Q SEW Pp�T <br />CITY OF <br />�m <br />z NEWPORT BEACH <br />c�<,FORN'P City Council Staff Report <br />March 26, 2019 <br />Agenda Item No. 14 <br />TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL <br />FROM: Seimone Jurjis, Community Development Director - 949-644-3232, <br />sjurjis@newportbeachca.gov <br />PREPARED BY: Melinda Whelan, Assistant Planner, <br />mwhelan(a-).newportbeachca.gov <br />PHONE: 949-644-3221 <br />TITLE: 2018 General Plan Status Report and Housing Element Annual <br />Progress Report (PA2007-195) <br />ABSTRACT: <br />State Government Code Section 65400 mandates that the City prepare and submit an <br />annual report on the status of the City's General Plan and progress in its implementation. <br />RECOMMENDATION: <br />a) Determine this action is exempt from the California Environmental Quality Act (CEQA) <br />as the actions are not a project as defined by Section 15378(b)(2) of the Public <br />Resources Code; and <br />b) Authorize the submittal of the 2018 General Plan Status Report to the California Office <br />of Planning and Research (OPR) and the State Department of Housing and <br />Community Development (HCD). <br />FUNDING REQUIREMENTS: <br />There is no fiscal impact related to this item. <br />DISCUSSION - <br />Government Code Section 65400 and the City's General Plan Implementation Program <br />Imp 1.3 require the preparation of an annual report on the status and progress of the <br />General Plan implementation. If the City Council authorizes the report, it will be sent to <br />the Office of Planning and Research (OPR) and the Department of Housing and <br />Community Development (HCD) as required. <br />The 2018 General Plan Status Report follows preparation guidelines set forth by OPR. <br />The report reflects the status of the implementation measures between January 1, 2018 <br />and December 31, 2018 ("Reporting Period"), and does not reflect changes or updates <br />which may have been directed in 2019. The implementation programs contained in <br />Chapter 13 of the General Plan are included for reference as Attachment A. The 2018 <br />General Plan Update Status Report (Attachment B) is the City's self-assessment of the <br />status and implementation of the General Plan. <br />14-1 <br />
