HomeMy WebLinkAbout06/02/1924 - Regular Meeting193 IIdT `1ODUCI= G ORDI::Ai:CZ IIO. 258, Trustee Sloan introduced an ordinance entitled as follows: • An ordinance of the City of Newport Beach regarding the loading and unloading of passengers upon and from automobile busses operated by transportation companies within the City of Newport Beach. The ordinance was ordered filed, read, numbered 258 and referred to the City Attorney. A map of Tract !do. 692, being a subdivision of Lot 302, Yewport Mesa Tract, was submitted to the Board and on motion of Trustee Wilkinson seconded by Trustee Sloan and carried the map was approved. On motion of Trustee Wilkinson seconded by 'Trustee Sloan and carried warrants 1817 - 1818 -1819 having been signed and approved by • the finance committee were allowed and warrants ordered drawn for same. The matter of more room for housing of the library was referred to the committee as a whole. On motion of Trustee Wilkinson seconded by Trustee Young and carried it was decided to employ "r_arry C!elch for another year in the capacity of Advertising Manager, paying him the same monthly salary as previously. There being no further business on motion of Trustee Wilkinson seconded by Trustee Sloan and carried the meeting was adjourned to 7:30 P. M., 1.:onday, June 2, 1924. The meeting was called to order by President Geo., P. Wilson. The roll was called showing the full board present. The reports of heads of departments were read and on motion of Trustee 'i!ilkinson, seconded by Trustee Sloan and carried the reports were accepted and ordered filed with the exception of the Harbor Raster and City Electrician reports, which were laid aside for further discussion. In the matter of widening Central Avenue from Alvarado to B St., City En- ' gineer Kressley reported that he 'r:ad-two plans that might 1;ork out and stated that some definite solution would be arrived at in the near future. Absent, Trustees none. 194 The clerk was instructed by the Chair to draw a warrant in the amount of 17816.96 in favor of the Orange County Title and Guaranty Co., the first payment in the newly acquired water bearing land. On motion of Trustee Richter, seconded by Trustee Sloan and carried the clerk was instructed to write the Board of Supervisors re- garding flasher lights at 15th St. crossing where 15th St, is intersected by the Coast Boulevard and where 15th St. is intersected by the new road going to Newport Heights. The request of the Lagune Beach Short Line Automobile Stage Co. for a franchise was referred to a committee for report at the next meeting as to their right to issue a permit, a copy of which was ordered sent ro the Pacific Electric Railway Co. Mr. C. C. Henry of Balboa complained about the grade at St. and Central Avenue and on motion of Trustee Wilkinson seconded by Trustee Sloan and carried the matter was referred to the Street Committee and City Engineer. On motion of Trustee Young seconded by Trustee Sloan and car- ried the request of Ioime. La Rue Osgood for permission to rope off part of fain St. for a street carnival June 13th and 14th was granted. In the matter of channel markers, on motion of Trustee Wilkin- son seconded by Trustee Young and carried the Harbor master was authorised to construct one marker as a test of the practicability of such a marker. The matter of lighting the parking space at Newport and also the matter of lights for the Newport Comfort Station was referred to the Street Committee and City Electrician with power to act. The communication of the City Engineer of Huntington Beach in regard to the condition of the Willite pavement in that city was laid over until City Engineer,Kressly should be in attendance. In the matter of the City taking over the Bay Island sewer system on motion of Trustee Hichter seconded by Trustee Wilkinson and carried the matter was referred to the City Attorney who was instructed to indicate the necessary documents for taking over part and parcel of the system. The annual report of Tax Collector Porter was read and on motion of Trustee Wilkinson seconded by Trustee Sloan and carried, the , report was accepted and ordered filed and Tax Collector Porter was com- mended for his excellent work in collecting over 94°' of all taxes due. On motion of Trustee Sloan seconded by Trustee Young and - carried the transfer of a lunch counter license from E. G. Walker to I3r. Burris was granted. The communication of the Murray Iron Works was ordered filed and the Clerk instructed to write. Request of a refund on building permit issued to Anna Hawkins Lane was referred to City I.arshall Porter for investigation and rec- commendation. A communication from H. C. Edinger referring to the lack of Public Conveniences at points on the Ocean Front near 36th St., was read and on motion of Trustee VJilkinson seconded by Trustee Sloan and carried the Vlater Supt, was instructed to install drinking fountains and also places where animals might drink at the following points; 36th St. - 30th St. - 23rd St. - and the Newport Pier. Conmiunications from the Ebell Club and Professor Cainford were read in regards to Band Concerts to be given during the coming season. The Santa Ana I!Sunicipal Band it was said would put on 10 concerts guaran- teeing 30 pieces for ;;2000.00. On motion of Trustee Wilkinson seconded bu Trustee Sloan and carried the matter was referred to the committee as a whole to see if concerts could be arranged for the months of July and August. The matter of hiring A. Deraga for salaried Life Guard was referred to the Committee as a whole. ' The report of H. G. Corwin on the Newport Comfort Station was discussed and ordered filed. The matter of improvements and dedication to the City of Newport Beach of Lot 2, Bay Island, was referred to the Street Committee for investigation and report. On motion of Trustee Wilkinson seconded by Trustee Sloan and carried the Board of Trustees authorized City Itiiarshall Porter to deputise Geo. C. Heiner as deputy Marshall to act without pay in the enforcement of overcasting order and general conduct on the Newport Pier. > In the matter of landings at T;ewport and Balboa piers on motion of Trustee Sloan seconded by Trustee Young and carried the matter was re- ferred to.the committee as whole with power to act. harbor I:Iaster Beek addressed the board mffi stated that the Com- fort Station on Balboa Island was an embarassment to him in its present 195 location and condition and asked that it be moved to city property. On motion of Trustee Wilkinson seconded by Trustee Sloan and carried the matter was referred to the planing commission for investigation:aiad report. Mr. Beek also stated that automobiles were blocking the land - ing.and obstructing traffic. The matter was referred to the Street Com- mittee for investigation. The matter of the moving picture company boats obstructing the landing at Rodger Bros. was discussed to some length and on motion 'of Trustee Young seconded by Trustee Richter and carried the matter was referred to the committee as a whole with power to act and it was decided to have Rodger Bros. immediately make some sort of landing place for small craft. On motion of Trustee Wilkinson seconded by Trustee Sloan and carried demands ;41820 to ,- 142000 were approved. On motion of Trustee Richter seconded by Trustee ailkinson and carried the signs at the Bast Ne-:,port Comfort Station were ordered re- moved and small signs substituted. There being no further business on motion of Trustee Richter seconded by Trustee Young and carried the meeting was adjourned to 7: 30 P. Y. Llonday, June 16th,' 1924. ATTEST: City Hallo Newport Beach, June 16, 1924 The Board of Trustees of the City of Newport Beach met in regular session at 7:30 P. 11. on the above date. The meeting was called to order by President Geo. P. Wilson. The roll was called showing the full board present. The minutes of the previous meeting were read and approved. Trustee Conrad Richter reported on the light situation and suggested that two 75 candlepower lights be placed in brackets in front of the Newport comfort station, and one large light be placed in the rear. At the parking station it was suggested that a pole having a cluster of four lights, be used. In the matter of parking congestion on Agate St., Balboa Island, it eras reccommended that'an.ordinance be drawn, prohibiting parking on one side of the street and that the curbing be painted red, back to the alley. The committee investigating the matter of grades ob- jected to by Mr. C. C. Henry, reccommended that the grades stand as they are at present. The committee investigating the matter of the Laguna Beach Short Line application for permit, reported that the proposition was reasonable and should be granted. On motion of Trustee Wilkinson seconded by Trustee Sloan and carried, the action of the Light Committee was approved. On motion of Trustee Sloan seconded by Trustee Wilkinson and carried,_ it was decided that the City Attorney be instructed to amend the ordinance so that parking on both sides of Agate St. would be prohibited. On motion of Trustee Sloan seconded by Trustee Young and car- ried, the report of the committee investigating the grades complained about by C. C. Henry, was accepted and the committee discharged. On motion of Trustee Sloan seconded by Trustee Young and carried, the reguest.of the Laguna Beach Short Line Automobile Stage for permit to
