The reading in full of all ordinances and resolutions x x x under consideration was waived, and the City Clerk was directed to read by titles only. HEARINGS: 1. Mayor Pro Tem Dostal opened the public hearing regard- Substandard ng the Expense Statement for costs incurred pursuant Bldg to Resolution No. 8397 for abatement of substandard and unsafe grading in connection with the property situated at 309 La Jolla Drive, Newport Beach, in accordance with Section 15.28.070 of the Newport Beach Municipal Code. A report was presented from the Building Code Enforce - ment Division submitting itemized expenses. The hearing was closed after it was determined that x x x no one desired to be heard. Resolution No. 8493, confirming and adopting the R -8493 statement of costs and expenses incurred in the abatement of the public nuisance and substandard x x x N condition of the property located at 309 La Jolla x Drive in the City of Newport Beach, was adopted; and staff was directed to impose a lien on the real property located at 309 La Jolla Drive in the amount so fixed if the amount is not paid to the City within fifteen days. 2. It was agreed to hold the hearings on Tracts 8681 and 8682 and on Use Permit Nos. 1731 and 1730 concurrently. Mayor Pro Tem Dostal opened the combined public hear- ings on the following: Tentative Map of Tract 8681, subdividing 1.75 acres Tract 8681 into nine numbered lots for attached single - family residential development and one numbered lot to be developed as a landscape area, private driveways and guest parking spaces, lot 125 of Tract 5435, located at 1976 Vista Caudal, southwesterly of Vista del Oro and northeasterly of Vista Caudal in "The Bluffs," zoned R- 4 -B -2•, Planned Residential Development; and Certification of the environmental document; and Use Permit No. 1731, request of IDH to construct nine UP 1731 attached single - family dwellings with related parking area. Bill Holstein, representing the applicant, IDH, addressed the Council and gave a brief history of subject Tracts. The following people, representing the Bluffs Home Owners Association, addressed the Council and pre- sented alternatives and various conditions recommended by their Association: Annette Cates, President of the Bluffs Home Owners Association; Virginia Vosberg, Helen Mason and John Stuart. Councilman Rogers requested that Councilman Ryckoff's motion be amended to delete Condition No. 13, which would have required the applicant to pay an amortiza- tion fee on each unit to the Bluffs Home Owners Association; to modify Condition No. 4 from 3 feet to 6.6 feet; and to modify Condition No. 7 to provide for the construction haul route to be on Vista del Oro whenever feasible and to provide temporary parking bays on each site for the workmen; which amendments were accepted by the maker of the motion. City Attorney Dennis O'Neil read the following additional findings into the record: • That the discharge of waste from the proposed subdivision into an existing community sewer system would not result in violation of existing requirements prescribed by the California Regional Water Quality Control Board pursuant to Sections 13,000 et seq of the Water Code. Val Murley addressed the Council and stated the facility should be retained for use by Senior Citizens. William Carlberg, President of the Montessori Schools of Newport Beach, and Judith Wilson, Director of the Carden School of Corona del Mar, addressed the Council regarding their respective proposals for'leasing the, school facility. Councilman Ryckoff made a motion to lease the 5th and Marguerite Avenues property on a year -to -year basis, which motion failed to carry. 4.
