds due January 2, 1924, on those lots
in the Seashore Colony and E'1 iioro Tracts taken by the State for
:;igbmay purposes.
Theodore Robins presented the Board of Trustees with a box
of cigars, and the Clerk was instructed to convey to him the thanks
of the Board for same.
There being no further business, on motion of Trustee L. S.
Wilkinson seconded by Trustee Conrad Richter and carried, the meeting
adjourned Sine Die.

The Board of Trustees of the City of Newport Beach met in
regular session at 7 :30 o'clock p.m. on above date. The meeting was
called to order by President J. J. Scnnitker.
The roll was called showing the full Board present.
The minutes of the previous meetings of December 17ti,. and
24th, 1923 vrer:, read and approved.
The reports of the heads of the departments were read, and
on motion of Trustee L. S. 77ilkinson seconded by Trustee Geo. P. `Vilson .
and carried, the reports were accepted and filed. • '.
President J. J. Sclmitker presented copies of letters he had
%,rrit'r,en to Captain J. D. Fredericks and E. J. Louis in reference to
ogr harbor, and on motion of Trustee Geo. P. 'Nilson seconded by Trustee
Conrad Richter and carried, the action of the President was approved.
Health Officer J. A. Porter presented a very complete report
of the Health Department for the past year, which was accepted and
filed, and he was instructed to get a copy of the ordinance referred
to in his report.
This being the time set for opening bids for the City printing,
etc., the Board in open session publicly opened, examined and declared

' On motion of Trustee I,. S. Wilkinson seconded by Trustee Geo. P.
77ilson and carried, the bids were referred to a Commmittee of the Y•Ihole
with the City En &ineer to'report on at the next meeting.
The report of the Committee appointed by the Board some time ago
to act with a committee of the Builders Exchange of Los Angeles,
recommending that no financial aid be given the Exchange at this time,
was read, and on motion of Trustee L. S. Wilkinson seconded by Trustee
H. C. Sloan and carried, the report was accepted and the Clerk instructed
to notify the Exchange that our failure to act was on the recommendation
of our Committee.
The Deputy City engineer Cundiff reported that Gibbons & Reed Co.
is the lowest responsible bidder for the wort: to be done in installing
a cement pipe sanitary seraer system and appurtenances in I.Iunicipal
Improvement District No. 3 of said City, and thereupon Trustee Geo. P.
.°lilson presented Resolution No. 280 entitled:
A Resolution of the Board of Trustees of the City of
Newport Beach awarding the contract for the construction of
a sewer system, pumping stations, septic tanks, etc., on Balboa Island
in ,- anicipal Improvement District into. 3 within said City,
and on his motion duly seconded, said Resolution was adopted
by the following vote:
Ayes, Trustees J. J. Schnitker, H. C. Sloan, Geo. P. Wilson,
Conrad Richter, L. S. Iffilkinson.
Noes, Trustees Pione.
Absent, Trustees ?done.
The matter of the Pacific Electric Railway Co. embankment and
their poor crossings was discussed, and the matter was left in the hands
of the Street Superintendent to report on.
tr. R. G. Roberts presented some objections to the grades as
laid out by the City Engineer on Santa Ana Avenue, and the matter was
left -iith the City Attorney to take up with Wells & Bressler and with
i.r. Cundiff to see if anything can be done to remedy it.
The matter of the location of the Comfort Station in the Park
at East Newport was discussed, and on motion of Trustee L. S. Plilkinson
seconded by Trustee H. C. Sloan and carried, the matter was left with
the Street Committee and City Engineer with power to act.
On motion of Trustee H. C. Sloan seconded by Trustee L. S.
_ Clilkinson and carried, A Map of Tract No. 626, being a resubdivision of
>'nlocks 110 to 114 inclusive in Section B Newport Beach, was approved.
The communications' were read and referred to the proper order
of business.
On motion of Trustee T_I. C. Sloan seconded by Trustee Geo. P.
.vilson and carried, the communication from Boyle Worlaaan asking for some
assistance for the relief of the starving German children, was referred
to the Orange Count* Harbor Chamber of Commerce.
The communication from Dr. C. G. Huston in regard to lumber for
an oil derrick at the corner of 14th and San Bernardino Avenue, was
referred to the Street Superintendent.
The communication from the Southern California C,Tholesale &
Retail Bakers' Association with a proclamation for "Bread :'leek'' from
January 13th to 20th, was read, and the proclamation was ordered
published with an additional recommendation from the President that the
people of Newport Beach patronize their hone bakeries.
The communication from Fire Chief Jackson asking for a bond
election of i;r50,000.00 to get more fire protection_, was read, and on
motion of Trustee H. C. Sloan seconded by Trustee L. S. Wilkinson and
carried, the Chair was to appoint a committee to get a recommendation
from the Board of Fire Underwriters as to what they would suggest,
whether a fire boat or take the water from the bay, and whether it will
reduce our rates of insurance, and also to make a report to the Board
as to the bond issue they would recommend.
The communication from Raymond G. Osborne in regard to the
worms found in our drinking water, was referred to the Water Superintendent.
Further hearing on the.protests on Resolution of Intention I'.o.
250 for vacating a portion of Coast Boulevard, were continued to 7 :30
o'clock p.m. on Wednesday, January 9, 1924.
On motion of Trustee Geo. P. Wilson seconded by Trustee T.C.
Sloan and carried, E. IS. Burris was employed to take down the balance
of the shore end of the Newport wharf where the new building is to go,
the same to be done under the direction of the Street Committee, Street
Superintendent and City Engineer.
On motion of Trustee L. S. Wilkinson seconded by Trustee Geo,
P. Wilson and. carried, that demands No. 943 to 1139 inclusive, having
been signed and approved by the Finance Committee, were allowed and
warrants to be drawn for same.
There being no further business on motion of Trustee H. C.'
Sloan and seconded by Trustee Conrad Richter and carried, the meeting

The Board of Trustees of the City of Newport Beach met in
regular adjourned session at 7:30 o'clock p.ai. on above date. The
meeting was called to order by President J. J. Schnitker.
The roll was called showing the full Board present.
The.reading of the minutes of the previous meeting .ras omitted.
A petition in writing was presented asking that the boundaries
of the City of Newport Beach be altered and ne:r territory annexed
thereto, incorporated and included therein and made a part thereof.
The petition was ordered filed and taken up for consideration,
evidence was introduced and documentary proof eras presented from r:hich
the Board of Trustees find as follows:
(1) The petition is in writing, and is signed by qualified
electors residing within the territory therein described as Shoirn by
the registration of voters of Orange County in which such territory is
situated; that the signers collectively constitute more than one - fourth
in number of all the qualified electors residing therein.
(2) The territory sought to be annexed is described in the
petition as follows: located in the County of Orange, State of
California, and
Beginning at a point in the northeasterly boundary line of
the City* of P?e.aport Beach., which point is the intersection of the south -,
westerly prolongation of the northwesterly line of 27th Avenue, as 27th ,

dation to tpe Board.
The committee appointed are Trustees H. C. Sloan, Geo. P.
vaison, TreAsu-rer Lew H. Wallace and Deputy City Engineer S. A. Cundiff.
The Clerk was instructed to write a letter of appreciation
to.the Fire Department for the efficient manner and the alertness displayed
at-the fire,in the Summers residence recently.
On motion of Trustee Conrad Richter seconded by Tru tee II. C.
Sloan and carried, the Clerk was instructed to advertise for bids for
60.0 feet of 2Y' Fire Hose for the Fire Department.
The communication from Major E. D. Ardery calling a meeting in
Los Angeles to consider rules and regulations in regard to the
operation of drawbridges, was taken up.and on motion of Trustee Conrad

Richter seconded by Trustee Geo. P. Wilson and carried, the City Clerk
was instructed to acknowledge receipt of the communication, and state
thatv::e will try and have our Harbor Master represent the City at the
meeting.
