Brown, City Clerk TITLE: Board and Commission Scheduled Vacancies — Confirmation of Nominees ABSTRACT: The annual vacancies on the City of Newport Beach's ("City") Boards and Commissions will occur on June 30, 2019. The process to fill the vacancies is provided in City Council Policy A-2 (Boards, Commissions, and Committees). As part of this process, an Ad Hoc Committee of the City Council interviewed applicants and made appointment recommendations as provided in this staff report. All vacancies were noticed according to the Maddy Act and City Council Policy A-2. RECOMMENDATION: a) Determine this action is exempt from the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines because this action will not result in a physical change to the environment, directly or indirectly; b) Waive the portion of City Council Policy A-2 (Boards, Commissions & Committees) that recommends nominating two or more candidates for each vacancy, if a sufficient number of candidates are available; c) Should the City Council nominate Arlene Greer for a potential seat on the City Arts Commission, waive a portion of City Council A-2; and d) Confirm the nominations made by the City Council Ad Hoc Appointments Committee: Board of Library Trustees [2 vacancies] 1. Alex Chazen 3. Mark Rosene FUNDING REQUIREMENTS: There is no fiscal impact related to this item. DISCUSSION: Pursuant to City Council Policy A-2, Mayor Diane B. Dixon established a Council Ad Hoc Appointments Committee comprised of herself, Council Member Brad Avery, and Council Member Joy Brenner. The Committee was charged with reviewing all applications, except for the Civil Service Board vacancy, and making recommendations to the full City Council for the Board and Commission vacancies scheduled to occur on June 30, 2019, and the unscheduled vacancies that occurred on the Harbor Commission. 20-2 Board and Commission Scheduled Vacancies — Confirmation of Nominees June 11, 2019 Page 3 At the conclusion of the application period on May 8, 2019, the Committee reviewed the applications and conducted interviews with selected applicants on Thursday, May 23, 2019, Friday, May 24, 2019, and Tuesday, May 28, 2019. Following the interviews, the Committee determined that they were unable to recommend at least two candidates for every vacant seat. Therefore, the Committee respectfully requests that Council waive the City Council policy that states, "By having a goal of two (2) or more candidates for each vacancy, it is the intent of the City Council that at least two (2) separate individuals should be considered for each vacancy (i.e., if there are two (2) vacancies, the City will attempt to have four (4) separate individuals under consideration)." Additionally, the Committee ranked the nominees (as noted in the Recommendation) for City Council consideration. The City Council will conduct appointments to fill these vacancies at its Tuesday, June 25, 2019 City Council meeting. All new terms will be effective July 1, 2019, with an expiration date of June 30, 2023, except for the unscheduled vacancy on the Harbor Commission which will expire on June 30, 2021, and will be eligible to reapply for their respective seat to serve for a full four-year term. Arlene Greer was appointed to the City Arts Commission on June 28, 2011, reappointed on June 23, 2015, and has served two full four-year terms. If the City Council desires to nominate her to potentially serve again on the City Arts Commission, it would be necessary to waive the portion of City Council Policy A-2 which states, "...no person shall be eligible for appointment to any one (1) City Board, Commission, or Committee for more than two (2) consecutive four (4) year terms..." Further, the Committee recommends limiting her term to one year. * Pursuant to City Charter Section 710, this year's Civil Service Board appointment would generally come from a list of three nominees provided by a majority of the Civil Service Board members. However, since only one application was received, the Civil Service Board members are only providing one name for consideration. ENVIRONMENTAL REVIEW: Staff recommends the City Council find this action is not subject to the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly. Ray- February 1, 2019 Having grown up in Corona del Mar, my roots are deeply entwined in this community and I would like to be able to give back by serving on the Board of the Library Trustees for a second term. During the past 30 years, I have devoted much of my time to a number of non-profit boards such as Discovery Cube, formally Discovery Science Center, MIND Research Institute, Foundation for the Great Park, Orange County School of the Arts, Pacific Symphony Youth Ensemble Board, Balboa Performing Arts Foundation and Arts OC Board. I have derived much experience, valuable connections as well as pleasure from being an active and integral part of these various organizations. When I went to Harbor View Elementary in the 1950's, I used the tiny library on Carnation Avenue. If I thought at 7 years of age it was small, it really was small. My father-in-law, James D. Ray, builder, actually built the Peninsula branch of the library in the 1950's on Island Avenue down the street where we currently live on Bay Island. Then, in the 70's, my husband, Walkie Ray's J. Ray Construction Company, built the Fashion Island library branch in Fashion Island on San Clemente Drive which served our community until the Main Branch on Avocado was built. I have seen a major transformation in my lifetime thus far. The Library has blossomed into even more than a Library ..... it is the Newport Beach Cultural Center. To the point, our Newport Beach Public Library has become a hub for educational and cultural activities in Newport Beach with visitation comparable to our beaches and other beautiful recreational attractions for which our City is known around the world. With my experience in the non-profit world in Orange County, the value I could bring is connections to resources that could bring additional diverse and exciting programs to our NB Library. As one of the founders of Discovery Cube almost 30 years ago and currently the Chair of the Innovators, its major support group, I have access to a wealth of science and math -related programs including interactive exhibits that could be brought to our City. As a matter of fact, Discovery Cube now has a presence in Newport Beach at the Fun Zone called Ocean Quest. I was instrumental in this effort and am currently the Chair of the Visionary Committee. We are exploring many exciting ocean -related educational opportunities on this site. My connection with the Cube, OCSA, Arts OC and Pacific Symphony provide further resources which could enrich the cultural tapestry unfolding at our Library. Another aspect of my experience is the knowledge of what will work well and what will not. Over 10 years ago, I was Chair of Ballet Pacifica which, as it turned out, was not financially sustainable. Closing an organization was a painful process but understanding fiscal realities and dealing with them is an important component of understanding the big picture. More recently, I had a similar experience with the folding of the Balboa Performing Arts Theater Foundation. Recognition of financially responsible programming is a valuable asset when planning for the future. As a parent of 5 grown children and grandparent to 11 (to date), the importance of educational enrichment through public programming such as provided by the Library Foundation is paramount. As mentioned earlier, I grew up in Corona del Mar as a child and left briefly to attend Stanford. After getting married, we lived in Irvine for 5 years but moved back to Corona del Mar in 1983. 1 have lived in Newport for a grand total of 51 years!! For the majority of this time, I lived in Corona del Mar, the eastern region of the City, but for the last 14 years, we have lived on Bay Island which is in the western region. With this move, our circle of friendship expanded hugely. While the center of our lives shifted to an area further from the Main Branch of the Newport Beach Public Library, I now live right by the Balboa Branch. I would look forward to being part of the project of rebuilding this branch. I was then asked to do the Grand Opening Gala Dinner and plan and co ordinate a grand scale series of events for opening day and opening the week activities. Being a part of the library from the inception was an amazing process. It was a privilege to have been involved and to have involved so many others in the community . We received a national recognition with a Library public relations award in Washington DC, which I still have for the positive impact this series of events had on our community . I was the recipient of a Newport Harbor Chamber of Commerce Silver Anchor award. The fundraising and opening activities were a from scratch creative effort I will never forget.
